Higher Education Responding to a Lifelong Learning World

Higher education organizations have an important part to play in the creation of a Learning Society. Since Lifelong Learning is one of the most powerful philosophies of our time, its influence in opening up new opportunities and new horizons, empowering people, and expanding ideas, concepts, and actions makes it a prime target for research. Instead of being an institution for educating an elite of highly intelligent undergraduates and researchers, the university becomes a universal university, open to all, irrespective of background, of qualification, of age, of subject. This article examines the ways by which higher education can play a fuller role in the dream of a learning society for all. It is the beginning of a process which can take fifty years or longer.     

全球化背景下的高等教育管理:解构中的重构

随着全球化成为一种人类社会生存新常态,各国为获得强有力的全球能力,参与全球竞争,开始重新检视高等教育,导致高等教育管理原有模式发生隐性解构,并逐步在解构中重构新模式。高等教育管理模式发生解构的原因包括三个方面:新自由主义思潮的加速蔓延,高等教育本质和功能的隐性嬗变以及教育国际化理念的日趋渗透。高等教育管理模式重构呈现独有特征,即管理权力集中化和分裂化趋势共存,管理焦点监管与效能并重,政府管理角色干预与放任兼顾。探讨高等教育管理模式重构过程中,在教育公平性、管理效能、职业自主性和社会关系等方面出现新挑战,对中国的高等教育发展有所启示。     

Changing Higher Education Curricula for a Global and Multicultural World

Dramatic demographic changes in the cultural and linguistic diversity of people are occurring in many nations throughout the world. These changes have challenged higher education institutions to modify their curricula and instructional strategies to meet the needs of diverse learners and to prepare all graduates to have the awareness, knowledge, and skills to be effective in a diverse society. This article outlines a framework for changing curricula in higher education in order to prepare students to succeed in the culturally diverse, globally interdependent world. It also provides some practical guidance for undertaking such change, placing emphasis on increasing faculty expertise in multicultural and global/international education.     

Competing Strategies to Balance the Budgets of Publicly Funded Higher Education Institutions

This paper compares and contrasts different strategies to balance academic institutions’ operating budgets. Some strategies use economic theory to recommend a budgeting technique, others use management methods to cut cost, and some strategies use a management accounting approach to reach a balanced budget. Through the use of a simplified numerical example of a breakeven analysis model, this paper argues that excess capacity and high enrolment levels are needed for some proposed budget balancing recommendations to work. It also argues that low enrolment institutions and academic units need to be subsidized to keep their doors open.     

我国高等教育研究国际化的困境与选择

高等教育研究国际化是我国哲学社会科学“走出去”战略的重要组成部分,是提升我国高等教育研究水平的重要举措,对实现高等教育强国目标具有重要意义.虽然改革开放以来我国高等教育研究的国际化水平在不断提升,但客观地讲,高等教育研究依然缺乏国际视野、移植倾向明显、规范性不够、国际交流与合作的程度和水平还比较低.因此,必须确立高等教育研究国际化战略,通过造就具有国际视野的高等教育研究队伍、强化学术研究的规范性、积极创办国际性学术期刊等措施推进我国高等教育研究走向世界.     

2009世界高等教育大会公报 高等教育与研究给社会变革与发展带来的新动力

前言 我们作为2009年7月5-8日在巴黎联合国教科文组织(UNESCO)总部召开的2009世界高等教育大会的与会者,通过本公报认识到了1998年高等教育大会宣言及成果的适切性,并考虑了六次区域性会议(卡塔赫纳、澳门、达喀尔、新德里、布加勒斯特和开罗)的成果和建议,以及本次世界大会--高等教育与研究给社会变革与发展带来的新动力的辩论和成果.

浅谈竞技运动与体育教学

竞技运动是一种具有竞争性、挑战性、规则性、公平性和不确定性的身体活动。这种身体活动并不追求身心完美,它所追求的只是比赛最后的胜利,即夺标,争冠军,是一个具有文化性和社会性的复合体。长期以来,竞技运动在体育教学中占有很重要的比重,而围绕竞技运动进行的教学,由于过分强调动作技术的精细化、规范化,而背离了体育教学的根本目标,所以只有将竞技运动加以改造、整理后使之有利于增强学生体质,符合现代教育全面发展人才的需要,才能实现现代体育教学的根本目标。

对援助的依赖是非洲高等教育发展的显著特征。世界银行作为非洲最大的多边教育援助机构,其教育政策影响了非洲高等教育的兴衰。非洲高等教育的衰退与世界银行不断变化的政策密切相关,既有直接的影响,也有间接的影响。影响路径多样,包括附加贷款条件、提供发展建议、影响其他援助机构、参与决策、召开国际会议、招募非洲专业人员等。21世纪非洲高等教育的复兴需要在外部依赖与自主发展之间寻求适当的平衡。     

Futures of Teaching in American Education

This article argues that factory model schools, created for a time when most individuals were being prepared for relatively low-skilled jobs, are not adequate to the task of educating most citizens for the knowledge work that will increasingly characterize economies of the 21st century. Although many important reforms have been launched over the last decade, countries that have not invested in the development of sophisticated teaching that can adapt to the needs of students and the demands of more challenging content have reached an impasse. Every aspect of school reform – the creation of more challenging curriculum, the use of more performance-based assessments, the implementation of decentralized management, the invention of new model schools and programs – depends on highly-skilled teachers. Policies aimed at developing a quality teaching system include (1) enacting meaningful standards for teachers as well as students, (2) overhauling teacher education and professional development, (3) addressing teacher recruitment problems and placing qualified teachers in all schools, (4) rewarding teacher knowledge and skills, and (5) redesigning schools so that they support teaching and learning. This article describes successful strategies in each of these areas and paints a picture of the alternative futures for education that rest on policies yet to be decided.

高等教育经费来源的多元化,是美国高等教育独占世界鳌头的重要原因之一。当今世界,高等教育经费来源的多元化已经成为一种趋势。这一趋势对高等教育发展来说是一种机遇和挑战,迫使高等学校积极开展内部改革,主动地适应当前社会、经济、化发展的需要;促使学校决策层树立“名牌意识”、“特色意识”,创办高水平大学和有特色的大学,提升高等教育的整体实力和办学水平。从更从长远的意义上说,这一趋势将促进人们价值观念的转交以及整个教育化的变迁。     

教育的未来:为教育共建一份社会新契约北大核心CSSCI

半个世纪以来,联合国教科文组织发布了一系列重要的、里程碑式的教育文件。从学会生存、学习的四个支柱到共同利益、社会契约等理念的提出,既呈现了联合国教科文组织作为全球教育领导者的全球性思维和全球视野,也体现了其一贯坚持的人文主义传统,并在传承中创新。面对全纳教育危机、学习的贫穷、学习的非认知能力培养以及新冠肺炎疫情加剧的教育危机等,联合国教科文组织在2021年11月发布的《共同重新构想我们的未来:一种新的教育社会契约》报告中提出,要为教育构建一份新的社会契约,通过契约精神维护与践行"教育是一项共同利益"。     

世界一流高职教育的概念和师资队伍建设

世界一流高职教育概念受到世界一流大学建设的推动。2004年,教育部《关于以就业为导向深化高等职业教育改革的若干意见》是世界一流高职教育的关键性文件,其中提出一流高职教育的最根本标准是是否培养出受社会欢迎的高质量人才,而不是国际比较,具有重要的指导意义。提高高职院校的研究水平是目前建设世界一流高职教育的急迫任务,但在此过程中要防止对教学工作产生过大的压力,实现教学与研究之间平衡。
