With more and more organizations seeking opportunities to generate benefits beyond compliance from environmental management activities, the challenges for environmental directors today is to develop and implement an environmental strategy that links environmental performance with the overarching strategic business goals of the organization. Organizations today are looking for opportunities to develop environmental management solutions that not only address the concerns of regulatory stakeholders, but also provide opportunities to improve operating efficiency and financial performance, enhance customer satisfaction, sustain market growth, and enhance goodwill, to satisfy the demands of a broader set of stakeholder groups including customers, investors, and employees. To achieve broader benefits from environmental management investments, this article shows how organizations must first develop a methodology for aligning their environmental management activities with the organization's strategic business goals and create a plan for systematically managing continuous improvement to achieve these goals. The second challenge is to implement this strategy at the business unit and facility level in a manner which integrates environmental management activities with an organization's core business processes to achieve improved product and service performance.  相似文献

Summary This is a paper about problem-solving styles in Environmental Management and the specific deficiencies in these styles that might be groupd under the label ‘tunnel vision’. The latter, a form of selective attention, contributes to inadequate problem-formulation, partial solutions to complex problems and to the generation of even more intractable, additional problems. Examples of tunnel vision in military and environmental decision-making are discussed, together with the situational, personal and educational factors that exacerbate its influence. The paper concludes with some recommendations for changes in professional education that might help to recduce the occurrence of tunnel vision. Dr Alan Miller who is now associate professor at the University of New Brunswick received his training in biology (in England) and ecology (in Canada). He then spent several years pursuing research at the Northwest Institute for Medical Research in Chicago, USA. A growing interest in the human aspects of environmental and medical problems led to a further graduate study in psychology, followed by teaching positions in Ireland and Canada. His current interests include: the education of environmental professional; the psychosocial problems involved in environmental management, and, the problems inherent in interdisciplinary project groups.  相似文献

Administrative machinery has been set up to regulate and control most of the emissions that are known to have severe local consequences, such as the discharge of raw sewage into rivers and lakes and the smokestack emission of air pollutants. Now, the nature of environmental degradation is usually different. We are faced with pollutants and effects with more subtle cause-effect relationships, often characterized by larger geographic areas of interest and longer term potential damage; the potential risk is now more chronic than acute. Acid rain and climate change are good examples, in that they are associated with a variety of pollutants from a number of sources and damage to ecosystems occurs over many years. It is argued that monitoring programs should evolve to reflect the changing nature of the environmental problems they are addressing. It is now necessary to consider interactions among many pollutants, mixing among the various media, and potentially affecting many components of the ecosystem in both indirect and direct ways. Here, integrated monitoring and analysis is presented as a unifying strategy to bring together different measurement methodologies in different disciplines, addressing environmental questions of complexity beyond the scope of many existing activites that have a classical narrower focus. The underlying concept is of nested networks, each tier being composed of sites selected for specific purposes but arranged to maximize the number of common sites where more multidisciplinary questions can be addressed.  相似文献

The problem of bacterial pollution in shellfishing areas is not uncommon in the coastal regions of the United States. Bacterial contamination from man's activities can effectively reduce our natural shellfish resource areas by forcing their closure because of high potential risk of diseases being spread by shellfish harvested in these areas. Tillamook Bay, a relatively small, enclosed drainage basin of nonurban character, presents an excellent study area for observing this problem. The high population density of animals, raised on a relatively small floodplain area, represents one of the major sources of pollution in the bay. This paper summarizes the history of the agencies involved with the problem and presents the current approach to alleviate bacterial pollution in the bay without unduly penalizing other industries in the Tillamook basin. The paper also presents some of the legal aspects of reducing water pollution in shellfish harvesting areas and the jurisdiction of federal agencies in these matters. Finally, recommendations are given to reduce bacterial output by the major source categories in the basin, and criteria for bay closure to shellfish harvest are developed to protect the public from bacterially contaminated shellfish.  相似文献

Realizing the benefits of environment, health, and safety (EHS) management systems requires more than just rewriting policies and procedures, EHS tasks and activities must be pushed out into all aspects of the organization. The success of this process necessitates an evolving role for EHS managers. For EHS managers, business integration involves the challenge of integrating environment, health, and safety awareness, responsibility, and action into multiple jobs and business processes, leveraging scarce resources to maximize value and minimize costs. Drawing on recent work in the fields of sociology and political science, this article presents conceptual tools for assisting EHS managers to plan and strategize the changing role of the EHS function. As businesses strive to reduce costs and become more competitive, environmental costs and potential future liability issues continue to raise overhead expenses. The decision process is further challenged by the various interpretations of existing laws and the uncertainty of future applicable regulations and their interpretation. To make more informed business decisions and bridge the gap between the environmental and business perspective, organizations need to be able to see the overall environmental picture and how it affects the current and future business operation. This article presents a systematic approach to developing an organization's integrated baseline “environmental portfolio” with various business risk levels and expected costs. Utilizing computer simulation, sensitivity iterations are performed to show the results of different scenarios. These scenarios can include various probabilities of cost levels, permitting strategies, and litigation, as well as the success of new technologies. Management can then focus attention on the main driving factors and avoid spending too much attention on lesser items. An additional benefit to this process is that communication between the various segments of an organization are enhanced since their perspectives are clearly articulated as part of the analysis. Sensitivity analysis also provides the framework for a sanity check of the process and results. Are projected levels of success reasonable? What levels would be required to change the decision, and how likely are they to occur? What level of overall business risk associated with environmental issues is prudent? In addition this article shows how computer modeling and simulation can bring a valuable perspective to the decision-making process.  相似文献

Companies that have the most effective environmental programs are those that have integrated environmental management into the business process. In order to take an environmental program to a higher level, we must determine a way to get business leaders to acknowledge the business benefit of environmental programs. Business integration becomes more likely when you speak the language of management and present tools that they regularly use. Most companies use business plans, therefore the use of an environmental quality business plan is a segue into the business. To catch management's attention, we must present cost improvement projects that will be part of the environmental quality business plan that affect the bottom line. Examples of the types of projects that could potentially save the company millions of dollars are reducing the cost of remediation, or pollution-prevention projects such as minimizing packaging and the elimination of chemical use and waste. Once we catch management's attention, we can get them involved in developing an environmental quality business plan and thus get more business integration and support.  相似文献

The ability to access information for use in decision making is a well-recognized need within the context of management sciences. A similar need exists in order to make effective technical decisions pertaining to environmental resource management. Data bases are the principle vehicle by which scientists, engineers, and resource managers store and access environmental information. An integrated data-base mechanism is essential in order for federal agencies to manage programs such as enforcement of the Canadian Environmental Protection Act (CEPA), state of the environment (SOE) reporting, and the environmental assessment and review process (EARP). A data-base structure and data dissemination mechanism under current development within Environment Canada, Conservation and Protection, Atlantic Region, is presented along with some of its operational benefits and constraints.  相似文献

The Environmental Protection Agency has encouraged voluntary efforts at pollution prevention by facilities through participation in voluntary environmental programs (VEPs) such as the 33/50 program to reduce toxic releases. This paper examines the effectiveness of the 33/50 program in the adoption of pollution prevention practices and disentangles the effect of adoption from that of program participation on releases of 33/50 chemicals. Using facility-specific panel data and controlling for the endogeneity of program participation and pollution prevention adoption, we find that program participants were 38% more likely to adopt pollution prevention practices than non-participants. Program participants who adopted pollution prevention practices reduced their 33/50 releases by 52% compared to facilities that neither participated nor adopted pollution prevention. This indicates that VEPs that emphasize pollution prevention can play a complementary role in reducing toxic releases.  相似文献

This paper provides an analysis of pollution prevention, treatment and cure with respect to solvent-based processes. It is postulated that, in new processes, considering environmental constraints in the early stages of process design can prevent pollution due to inefficient recovery of solvents or inefficient separation by solvents. Pollution in existing processes can also be prevented through early treatment that includes assessment of causes and effects of future changes in process conditions and/or environmental regulations. Pollution cure is more difficult, since the process is already violating some environmental constraints and any solution also needs to satisfy social and economic constraints. A technique for pollution prevention, treatment and cure that is based on the use of computer-aided tools is presented. Application of the technique is illustrated through a case study that highlights the important steps of the solution approach and serves as a proof of concept.  相似文献

The intention of this article is to clarify the current status of ISO 14001, the internationally accepted voluntary environmental management system (EMS) standard, which is an effective means to generate continuous environmental performance improvement in an organization as well as significant financial benefits such as operational efficiency improvements (e.g., energy and water savings), reduction in environmental risks and liability expenses, protection of corporate asset value, and public image improvements. The number of “ISO 14001” companies in Europe and the Pacific Rim is steadily increasing with customer and governmental pressure as the driving forces. In the United States, ISO 14001 implementation has lagged behind due to the fact that, so far, the EPA has not supported ISO 14001 as being sufficient for guaranteeing a reliable environmental performance record. Most ISO 14001 certified companies in the United States have been driven by overseas demand, particularly in the microelectronics industry because customers in this industry, especially those in Europe, will simply not do business in the future with companies that are not registered to ISO 14001. It is expected that European demand will continue to push ISO 14001 certification in the United States. Six ISO 14001 case studies in the U.S. chemical, electronics, and plastics industries, along with EPA's attitude toward ISO 14001 are described in this article. The case studies contain the reasons, steps taken, costs, benefits, problems, and future trends of ISO 14001 implementation and certification.  相似文献
