分析我国《安全生产法》的贯彻实施情况,总结《安全生产法》实施过程中面临的政府安全生产监管机构职责分工调整、各级安全生产监管部门职责不清和运行不畅、新型的责任保险出现、企业安全生产主体责任不能完全落实等新形势和挑战。为适应我国快速发展的社会环境,以职业安全与健康立法一体化、安全生产监督与管理权限划分、工伤保险与责任保险结合、强化企业安全生产主体责任等难点为重点,提出《安全生产法》相关条款的修订建议、理由和内容。研究结果对完善我国《安全生产法》,提升安全生产法制化水平具有参考意义。 相似文献

依据中日合作项目<加强中国国家安全生产科学技术能力计划>成果,系统介绍了日本职业卫生监管机构、法规、职业病确定、作业环境管理等.同时,结合中国职业卫生管理体制尚未完全理顺、法规较滞后、专业人才不足、企业基础资料不全和自主管理体制不健全等现状,提出了进一步明确职业卫生管理体制、完善职业卫生法规、建立职业卫生统计制度、强化企业自主管理能力等建立健全中国职业卫生管理的对策和建议.本文对完善中国职业卫生管理具有重要的参考意义. 相似文献

Several ISO standards for determining the ultimate aerobic/anaerobic biodegradability of plastic materials have been published.
In particular, ISO 14855-1 is a common test method that measures evolved carbon dioxide using such methods as continuous infrared
analysis, gas chromatography or titration and others (ISO 14855-1(2005.9)). This method is a small-scale test for determining
the ultimate aerobic biodegradability of plastic materials, where the amounts of compost inoculum and test sample in one tenth
comparing with that of ISO 14855-1. This method is well versed in ISO/DIS 14855-2 which the carbon dioxide evolved from test
vessel is determined by gravimetric analysis of carbon dioxide absorbent. The focus of this study is to elucidate statistically

To assess the effect of tree planting on atmospheric phenol, a study was made on the absorption of phenol by various tree species and the tolerance of these species to phenol. The absorption rates ranged from 21.3 (camellia) to 129 ng dm‐2h‐1 ppb‐1 (Japanese elm) at 1000 μmol of photons m‐2 s‐1, and the absorption rate increased in the following order: coniferous tree species ? evergreen broad‐leaved tree species < deciduous broad‐leaved tree species. When the light intensity was varied, a linear relationship between the phenol absorption rate and the transpiration rate was observed for three tree species. In comparison with the absorption rate estimated from a simplified gas diffusive resistance model, we conclude that phenol is absorbed through the stomata and is metabolized fairly rapidly within the leaf tissue, although the absorption rate is less than the estimated potential absorption rate. At phenol concentrations below 200 ppb, the tree can absorb atmospheric phenol for at least 8 h without any visible foliar injury. Trees in general could act as an important sink for atmospheric phenol at phenol concentrations less than 200 ppb, a concentration about twenty times higher than normal ambient levels. 相似文献

We demonstrated a complete decomposition method for ionic liquids (ILs; organic cation part: butyl-methyl or ethyl-methyl
imidazolium, and inorganic anion part: PF6 −, BF4
− or Br−) in aqueous media by combining a hydrothermal mineralization method with a photocatalytic decomposition (PD) method. As a
result, the hydrothermal treatment with Ca(OH)2 mineralizer could effectively remove the inorganic anion part, such as PF6
− or BF4
− and the PD could decompose the organic cation part effectively. Therefore, the detoxification of ILs in aqueous media was

The bioconcentration factors (BCFs) of seven new aryl fluoroalkyl ethers--four bis-4-tetrafluoroethoxyphenyl-type (bis-type) compounds and three mono-4-tetrafluoroethoxyphenyl-type (mono-type) compounds--were obtained by bioconcentration tests using common carp. The BCFs of 4 of the 7 ethers were higher than 5000, indicating their high bioconcentration potential. The bioconcentration characteristics of the bis-type compounds were different from those of the mono-type compounds and non-fluoro diphenylmethanes with a similar skeleton structure to the bis-type compounds, in taking longer to reach a plateau and having a slower elimination rate and in their distribution patterns in the fish body. The BCF of 1 bis-type compound was much higher than the value predicted by an accepted correlation equation between BCF and P(ow). In addition, the logP(ow) of the bis-type compounds calculated by commercially available computer software was remarkably different from that measured. 相似文献

The new tuming method was proposed and verified its effectiveness to pathogens by laboratory scale experiments. Considering the results obtained from the previous studies, it could be said that tuming of a composting pile was essential in terms of hygienic aspects but the number of tuming should be minimized. Effectiveness of inactivation was estimated for each composting run. From this estimation,tuming by layers, which is different from conventional tuming that mixes compost pile entirely, was proposed and investigated its performance by experiments. Composting operations with static pile method, complete mix(conventional) tuming method, and proposed tuming( layer tuming) method were done and their effectiveness on inactivation of indicator microorganism was evaluated and compared.As results, the conventional tuming method was not a proper method in terms of pathogen inactivation, whereas, the proposed tuming method showed an excellent performance and should be employed in a composting operation. 相似文献
