Rural human settlement is a significant indicator of the living standards of rural residents,and its improvement can contribute to promoting the positive interaction between inhabited environment and the social,economic,and resource environment in the countryside.Based on 557 valid questionnaires of satisfaction evaluation of human settlement in the peripheral metropolitan area of Beijing,this paper analyzed the elemental characteristics and factors influencing human settlement quality using multivariate statistical analysis and a structural equation model.The result shows that,first,the rural residents in a peripheral metropolitan area of Beijing are generally satisfied with the quality of human settlement(satisfaction rate is 66.2%).Specifically,the natural and social environment of the countryside is excellent and harmonious and corresponding standard of countryside infrastructure is advanced,but the quality of public services and follow-up management of facilities are in urgent need of improvement and the imbalance between revenue and expenditure of rural households has led to a continuous increase in the pressures of life.Second,factors such as social atmosphere,appearance of the village,entertainment,living costs,fundamental public services,and production costs have significant effects on human settlement quality in this peripheral metropolitan area,with social atmosphere as the main one.Living costs and supporting services are the main constraints to improvement in the quality of human settlement.  相似文献

Tehran metropolitan region (TMR) has experienced rapid urbanization in the last few decades. This accelerating urbanization trend mainly arising from high natural population growth and rural–urban migration along with rapid socioeconomic changes formed unplanned and uncontrolled urban expansion in peri-urban areas and resulted in degrading environmental quality and considerable changes in the urban landscapes of the TMR. Thus, the main objective of this research is to model spatial pattern of urban growth in eastern corridor of TMR using GIS-based SLEUTH model and the prediction of future developments of the region from 2014 to 2060. The SLEUTH is one of the most powerful models for urban growth modeling. This model analyzes the spatial pattern of urban growth based on historical data obtained from satellite images of 1987, 2003, 2011, and 2014. The results indicate that the most important factors affecting the urban growth are slope resistance and road gravity. The slope resistance is the highest coefficients value, which illustrates the limiting influence of the slopes on general trend of urban growth in eastern corridor of the TMR. The road gravity stands in second place where it displaces orientation of linear form of outlying pattern alongside the transportation network; it represents that the main pattern of urban growth in peri-urban areas of the region have a linear nature and edge expansion due to slope resistance and road-influenced growth, while spread, diffusion, and breed coefficients display low probability of new spreading center and spontaneous growth in the study area. In addition, the prediction of urban growth for 2020–2060 revealed that urban expansion which was 41,500 ha in 2014 will increase to 179,400 ha in 2060 with noticeable growth rate of 145.6 %. Comparing study area and other researches indicate that the urban growth happens in high rate in eastern corridor. One of the main reasons of this growth goes back to the formation of the second homes for residents of Tehran metropolitan city.  相似文献

Based on a feasibility study, we have recently proposed a multivariate regression model for the impact of air pollution on the mortality of a long-term exposed population. This article proceeds by providing some experimental results, since this model has been fitted to data on a cross sectional basis for 41 census tracts in the Munich metropolitan area. The results obtained so far could be supportive to more detailed epidemiological studies of air pollution which have been conducted in many industrial countries; unfortunately, only relatively few have been conducted in West Germany.  相似文献

Many of the problems faced by international projects intending to create adaptive social–ecological systems for climate change stem from lack of stakeholder engagement, limited understanding of local political, economic, and environmental complexities, and restricted time. Local organizations focused on conservation and development might have an advantage in creating adaptive social–ecological systems because they understand local processes and are involved with communities for extended periods of time. A local non-governmental organization, Asociación Ecosistemas Andinos (ECOAN), works in twenty-one communities in the Andean highlands outside of Cusco to conserve the endangered Polylepis forests. As part of the conservation project, ECOAN supports community-led development projects such as building greenhouses. Data for this project were gathered through interviews (with community members in three different communities, ECOAN staff, and donors) and participant observation. This paper shows that ECOAN’s extensive use of participation has led to community ownership of the conservation and development projects. The communities’ close connections to the Polylepis project contribute to resilience through creating networks, extending the local environmental ethic to the Polylepis trees, supporting projects that diversify and strengthen community sustenance, and contributing to the growth of economic activities. This case study provides a positive example of the potential for local organizations and people to take charge of their own resiliency efforts where international projects and protocols may otherwise prove ineffective.  相似文献

While there is general agreement on the necessity for local adaptation, there is a wide range of different understandings of what type of adaptation is seen as legitimate. It is often contested who should actively steer and take part in local adaptation, for which reasons and based on what kind of mandate, and with which methods. Planning theory can serve as a helpful reference point for examining the sources of legitimacy for adaptation in an urban context. From a planning perspective, adaptation is concerned with climate change as one out of many issues planning has to respond to. The layered co-existence of planning paradigms in practice suggests diverse, sometimes contradictory sources of legitimacy for urban planning and—as we claim here—also for climate change adaptation. This study examines the legitimacy of adaptation from a planning theoretical perspective in Helsinki, drawing on semi-structured interviews and social network analysis to show how adaptation is commonly understood from a rationalist perspective as an apolitical activity with local authorities’ experts designing and implementing adaptation. Nevertheless, some of the central actors understand adaptation as a communicative activity and a common deliberation of solutions. The co-occurrence of disparate paradigms results in ambiguous legitimacy that can impede the successful implementation of local climate change adaptation.  相似文献

Improving access to water and sanitation does not necessarily guarantee longevity of those systems transferred. Lessons from past interventions suggest that success depends on acceptance of the technology from the recipients and sustained use after donor assistance ends. A qualitative evaluation of urban community sanitation systems in Indonesia is conducted by use of a diagnostic tool, called RECAP, focusing on technology performance and experience. By means of surveys and qualitative interviews, the perceptions of involved stakeholders (local government, implementing agency and users) are evaluated. Conclusions suggest bridging the gap between governments and users in relation to maintenance and monitoring would improve the quality and longevity of interventions.  相似文献

Socioeconomic impact assessment (SEIA) is an undermined area of environmental impact assessment of highway projects. The problem becomes even more pronounced in remote and difficult terrains. The challenge in data gathering and impact prediction in mountainous areas can be mitigated using Geographic Information System (GIS). In this paper, an attempt has been made to apply the techniques of GIS and Analytic Hierarchy Process (AHP) to perform a rapid SEIA on broadening of national highway in a mountainous terrain like Sikkim. The proposed spatial impact model shows the distribution of impacts of highway broadening on socioeconomic attributes and generates a composite impact inventory map. The composite impact is found to be slightly to moderately beneficial for the study area. Cross-validation of Empirical Bayesian Kriging (EBK) and sensitivity analysis have also been carried out for model evaluation. Cross-validation results show a reliable spatial interpolation. Sensitivity analysis shows a robust decision model and identifies the socioeconomic attributes to which the spatial impact model is sensitive. The study presents a novel methodology of rapid spatial SEIA.  相似文献

The increasing levels of urbanization with intensive use of resources became a common problem across all countries. Jordan is a country with limited resources that require periodic assessment and frequent monitoring. The geospatial data, maps and urban growth indicators are fundamental requirements to monitor and evaluate cities expansion, development and resources use. Therefore, the objectives of this study were to investigate the availability and accessibility of geospatial data needed for city’s urban planning research and calculate recent urban growth indicators for Greater Irbid Municipality (GIM). All National governmental institutions were visited and surveyed. Landsat-8 images, geographic information system, classification workflow in ENVI-5 and statistical methods were used to assess selected urban growth indicators for GIM. The results showed that only one-fourth of Jordan national authorities use spatial data for urban planning. Researchers are expected to face complexities in identifying the available national geospatial data, accessing and acquisition of the available data with sufficient accuracy and comprehensiveness. The GIM showed lack of certain geospatial data (land use categories, population and built-up densities). These data were calculated, and results showed that the green, urban, open space densities for the year 2015 were 49, 25 and 26%, respectively. The population and built-up densities relative to the urban area was 7879 capita/km2 and 20%, respectively. Therefore, the GIM is a dense city and its land use categories need to be monitored. Funds are needed to develop complete, comprehensive and accurate national geodata infrastructure that are governed with policies and regulations to facilitate researchers’ mission to support sustainability.  相似文献

The global urbanization process poses a serious challenge to achieving sustainable development. The significance of sustainable urbanization has been increasingly appreciated, yet, very little empirical evidence has been provided for this prospect. In this paper, we use the Human Development Index and the ecological footprint to measure the sustainability of the coastal Liaoning area. We then use the quadrant map approach to determine the relationship between sustainability and urbanization. The results show that the coastal area has made progress in sustainable urbanization in the social dimension. Improvement in the environmental dimension has been dynamic. Our results indicate that sustainable urbanization is a dynamic, multi-dimensional progress that requires regular monitoring and reevaluation. This paper also highlights the importance of choosing more complete indicators for measuring the sustainability of urbanization, as no single model or measurement is sufficient for quantifying the different dimensions of sustainability.  相似文献

The development of a comprehensive sustainability analysis tool for evaluating regional urban systems would present researchers, planners, and policy makers with a powerful tool to study and manage systems, with the goal of encouraging optimum social and economic trends, while maintaining long-term environmental protection that leads to sustainability. This article intends to aid in this effort by presenting a versatile methodology for assessing sustainability as a function of dynamic changes in significant characteristics of urban systems. Using statistical methods, this work presents a strategy for comparatively assessing the impact of social and economic characteristics on system stability at geographic scales which are critical to policy and management. Specifically, it employs the Fisher Information index as a measure of sustainability, in order to distinguish periods of stability. As an application of the approach, six Metropolitan Statistical Areas (MSAs) in Ohio (Cincinnati, Dayton, Cleveland, Akron, Columbus, and Toledo) were evaluated for a regional sustainability assessment. Results from the multiyear analysis suggest two distinct periods in these MSAs: one characterized by 30 years of socio-economic growth (1970–1999) and another (2000–2009) denoting a change in the trajectory of each system found to be related to economic recession. Columbus was identified as the most stable and sustainable of the MSAs during the study period. In contrast, Toledo exhibited the largest changes in economic trends, as distinguished by excessive increases in the growth rate of vacant housing units, unemployed civilian labor force, and inhabitants below the poverty level (2000–2009). Since such conditions are not desirable for urban systems, they are indicative of movement towards an unsustainable future.  相似文献

Corridors (variably called landscape linkages, connectors, and gateways) are expanses of a landscape that facilitate the flow or movement of individuals, genes, and ecological processes. Protected areas with their buffer zones and the corridors that connect them are cornerstones of modern conservation actions to maintain the biodiversity we have and restore what we have lost. Policy and governance to guide the establishment and management of protected areas and supporting buffer zones is well established in the Central Indian Highlands. A policy and governance structure to create the context and enabling conditions for corridor maintenance, creation, and recovery is emerging but is constrained by the reigning land-management paradigm that separates conservation from development rather than mainstreaming species and habitat conservation into the rural development agenda. Well-nourished, healthy human populations and healthy ecosystems are inextricably linked. The worsening ecological conditions in the Central Indian Highlands can trigger the emergence of a common agenda for an inclusive, caring, and environment-friendly mode of development. The alternative is the business-as-usual scenario: a continuation of worsening ecological conditions. Entry points through the biodiversity, agriculture production, resource extraction, and economic/social sectors to enable integrated sustainable landscape management are identified. These include deepening what it means to successfully conserve a species combined with explicit threat analysis for at-risk tigers and the landscapes that supports them; landscape scenario modeling to advance communication by synthesizing diverse forms of research and articulating and evaluating alternative socio-economic futures; and the use of the smart green infrastructure process as an approach to development rather than only as a way to mitigate environmental damage. Models are presented to scale up from isolated conservation interventions to collective impact that unites supportive government partners with individuals, NGOs, and economic interests to achieve viable long-term relationships in human and natural systems to value, maintain, and recover landscape connectivity.  相似文献

We investigate the relationship between land-use changes (1987–2007) and the spatial distribution of the average declared income of resident population in a southern European metropolitan region (Athens, Greece) as a contribution to the analysis of suburbanization processes in the Mediterranean region. To demonstrate that urban expansion is accompanied with multiple modifications in the use of the surrounding non-urban land, we developed a computational approach based on spatial indexes of landscape configuration and proximity as a result of changes in the local socio-spatial structure. Diversity in the use of land surrounding built-up parcels in the Athens’ metropolitan region increased significantly between 1987 and 2007, reflecting a progressive fragmentation of the exurban landscape. The percentage of forests and (high-quality) natural land surrounding built-up parcels increased from 8.1 to 9.4 % between 1987 and 2007. The reverse pattern was observed for (low-quality) sparsely vegetated areas, declining from 65 to 47 %. Large built-up parcels were surrounded by a higher percentage of natural land than small parcels. The largest increase over time in forest and natural land surrounding built-up parcels was observed in municipalities with high per capita declared income, and the reverse pattern was observed for sparse vegetation. Our results demonstrate that scattered urban expansion determines a polarization in suburban areas with high-quality and low-quality natural amenities. Sprawl increases economic inequality and socio-spatial disparities contributing to a spatially unbalanced distribution of natural amenities with higher consumption of high-quality land.  相似文献

This paper aims to identify how targeted asset transfers help to build adaptive capacity and adaptive actions of the urban extreme poor to climate change phenomena. This paper explores the theoretical debates of community-based adaptation approach and failure of such approach to address urban extreme poor. The empirical evidence of these theoretical debates will be drawn from two informal settlements of Dhaka city, where a targeted asset transfer project has been implementing since 2009. This paper explains that urban extreme poor usually work as unskilled labour and lack different livelihood capitals; and climate change is an increasingly important influence exacerbating an already vulnerable livelihood context. There is growing recognition in the literature that poor urban people and communities are adapting to climate change in physical and behavioural terms. But, in the case of urban extreme poor these adaptation approaches are delivering short-term survival strategies disregarding the notion of wellbeing in the medium to long-term perspectives. It is also evident that community level initiatives structurally reproduce the exclusion of the urban extreme poor. However, poverty literatures acknowledge that poverty-centred approaches could help to reduce vulnerability. As urban extreme poor are significantly more resource constrained, it is reasonable to assert that targeted asset transfers could be a poverty-centred adaptation approach in a changing climate. Targeted asset transfers approaches are the outcomes of recent social protection revolution that especially consider accumulation of physical, financial, human, and social capital in order to build adaptive capacity of the urban extreme poor. This adaptive capacity of the extreme poor may facilitate adjustments in assets, livelihoods, behaviours, and technologies in order to reduce future climate vulnerability. In this context, this paper seeks to answer whether targeted asset transfer approaches can be considered as effective poverty-centred adaptation approaches for the urban extreme poor or not.  相似文献

Climate change will impact on ecological, social, and economic elements of fisheries; however, the three are seldom considered in an integrated fashion. We develop a fishery-level assessment of economic resilience to climate change for the Tasmanian rock lobster fishery, a linked social–ecological system. We outline the main climate change forcing influences that link climate change to the fishery via changes in lobster abundance, distribution, and phenology. Using a bottom-up approach, we identify twelve economic attributes strongly related to the fisheries’ economic resilience to climate change. Resilience attributes are grouped according to the level of the economic domain (business, sectoral, and governance). Attributes are then evaluated to determine the overall economic resilience of the rock lobster fishery in the context of the specific nature of predicted climate change effects. We identify areas of low resilience in the economic sub-system for this fishery. Evaluating the economic resilience of regional fisheries using this integrated, interdisciplinary framework provides a practical, parsimonious, and conceptually sound basis for undertaking comprehensive and contextually tailored assessments of climate change impacts and economic vulnerability. The framework can be extended to include a broader range of climate change impacts and the social domain of the human sub-system.  相似文献
