Cross-national analyses of the gender division of labour usually focus on employment and domestic labour. This paper argues that formal and informal voluntary work should be included in such analyses. Using available secondary sources, the paper compares the gender division of voluntary work in Britain and France – two countries with well-documented differences and similarities concerning employment and domestic labour. The paper reveals that French women, with a higher commitment to the labour market and a slightly larger share of the burden of domestic labour, have a higher commitment to formal voluntary activity but engage less in informal volunteering than their British counterparts whereas French men, with shorter hours in employment and a slightly smaller contribution to domestic labour, undertake more formal and informal voluntary work than their British counterparts. In France, men consistently undertake more voluntary work than women whilst in Britain, there is a degree of gender equality in formal voluntary work but women undertake significantly more informal voluntary work than men. The paper explains the differences and similarities found by considering the role of the state and social policy, the question of ‘time availability’, and the question of what motivates individuals to undertake voluntary work.  相似文献

The purpose of this article is to remedy the lack of explanatory endeavours concerning the positive performance of female migrant workers during the recent economic crisis in Western Europe. This phenomenon both interrogates the established association between economic downturns and their negative impact on migrant labour in low‐skilled jobs and enriches the theory of the reserve army of labour, which has been applied to understanding the fragile status of migrant workers in Western economies. Secondary analysis of Labor Force Survey (LFS) and OECD data concerning the impact of the crisis on migrant labour shows that women employed in the care‐domestic sector have been affected significantly less than men employed in manufacture and constructions. To explain this evidence, the article proposes a theoretical framework that draws on key concepts and debates in different strands of sociology: the increasing demand for paid care‐domestic work due to the ageing population and the growth of native‐born women's rates of activity; the commodification of care and the state management of migration; the affectivity and spatial fixity of care‐domestic labour. All these factors contribute to configure female migrant labour, mostly employed in the reproductive sector, as a ‘regular’ rather than a reserve army of labour.  相似文献

This Special Issue on transnational labour law is placed in the context of the ILO centenary and the challenge of achieving the objective of decent work in a new century, under distinct transnational pressures. The author argues that international labour law, as the normative core of transnational labour law, can play a crucial role – in conjunction with a wide range of actors and the ILO in its standard-setting and convenor capacities – in addressing this challenge and in reshaping the transnational legal architecture.  相似文献

Understanding the factors affecting off-farm labour decisions of census-farm operators has significant implications for rural development and farm income support policy. We examine the off-farm labour decisions of Canadian farm operators using micro-level data from the 2001 Census of Agriculture combined with community level data from the 2001 Census of Population. While confirming some of the findings of previous research with respect to the effects of human capital and farm characteristics on off-farm work participation, this study shows the differential impact of those variables for operators of smaller and larger holdings. Family, community and regional characteristics appear more relevant in determining the joint decision to work off-farm and operate a smaller holding, compared to the decision to work off-farm and operate a larger farm. Results suggest that, once other factors are accounted for, proximity to urban centres does not have a positive effect on the joint decisions to participate in off-farm work and to operate a holding. This joint decision, in fact, is more related to the dynamics of the local labour market. A major implication of these findings is that while urban centers might represent an engine of growth for overall rural income through employment opportunities for the non-farm workforce, the non-farm income of farm operators is more likely to be affected by policy initiatives that address directly the dynamics of labour markets in the community where the operator lives.  相似文献

The labour immigration policies of high‐income countries are characterized by trade‐offs between openness to admitting migrant workers and some of the rights granted to migrants after admission. This empirical observation lies at the heart of the author's 2013 book, The price of rights: Regulating international labor migration. In this article, he reviews its main findings, arguments and policy implications and responds to a critical review of the book that was published in the International Labour Review in 2015. He concludes with a plea for more open debate on the linkages between migrant rights, labour migration and development among national and international organizations concerned with these issues.  相似文献

There is a widespread but hidden area of child abuse: child labour. One-fifth of the world's population is linked with child labour; yet it receives very little or no attention throughout the world. Where is our sense of urgency? Poverty is the repeatedly cited reason for child labour. This is an oversimplification. The origins of the problem are multi-faceted. involving such variables of development as culture, human rights, economy, population, indigenous people and environment. It is the existing paradigm of development, determined by the elite, which is responsible for the problem of child labour. Obviously, the shift from the ‘need’-based economy to the ‘want’-based economy has taken a heavy toll of children the world over. We need to forge partnerships of different groups across the world, especially in light of the increasing integration of countries across the globe and because child labour is re-emerging and assuming wide proportions in the developed countries. As we tread the path to a new paradigm of development, we must remember to walk in step with the children. For we have a lot to learn from them, and tomorrow is their concern, as it is their future.  相似文献

Ahmedabad, Gujarat, is one of the fastest growing cities in the world, and a reflection of India’s story of exclusionary economic growth. This article focuses on research carried out with women construction workers with the help of a migrant construction workers’ union in Ahmedabad. It describes the method used by women members of the union to make visible their experiences as migrants in the city – with men, local authorities, and employers – to highlight the additional burdens that they bear due to a negligent state and industry, advocate for better working and living conditions, and raise consciousness of gender inequalities that need to be integrated into the demands of the workers’ union.  相似文献

The central claim of this essay is that gender is a key term for understanding economic development insofar as it reveals fundamental aspects in the organization of production and labor. Following a cursory review of influential approaches to development and their relationship to the parallel theorization of gender, I compare two recent modalities of industrial restructuring: the expansion of export-processing plants (maquiladoras) along the U.S.-Mexico border and the survival strategies of electronics firms in Southern California. My theoretical focus is on the specification of gender as a process that allows for the maintenance of a substratum of labor, predominantly female, outside of market exchanges. That labor is recurrently tapped by employers seeking competitive edges in domestic and international markets. The same mechanism enables the replication of patterns of unequal exchange through the articulation of two interdependent models of production — one domestic and one market oriented — by which capitalist accumulation is fulfilled.  相似文献

How did research with working children influence child labour policy in the late 1990s and early 2000s? What were the constraints to research findings exerting greater influence over international policy? This paper explores these questions against the backdrop of studies with working children in Jakarta, Indonesia in 1994, 1995 and 1999. It is suggested that rights-based, children-centred research is a potential means of gaining insights into the lives of working children. As such, research has a role to play in informing policy. An analysis of international debates during the 1990s indicates that the findings of research with children did exert some influence over international child labour policy in the 1990s, but there were limits to the extent of that influence. In seeking to explain these limits, this article explores the tension between research that recognises and reports children's agency and the structural constraints that militate against children's views, experiences and priorities being translated into policy.  相似文献

ABSTRACT

Over the last few decades, the changing nature of global production and distribution processes has raised a number of critical questions regarding work and employment relations. Presenting a qualitative case study of the football industry in Pakistan as an example of the general mechanism of the social relations of re/production in a global system of industrial organization, this research highlights how and under what conditions informal workers are embedded in extended global production networks. By drawing on the integrated conceptual framework of the global production network (GPN) and labour process theory (LPT), this research sheds light on the working conditions and living realities of informal workers. A potential contribution of this paper is to extend the horizon of production network theory by analysing the work and employment conditions of informal workers, which are absent in existing discussions of these conceptual frameworks.  相似文献

This paper from YOUR World Research highlights and explores the role of positive uncertainty in lives, strategies and transitions towards adulthood of marginalised children and youth in two urban locations in Ethiopia. Young men and women embraced notions of positive uncertainty, making journeys to street situations and internationally in search of more hopeful futures. While youth navigate uncertainty positively in the short term, the research suggests this is temporal and their agency relational and embedded. They seek support from peers but still want to belong and be accepted by their families and communities.  相似文献

The authors offer a contextualized analysis of judicial decisions rendered during 1971–2013 in Côte d'Ivoire, where domestic work is regulated by a general labour code. Assessments of those decisions, alongside qualitative interviews of institutional actors, elucidate how innovative practices were mainly derived from the code by attentive inspectors and by jurisprudence evolving to treat domestic work like any other. Yet limitations emanating from the inability to grapple with the specificity of domestic work are also identified. Reaffirming that the regulation of domestic work must embrace its duality (work like any other and work like no other), the authors conclude with a call for an international community of learning on decent work for domestic workers.  相似文献

As the international guardian of social justice, the ILO is witnessing a global revolution in accounting, which has culminated in international accounting standards (IAS-IFRS). Previously, accounting measured the economy in relation to the capacities and responsibilities of workers and their employers. Today, the exact opposite is the case: the IAS-IFRS no longer measure work and enterprises, referring instead to the abstract concept of a cybernetic entity capable of constant restructuring, at the cost of unprecedented inequality. Abstract There has been limited research on the role of international migration in the transfer of tacit knowledge, as opposed to skills and capital. In part, this results from lack of engagement between research on migration and that on knowledge and learning, even in debates concerning the relative importance of distanciated versus localized knowledge transfers. However, positioning international migration in relation to the literature on knowledge management opens up new perspectives on its role in the overall transfer of knowledge in the economy. Starting from the premise that all tacit knowledge transactions are socially situated, in this article I set out a multi‐level approach to understanding the role of migrants in knowledge exchanges. The national, the urban and the firm constitute key levels in this study, although these are understood as interfolded rather than as discrete sites of analysis.  相似文献

The aim of this qualitative study of 31 Dutch couples is to help us understand why the division of paid and unpaid work between women and men remains stubbornly unequal, despite women's gains in the workplace and rising educational levels. This study expands on other research by documenting daily implicit and explicit decision-making about the division of paid and domestic work by couples during a unique period of their lives: the formative years of their relationship, until they are expecting their first child. Our findings indicate that in general, these Dutch couples do not look explicitly at their division of paid and domestic work, and that this often perpetuates a gendered division of work. More explicit decision-making occurs when couples have a very strong preference for equal sharing, or when the partners disagree or feel frustrated with their current situation. One important finding of this study is that even the couples who prefer to divide the work equally often end up following traditional patterns. This has to do with the decision-making strategies they apply, which seem to be grounded in ambivalent feelings about roles and responsibilities and often romanticizing relationships. Such ambivalence functions as a barrier to more effective decision-making processes. Data from this study seems to suggest that couples wanting to share household responsibilities should, as a minimum, engage in explicit decision-making until they have developed egalitarian routines.  相似文献

This study compares the division of domestic work among dual-career and other dual-earner couples. We examine whether gender attitudes, relative resources and working time explain the differences between dual-career and other dual-earner couples. We define dual-career couples as those in which both spouses are professionals and/or managers. The division of housework is important for these couples because of the intense pressures of work. We hypothesise that domestic work is more equally shared among dual-career couples than among other dual-earner couples. The quantitative analyses are based on the Finnish data from the 2010 European Social Survey (N?=?493). The qualitative data consist of 20 Finnish career spouses interviewed in 2005. The quantitative analysis indicates that domestic work is shared the most equally among couples where the woman or both spouses have a career status. Attitudes, resources or working time do not explain this difference entirely. The results support the class culture hypothesis: The division of housework is most equal in homogeneous dual-career couples and least equal in homogeneous no-career couples.  相似文献

This article advocates an institutional perspective in analysing labour mobility, since rules governing cross‐border labour markets are an embodiment of access and participation rights, and can determine the formalisation or informalisation of work and the protection and benefits accrued by migrant workers. It examines the East African Community's Common Market Protocol of July 2010, which seeks to promote the ‘free movement of workers’ within the Community. It argues that there are contradictions and inconsistencies in implementing the Protocol and provides recommendations for addressing them.  相似文献

Examining the role of labour inspection in the context of the revival of labour market regulation, the authors distinguish between the Latin model, where inspectors have authority to tailor enforcement to firms' exigencies, and the less flexible United States approach. The Latin model can reconcile regulation with economic flexibility and transform inspectors into the shock troops of a campaign for decent work. But its vulnerability to arbitrary behaviour on their part needs to be addressed through: management of organizational cultures; exposure and sys‐tematization of the tacit knowledge underpinning inspectors' judgements; and research into the relationship between labour standards and business practices.  相似文献
