This article describes a new product life cycle model that can be used by producers to improve safety and to prevent defective products from being placed on the market. The model has eight phases and the article describes and discusses the required safety-related issues in each phase. Analytical methods that should be used in the various phases are identified. Both consumer and industrial products are covered. The article outlines main product safety requirements with focus on European product safety legislation. The concept adequate safety is introduced as an acceptance criterion for the producer during the product development process, and factors that should be taken into account when deciding whether or not a product has adequate safety are discussed.  相似文献

A systematic approach was taken to develop a database for protective clothing for pesticide operators; results are reported as a two-part series. Part I describes the research studies that led to identification of a pesticide formulation that could serve as a reference test chemical for further testing. Measurement of pesticide penetration was conducted using different types of pesticide formulations. Six fabrics were tested using 10 formulations at different concentrations. Three formulations were subsequently selected for further testing. Analysis of the data indicated that, when compared with other formulations, mean percent penetration of 5% Prowl 3.3 EC [emulsifiable concentrate diluted to 5% active ingredient (pendimethalin)] is either similar to or higher than most test chemicals. Those results led to choosing 5% Prowl 3.3 EC as a reference test liquid. Part II of the study, published as a separate paper, includes data on a wide range of textile materials.  相似文献

Moving a hospital is a critical period for quality and safety of healthcare. Change is very stressful for professionals. Workers who have experienced relocation of their place of work report deterioration in health status. Building a new hospital or restructuring a unit could provide an opportunity for improving safety and value in healthcare and for ensuring better quality of worklife for the staff. We used in situ simulation to promote experiential learning by training healthcare workers in the workplace in which they are expected to use their skills. In situ simulation was a way to design, plan, assess and implement a new healthcare environment before opening its doors for patient care. We can envisage that simulation will soon be used formally to identify potential problems in healthcare delivery and in staff quality of worklife in new healthcare facilities. Simulation is a way to co-produce a safe and valuable healthcare facility.  相似文献

The organization of work into self-directed work teams (SDWT) has considerably changed the power structure within companies. In addition to carrying out the work, SDWT members make decisions that are traditionally the jurisdiction of first line supervisors. This exploratory research examines the impact of this type of group empowerment on the management of health and safety in twelve factories in Quebec. As expected, the management of health and safety is greatly modified when self-directed work teams are implemented. These teams play a major role in the planning, implementation and monitoring of corrective measures on the shop floor. Staff and management provide support and advice to the work teams, but make fewer and fewer decisions themselves. Peer pressure, when perceived as legitimate, is likely to positively influence the safety attitudes and behaviours of team members. Furthermore, the safety performance of these organizations is actually better than average. However, our respondents were concerned about the growing lack of health and safety leadership displayed by some managers. They worry about the definition of roles, integration of occupational health and safety (OHS) concerns and adoption of OHS measures by less mature work teams. Peer pressure is not always seen as legitimate, thereby causing tension. Finally, our respondents were concerned about the stress and health difficulties that may be related to group decision-making and added responsibilities.  相似文献

Introduction: There has been a significant increase in online purchasing and product safety problems have been identified in e-commerce. This study examines consumer behavior and safety perceptions among parents purchasing child products online. Method: A mixed methods approach, including focus groups and a survey with parents, identified key characteristics and behaviors. Cluster analysis was used to determine different population segments (including “Informed,” “Uninformed,” and “Infrequent” consumer groups) based on their frequency of online shopping and search for product information. “Safe” and “Unsafe” behavior groups were identified related to their search for safety information on child products. Logistic regression analysis was used to study the effects of consumer type groups and demographic variables on the chances of being a safer consumer. Results: Findings indicate that child product safety considerations are not a priority for parents when shopping online. Only 62% of the survey respondents indicated that they search for information prior to buying a child product online, of which only 13% of the respondents noted that they search for information on product safety. Risky consumer behaviors were identified including the purchase of imitation products (counterfeit or knockoff products) and autonomous checks for product safety in lieu of safety standards. The logistic regression analysis found that being an “Uninformed Consumer” increases the odds of an individual being an “Unsafe Consumer” by 8.4 times (χ2(11) = 97.33, p < .001). Practical Applications: Design of a social marketing campaign that targets these different population segments to change perceptions and promote safe online purchasing is recommended.  相似文献

IntroductionA growing body of applied research has identified certain psychological traits that are predictive of worker safety. However, most of these studies suffer from an overreliance on common method bias caused by self-report measures of both: (a) personal factors such as personality traits; and (b) outcomes such as safety behaviors and injuries.MethodThis study utilized archival data from 796 employees at a large U.S. automobile manufacturer. Data were gathered on a pre-employment assessment, SecureFit®, that measured key personality characteristics such as conscientiousness, locus of control, and risk taking. In addition, objective measures of workers' compensation claims and disciplinary actions were also gathered.ResultsThe results indicated that disciplinary actions and workers' compensation claims were strongly correlated. It also demonstrated that the pre-employment assessment was able to predict both disciplinary actions and workers' compensation claims up to 12 months in the future. Screening out just 8% of the applicant sample using the assessment would have resulted in a 35% reduction in disciplinary actions and 46% in workers' compensation claims, respectively.ConclusionsThe study found a very strong relationship between counterproductive work behaviors (CWBs), such as not following rules, and workers' compensation claims. It also found a strong relationship between a combination of personality traits that have been shown to be associated with both variables, although the current study was able to demonstrate that relationship with objective measure of both variables.Practical applicationsIndividuals who receive disciplinary actions for things such as not following rules, not coming to work on time, etc. are significantly more likely to also be involved in serious safety incidents, and vice versa. Identifying those individuals early on in the hiring process and screening them out can significantly reduce the number of CWBs as well as workers' compensation claims.  相似文献

This main issue of this article analyses the possible way to use for availability improvement, the organisational analysis methodology initially developed for accident safety investigations. As the last decade examples in the industrial world prove that some organisational weaknesses could either impact safety or availability, we have for purpose to make some important clarifications, with the help of the organisational paradigm, and grounded on our knowledge of safety accidents or local inquiries in hazardous technical complex systems. We will first give our definition of an availability event, by comparison with a safety event and recall what is for us an organisational analysis. Then we will consider the safety organisational paradigm pathogenic factors in wondering if these factors could also be seen as pathogenic factors for availability; or if specific availability pathogenic factors can be inferred from these safety pathogenic factors. In the end we will try to assess the common points and the differences between an availability oriented organisational analysis and a safety oriented one, with a particular attention to possible negative follows-up on safety issues and to the methodology issue.  相似文献

Introduction: Firefighting is stressful work, which can result in burnout. Burnout is a safety concern as it can negatively impact safety outcomes. These impacts are not fully understood within the fire service. Further, the fire service needs support that safety strategies are needed to protect and promote the health and wellbeing of firefighters. Methods: Structural equation modeling was completed to examine a hypothesized model that linked stress and burnout to diminished safety behavior outcomes among a sample of career firefighters. Results: Findings support a full mediation model. Firefighter stress perceptions were positively associated with burnout and burnout was negatively associated with safety compliance behavior, personal protective equipment behavior, safe work practices, and safety citizenship behavior. Conclusions: These results illustrate the negative impact of health impairment on firefighter safety behaviors. Practical Applications: These outcomes suggest that interventions aimed at protecting and promotion firefighter health are needed. Total Worker Health® (TWH) approaches may provide the framework for these interventions.  相似文献

Forecasts of an “explosion” in the level of road trauma as many of the world’s most populous nations rapidly motorise have contributed to the urgency of documenting best practice thinking and management systems to improve road safety performance. By examining the success stories of nations with either the lowest fatailty rates per head of population or with the largest recent improvements a number of “lessons” have emerged. Data-driven problem identification and the development of evidence-driven countermeasure packages formalised in a strategy for effective implementation, with ambitious, quantitative targets and transparent lines of institutional accountability are the critical success factors. Basing this planning upon the cornerstones of the safe system conceptual model constitutes best practice thinking. This paper argues that critical elements of the safe system model are in discord with behavioural mores in the cultures of many western motorised nations and that this hampers the adoption of the most effective safety programs within key institutions and within political systems. A case is made for a systematic examination of car use and safety cultures in order to add a further dimension to best practice learnings.  相似文献

Purpose. Design for safety (DfS) of workers is amongst the prominent ways of tackling poor occupational safety and health performance in construction. However, in developing countries there is extremely limited research on DfS. This study thus makes an important contribution to the subject of DfS in developing countries by specifically examining the awareness and practice of DfS amongst architects within the construction sector of Nigeria. Materials and methods. A survey of architects, yielding 161 valid responses, was conducted. Results. While there is high awareness of the concept of DfS, the actual practice is low. Additionally, although there is high interest in DfS training, the engagement in DfS training is low. Significantly, awareness of DfS, training and education related to DfS, and membership of a design professional body have very limited bearing on the practice of DfS by architects. Conclusions. The findings are thus symptomatic of the prevalence of influential DfS implementation barriers within the construction sector. Industry stakeholders should seek to raise the profile of DfS practice within the sector. Furthermore, similar empirical studies in the construction sector of other developing countries would be useful in shedding light on the status of DfS in these countries.  相似文献

Introduction: With the significant number of motor-vehicle fatalities occurring on the nation’s roadways in recent years, there exists a need to integrate a more complete range of data sources, available at a regional or statewide level, to effectively evaluate existing safety concerns and quantify their impacts. Crash data alone does not provide ample crash-associated citation, injury, and roadway characteristics; therefore, a more cohesive dataset is required to accurately and completely analyze the true impacts of motor-vehicle crashes. Previously developed strategies linked crash data with citation and roadway inventory data to enhance the identification and optimization of highway safety strategies. Method: The main objective of this research focused on developing a new deterministic linkage between crash and Emergency Medical Services (EMS) data, by utilizing the Massachusetts Crash Data System (CDS) and the Massachusetts Ambulance Trip Record Information System (MATRIS). Results: After several iterations of match criterion, the validated linkage successfully matched 58.3% of MATRIS records (containing an Injury Cause of Motor Vehicle Crash) to a CDS person record (55011 linked pairs, between 2014 and 2016). The data linkage provided significant insight into injury trends in several highway safety emphasis areas such as roadway departure, speeding-related, and distraction-affected crashes. The findings from this research are twofold: (1) an established process for linking previously separate data sets, and (2) a mechanism for analysis that provides decision-makers and safety professionals with a better measure of crash outcomes.  相似文献

Leadership is considered an essential element in guaranteeing the safe running of organizations. The purpose of the present study is to find out how leader behaviours influence employees’ safety behaviours (perceived safety behaviours) in the nuclear field. In an attempt to answer this question, the authors of this research have considered the way this influence is exercised, taking into consideration some important factors like safety culture and safety climate. To achieve this, the empowerment leadership model, based on a behavioural approach to leadership, was used. The sample was made up of 566 employees from a Spanish nuclear power plant. The results indicated that when safety culture was strong, leader behaviour generated a higher safety climate among the members, which predicted their perceived safety behaviours. Support was found for a structural model linking leadership and safety behaviour to safety culture and safety climate. The implications of these findings for the theory of safety and the way they can be put into practice are outlined.  相似文献

The world has increasingly been establishing guidelines for industrial safety and health to promote occupational safety and health. The Korean government is also providing the establishment, execution, coordination and control of the industrial safety and health policy and safety assessment and improvement for harmful and dangerous machines, instruments, and equipment, protective devices, personal protective equipment, etc. Specifically, this centered on the ILO enacted ILO-OSH 2001 guidelines, for safety and health management system in 2001. However, varied modifications were adopted because the ordinances and guidelines are diverse by nations. In addition, Korea has introduced and disseminated the safety and health management system to workplaces since 1999. However, businesses have shown reservations to introducing the safety and health management system on economic grounds. There are a lot of losses in the business because they lack experts group in the workplace and operate the quality, environment, and Safety & health management systems separately. Accordingly, in this study, KOSHA have investigated the problems and the future improvements of the safety and health management system.  相似文献

The starting point for this article is the need to develop empirical insights about contemporary societal risk and safety management practice and executive structures. In order to facilitate insights about societal risk and safety management in a Scandinavian welfare context we use Sweden and its local governmental level (municipal) as an empirical frame in this paper. The aim for this article is to analyse how a variety of risk and safety management tasks are divided within the Swedish municipalities. The objectives are to frame the current directions for internal allocations of risk and safety issues by providing an empirically based executive typology and to contemplate the implications and future research needs that arise from that management pattern. The analysis is based on statistical analysis of information from a web-survey with chief officials (n = 1283) with responsibilities for different municipal functions and sectors. In this study the responses to one of the survey questions are used for statistical analysis. The analyzed question focused on the degree that the respondents estimated that their administrative sector or function handled a selection of risk and safety management assignments (n = 45). A factor analysis was applied to identify patterns in the dataset. The analysis resulted in an eight factor solution with a high degree of explained variance (74.3%). The results provide an elementary contribution to the understanding of the current societal risks and safety management directions.  相似文献

This paper discusses how incentives for setting efficient priorities in road safety policy can be strengthened. Efficient priorities are characterised by the use of cost-effective road safety measures. Cost-effective road safety measures can be identified by means of cost-benefit analyses. Studies of the actual priorities in road safety policy, in particular in the Scandinavian countries, suggest that these priorities are inefficient, i.e. characterised by the non-use or sub-optimal use of cost-effective road safety measures as well as an extensive use of ineffective road safety measures. This occurs despite the fact that road safety policy analyses have included extensive cost-benefit analyses of road safety measures. It would thus appear that cost-benefit analyses do not necessarily generate a sufficient incentive to implement cost-effective road safety measures. Possible reasons for this are discussed in the paper. It is argued that a large part of the monetary benefits of road safety measures, as estimated in cost-benefit analyses, are not subject to market transactions, and do therefore not manifest themselves in the form of increased income or higher profits. While cost-benefit analyses are indispensable as a means of identifying cost-effective road safety measures, their influence on actual road safety policy needs to be strengthened by providing additional incentives for the use of cost-effective road safety measures. It is suggested that a system of road pricing could generate such incentives. A brief sketch of a hypothetical system of road pricing is given and some problems associated with the implementation of this system are discussed.  相似文献

Obtaining knowledge about factors affecting health, safety and environment (HSE) is of major interest to the petroleum industry, but there is currently a severe shortage of relevant studies. The aim of this study was to examine the relative influence of offshore installation (local working environment) and company belonging on employees’ opinions concerning occupational health and safety. We analyzed data from a safety climate survey answered by 4479 Norwegian offshore petroleum employees in 2005 on the dimensions “Safety prioritisation”, “Safety management and involvement”, “Safety versus production”, “Individual motivation”, “System comprehension” and “Competence” using one way analysis of variance (ANOVA), effect size and mixed model. The companies differed significantly for “Safety prioritisation”, “Safety versus production”, “Individual motivation”, “System comprehension” and “Competence”. The local offshore installation explained more of the safety climate than the company they were employed in or worked for did.  相似文献

The process industry has made major advancements and is a leader in near-miss safety management, with several validated models and databases to track close call reports. However, organizational efforts to develop safe work procedures and rules do not guarantee that employees will behaviorally comply with them. Assuming that at some point, every safety management system will need to be examined and realigned to help prevent incidents on the job, it is important to understand how personality traits can impact workers' risk-based decisions. Such work has been done in the mining industry due to its characteristically high risks and the results can be gleaned to help the process industry realign goals and values with their workforce. In the current study, researchers cross-sectionally surveyed 1,334 miners from 20 mine sites across the United States, varying in size and commodity. The survey sought to understand how mineworkers' risk avoidance could impact their near miss incidents on the job – a common precursor to lost-time incidents. Multiple regressions showed that as a miner's level of risk avoidance increased by 1 unit in the 6-point response scale, the probability of experiencing a near miss significantly decreased by 30% when adjusting for relevant control variables. Additionally, a significant interaction between risk avoidance and locus of control suggested that the effect of risk avoidance on near misses is enhanced as a miner's locus of control increases. A one-unit increase in locus of control appends the base effect of risk avoidance on near misses with an additional 8% decrease in the probability. Findings are discussed from a near-miss safety management system perspective in terms of methods to foster both risk avoidance and locus of control in an effort to reduce the probability of near misses and lost time at the organizational level within the process industry and other high-hazard industries.  相似文献
