Technological capability and technology transfer both play important roles in achieving low-carbon development targets and the concepts of both have appeared in national development and climate policy debates. Yet, they differ. Improving capabilities and transfer mechanisms are two differing approaches to technological development. Technology transfer is associated with a key political dynamic within international climate policy, in that developing countries request support from industrialised countries. Whereas technological capability focuses on building internal capabilities and is often framed in the context of national industrial policy plans rather than relying on external support. We argue that technology development, a combination of these approaches, can contribute to South Africa's low-carbon development through innovation and technology-based mitigation actions that increase domestic technological capabilities. Technological capability needs to become a determinant of mitigation action to effectively contribute to achieving South Africa's low-carbon development goals. International technology transfer and cooperation should contribute to boosting domestic capabilities to advance technological development. Technology transfer based on pure sales will not contribute to achieving long-term low-carbon development goals.  相似文献

Earthquake populations have recently been shown to have many similarities with critical-point phenomena, with fractal scaling of source sizes (energy or seismic moment) corresponding to the observed Gutenberg–Richter (G–R) frequency–magnitude law holding at low magnitudes. At high magnitudes, the form of the distribution depends on the seismic moment release rate M˙ and the maximum magnitude m max . The G–R law requires a sharp truncation at an absolute maximum magnitude for finite M˙ . In contrast, the gamma distribution has an exponential tail which allows a soft or 'credible' maximum to be determined by negligible contribution to the total seismic moment release. Here we apply both distributions to seismic hazard in the mainland UK and its immediate continental shelf, constrained by a mixture of instrumental, historical and neotectonic data. Tectonic moment release rates for the seismogenic part of the lithosphere are calculated from a flexural-plate model for glacio-isostatic recovery, constrained by vertical deformation rates from tide-gauge and geomorphological data. Earthquake focal mechanisms in the UK show near-vertical strike-slip faulting, with implied directions of maximum compressive stress approximately in the NNW–SSE direction, consistent with the tectonic model. Maximum magnitudes are found to be in the range 6.3–7.5 for the G–R law, or 7.0–8.2 m L for the gamma distribution, which compare with a maximum observed in the time period of interest of 6.1 m L . The upper bounds are conservative estimates, based on 100 per cent seismic release of the observed vertical neotectonic deformation. Glacio-isostatic recovery is predominantly an elastic rather than a seismic process, so the true value of m max is likely to be nearer the lower end of the quoted range.  相似文献

Demonstration of the recovery of marine habitats from perturbation, or of the effectiveness of protective measures, is dependent on the sensitivity of the target group in responding to change. This paper highlights the utility of the nematode component of the meiofauna as a tool for assessing disturbance from dredgings disposal. Transect surveys were conducted at three major dredged material disposal sites around the U.K. coast. Both gross effects due to the direct impact of dredgings within the disposal sites and lesser consequences arising from the transport of material away from the sites were evident with nematode community analyses. The same nematode species, Sabatieria pulchra group (both breviseta andpunctata ) and Daptonema tenuispiculum were found to dominate at all disposal sites, despite appreciable environmental differences between locations and variability in the nature of the deposited dredged material.These studies have established that nematode communities can provide a sensitive indicator of change in response to dredged material disposal at a variety of locations and have introduced a new monitoring tool for a practice that has a wide significance around the U.K. coast. The implications of the findings for the future monitoring of dredged material disposal and other waste inputs are discussed.  相似文献

This paper investigates whether and to what extent a wide range of actors in the UK are adapting to climate change, and whether this is evidence of a social transition. We document evidence of over 300 examples of early adopters of adaptation practice to climate change in the UK. These examples span a range of activities from small adjustments (or coping), to building adaptive capacity, to implementing actions and to creating deeper systemic change in public and private organisations in a range of sectors. We find that adaptation in the UK has been dominated by government initiatives and has principally occurred in the form of research into climate change impacts. These government initiatives have stimulated a further set of actions at other scales in public agencies, regulatory agencies and regional government (and the devolved administrations), though with little real evidence of climate change adaptation initiatives trickling down to local government level. The sectors requiring significant investment in large scale infrastructure have invested more heavily than those that do not in identifying potential impacts and adaptations. Thus we find a higher level of adaptation activity by the water supply and flood defence sectors. Sectors that are not dependent on large scale infrastructure appear to be investing far less effort and resources in preparing for climate change. We conclude that the UK government-driven top-down targeted adaptation approach has generated anticipatory action at low cost in some areas. We also conclude that these actions may have created enough niche activities to allow for diffusion of new adaptation practices in response to real or perceived climate change. These results have significant implications for how climate policy can be developed to support autonomous adaptors in the UK and other countries.  相似文献

Contaminated sediments deposited within urban water bodies commonly exert a significant negative effect on overlying water quality. However, our understanding of the processes operating within such anthropogenic sediments is currently poor. This paper describes the nature of the sediment and early diagenetic reactions in a highly polluted major urban water body (the Salford Quays of the Manchester Ship Canal) that has undergone remediation focused on the water column. The style of sedimentation within Salford Quays has been significantly changed as a result of remediation of the water column. Pre‐remediation sediments are composed of a range of natural detrital grains, predominantly quartz and clay, and anthropogenic detrital material dominated by industrial furnace‐derived metal‐rich slag grains. Post‐remediation sediments are composed of predominantly autochthonous material, including siliceous algal remains and clays. At the top of the pre‐remediation sediments and immediately beneath the post‐remediation sediments is a layer significantly enriched in furnace‐derived slag grains, input into the basin as a result of site clearance prior to water‐column remediation. These grains contain a high level of metals, resulting in a significantly enhanced metal concentration in the sediments at this depth. Porewater analysis reveals the importance of both bacterial organic matter oxidation reactions and the dissolution of industrial grains upon the mobility of nutrient and chemical species within Salford Quays. Minor release of iron and manganese at shallow depths is likely to be taking place as a result of bacterial Fe(III) and Mn(IV) reduction. Petrographic analysis reveals that the abundant authigenic mineral within the sediment is manganese‐rich vivianite, and thus Fe(II) and Mn(II) released by bacterial reactions may be being taken up through the precipitation of this mineral. Significant porewater peaks in iron, manganese and silicon deeper in the sediment column are most probably the result of dissolution of furnace‐derived grains in the sediments. These species have subsequently diffused into porewater above and below the metal‐enriched layer. This study illustrates that the remediation of water quality in anthropogenic water bodies can significantly impact upon the physical and chemical nature of sedimentation. Additionally, it also highlights how diagenetic processes in sediments derived from anthropogenic grains can be markedly different from those in sediments derived from natural detrital material. On the southeast Australian continental margin, mixed siliciclastic and temperate carbonate sediments are presently forming along the narrow 20–35 km‐wide northern New South Wales shelf over an area of 4960 km2. Here, year‐round, highly energetic waves rework inner and mid‐shelf clastic sediments by northward longshore currents or waning storm flows. The strong East Australian Current flows south, sweeping clastic and outer shelf biogenic sands and gravels. Quaternary siliciclastic inner shelf cores consist of fine to medium, lower shoreface sand and graded storm beds of fine to coarse sand. Physically abraded, disarticulated molluscs such as Donacidae and Glycymeridae form isolated gravel lags. Highstand inner shelf clastics accumulate at 0.53 m/103 y in less than 50 m water depth. Clastic mid‐shelf cores contain well‐sorted, winnowed, medium shoreface sands, with a fine sand component. Fine sand and mud in this area is discharged mainly from New South Wales’ largest river, the Clarence. The seaward jutting of Byron Bay results in weakened East Australia Current flows through the mid‐shelf from Ballina to Yamba allowing the fine sediments to accumulate. Quaternary carbonate outer shelf cores have uniform and graded beds forming from the East Australian Current and are also influenced by less frequent storm energy. Modern clastic‐starved outer shelf hardgrounds are cemented by coralline algae and encrusting bryozoans. Clay‐sized particles are dominantly high‐Mg calcite with minor aragonite and smectite/kaolinite. Carbonate sands are rich in bryozoan fragments and sponge spicules. Distinctive (gravel‐sized) molluscs form isolated shells or shell lag deposits comprising Limopsidae and Pectinidae. The upper slope sediments are the only significant accumulation of surficial mud on the margin (18–36 wt%), filling the interstices of poorly sorted, biogenic gravels. Pectinid molluscs form a basal gravel lag. During highstand the outer shelf accumulates sediment at 0.40 m/103 y, with the upper slope accumulating a lower 0.23 m/103 y since transgression. Transgression produced a diachronous (14–10 ka) wave‐ravinement surface in all cores. Relict marine hardgrounds overlie the wave‐ravinement surface and are cemented by inorganic calcite from the shallow and warm East Australian Current. Transgressive estuarine deposits, oxygen isotope Stage 3–5 barriers or shallow bedrock underlie the wave‐ravinement surface on the inner and mid shelf. Northern New South Wales is an example of a low accommodation, wave‐ and oceanic current‐dominated margin that has produced mixed siliciclastic‐carbonate facies. Shelf ridge features that characterise many storm‐dominated margins are absent.  相似文献

ABSTRACT

During the spring of 1961, evaporation from snow and soil surfaces was measured in the central Rocky Mountains near Fraser, Colorado. Measurements were made in natural forest openings at 9,000 feet elevation. Evaporation from wet soil surfaces greatly exceeded evaporation from nearby snow. There was little evidence of transfer of vapor from soil to nearby patches of snow, but as areas of bare, wet soil increased and evaporation amounts from such surfaces increased, evaporation from snow decreased. It was concluded that, as greater amounts of water evaporated from soils, the vapor pressure of the air was raised sufficiently to reduce evaporation from snow. Since transfer of vapor from soil to snow appeared small at best, evaporation losses from snow and soil surfaces essentially constituted a total moisture loss from the area.  相似文献
