The European 20–20–20 goals, as well as national targets for the next decade, require a substantial increase in installed renewable capacity in Germany. While public support for such measures is high on an abstract level, the situation in the local context is often very different. Here, the impact of renewable energy might cause resistance. Empirical research shows that a community ownership model can have a positive effect on local acceptance. Our study explores whether such an effect can also be demonstrated in a community co-ownership model. The question is relevant since larger projects exceed the financial possibilities of most communities, leaving them with only co-ownership as an option. The research design is based on a comparative case study, utilizing a questionnaire-based survey. The results of the survey clearly show that a significant difference in local acceptance exists between the two cases. The residents of Zschadraß, where a community co-ownership model exists, are consistently more positive towards local renewable energy and also towards renewable energy in general. The results provide evidence that the co-ownership model is a means to reconcile local acceptance with an increased use of renewable energy in Germany. 相似文献

Energy sustainability is becoming an increasing issue—or rather “the” issue in our society. Often it is reduced to a purely technical problem. Renewable energies and energy-efficient technologies are developed to solve the problem, but finally the end-users will “decide” how much and what kind of energy they are going to consume. This article is targeted on showing the environmental psychological aspects of the change of energy demand and supply. It builds upon a transactional model of human technology interchange and summarises environmental psychological work done during more than 5 years. It refers to the idea of energy sustainable communities (ESCs), shows the development of one example community and concentrates on one aspect of the social dimension of ESCs, the “acceptance of renewable energy technology”, its definition and measurement in Germany. 相似文献

Tidal energy has the technical potential to form part of a low carbon electricity sector, however, its ‘social potential’ is less clear, as few empirical studies of public beliefs and responses have been conducted to date. This research addressed this gap by investigating a tidal energy convertor in Northern Ireland, said to be the first grid-connected device of its kind in the world. Data was collected from 313 residents of two nearby villages using mixed methods, guided by a conceptual framework that avoided ‘NIMBY’ assumptions and instead drew on place theory. Findings indicated strong support for the project, arising from beliefs that the project enhanced local distinctiveness by ‘putting the area on the map worldwide’; appeared visually familiar and helped tackle climate change. These positive beliefs outweighed concerns about outcome and process aspects, which were preponderant in one of the two villages. The project was interpreted to have few positive local economic outcomes, to potentially threaten local livelihoods and local ecology. Moreover, residents expressed cynicism about consultation procedures, and reported low levels of behavioural engagement. Implications of the findings for the literature on public acceptance of renewable energy, and for the emerging marine energy sector specifically, are discussed. 相似文献

Applying environmental-behaviour concepts to renewable energy siting controversy: Reflections on a longitudinal bioenergy case study 总被引:1,自引:0,他引:1
To date, studies of energy siting controversy and of environmental psychology have barely informed one another, despite the environmental-behaviour literature potentially having considerable relevance to understanding public opposition to energy projects. This paper points towards this relevance, using the example of a longitudinal study of public objections to a 21.5 MWe bioenergy gasifier proposed for Winkleigh in Devon, England. Local opinion surveys in 2004 and 2007 showed that public opposition to the proposed gasifier remained strong but also revealed some statistically significant change and correlations of wider interest. In the context of the environmental psychology literature, the dominant model of contextualised values, intention and behaviour, as well as other psychological approaches, are found to be helpful, both for making sense of the results and for informing a psychological research agenda on public objection to new energy infrastructure. 相似文献

This paper introduces the special issue on Social Acceptance of Renewable Energy Innovation. It is a collection of best papers presented at an international research conference held in Tramelan (Switzerland) in February 2006. While there are ambitious government targets to increase the share of renewable energy in many countries, it is increasingly recognized that social acceptance may be a constraining factor in achieving this target. This is particularly apparent in the case of wind energy, which has become a subject of contested debates in several countries largely due to its visual impact on landscapes. This paper introduces three dimensions of social acceptance, namely socio-political, community and market acceptance. Factors influencing socio-political and community acceptance are increasingly recognized as being important for understanding the apparent contradictions between general public support for renewable energy innovation and the difficult realization of specific projects. The third dimension, market acceptance, has received less attention so far and provides opportunities for further research, particularly from management scholars. 相似文献

Much discussion of technology transfer and the adoption of renewable energy innovations overlooks the importance of social acceptance. Using mainly qualitative analytical techniques, empirical evidence was obtained from the experiences of those involved in solar water heaters in Mexico City (e.g. technicians, industry representatives, local government officials, community representatives/end users) in order to explain social acceptance of these renewable energy innovations. In particular, this paper evaluates Rogers’ [2005. Diffusion of Innovations. Free Press, New York.] technology adoption model (using an “active” definition of social acceptance), which claims that adoption comes about through a decision-making process occurring in stages—knowledge, persuasion, implementation and confirmation and can be traced to a number of factors such as relative advantage, complexity, and triability. This paper argues that while Rogers’ technology adoption model is a useful tool to explain social acceptance, this approach needs to be revised to adequately reflect the effects of technology cooperation, an integral part of technology adoption. Furthermore, this paper asserts that those forms of technology cooperation in which active participants are from various sectors and interact continuously throughout the process is most effective in eliciting social acceptance of renewable energy innovations. 相似文献

Australia's renewable energy target (RET) seeks to provide 20 per cent of Australia's electricity generation from renewable energy sources by 2020. As wind power is relatively advanced, it was anticipated that wind power will contribute a major component of the early target. However, high levels of societal resistance to wind farms, combined with new regulatory policies, indicate the RET may not be dominated by wind power. This research involved an examination of seven case studies around wind farm deployment. Qualitative interviews were the primary data for the case studies and analysed using methods informed by grounded theory. Despite the diversity of stakeholder views, the qualitative analysis identified strong community support for wind farms but four common themes emerged that influence this societal acceptance of wind farms in Australia: trust, distributional justice, procedural justice and place attachment. Without addressing these factors through integration into policy development and engagement approaches, wind energy is unlikely to provide the early and majority of new renewable energy. The objective of this paper is to identify and analyse factors that are important for winning acceptance of wind-energy parks on the local level. The developers of wind-energy parks need to know how to manage “social acceptance” at the different stages of planning, realisation and operation. Five case studies in France and Germany focused on factors of success in developing a wind-energy project on a given site and illuminated how policy frameworks influence local acceptance. Our hypothesis is that these factors fall into two categories: institutional conditions, such as economic incentives and regulations; and site-specific conditions (territorial factors), such as the local economy, the local geography, local actors, and the actual on-site planning process (project management). 相似文献

Utilising a structural equation modelling methodology, an examination of the complex relationships existing among hydrogen knowledge, environmental attitude and acceptance of hydrogen vehicles and the refuelling stations was conducted based on an empirical survey data collected in spring 2009 from Greater Stavanger, Norway (n = 1000). The primary aim of this study is to provide a better research method for explaining unobservable factors—particularly knowledge and attitude—likely to relate to the public’s acceptance of hydrogen energy’s implementation in the road transport sector. The existing study found that age, education duration and gender influence the likelihood to accept hydrogen vehicles and refuelling stations as well as willingness to pay for hydrogen fuel. The estimated models also present differences of estimated relationships between the Back Yard model (individuals living very close to the refuelling stations) and the Greater Stavanger model (those living beyond the stations’ site). The results indicate that greater knowledge about hydrogen vehicles and refuelling stations can imply lower support for hydrogen vehicles and refuelling stations (the direct effect for model A: 0.18, p < 0.001). However, the higher the knowledge, the higher the attitude to support sustainable environment and hydrogen energy, which may consistently imply greater support for the applications of hydrogen vehicles and refuelling stations (the total effect for model A: 0.58). 相似文献

The promotion of electricity produced from renewable energy is a high priority of the European Union, as well of its member states. The German government wants to increase the share of renewable energies from about 5% to 12% by 2010. To attain this goal, the German government has introduced compulsory compensation schemes for electricity produced from renewable energy fed into the public grid. This paper examines the economic impact of this policy employing an econometric model. Particular emphasis was given to employment effects. In general, we distinguish two effects: (1) an expansive effect resulting from additional investments and (2) a contractive effect resulting from an increase in the production cost of power. The first effect will dominate during the first years and lead to an increase in employment of approximately 33,000 new jobs. However, the contractive effect will offset these gains and lead to a slightly negative employment balance by 2010. 相似文献

Issues of social acceptance, such as lack of awareness and negative community perceptions and reactions, can affect low emission energy technology development, despite general support observed for reducing carbon emissions and mitigating climate change. Negative community reactions and lack of understanding have affected geothermal developments, as demonstrated by the fearful community reactions and negative media experienced in response to seismic disturbances caused by “hot rock” geothermal energy generation in Switzerland and Germany. Focusing on geothermal energy, this paper presents the results of using a participatory action research methodology to engage diverse groups within the Australian public. A key finding is that the majority of the Australian public report limited the knowledge or understanding of geothermal technology and have various concerns including water usage and seismic activity instigated by geothermal drilling. However, geothermal energy receives general support due to a common trend to champion renewable energy sources in preference to traditional forms of energy generation and controversial technologies. This paper also demonstrates the effectiveness of using an engagement process to explore public understanding of energy technologies in the context of climate change, and suggests a way forward for governments and industry to allocate resources for greatest impact when communicating about geothermal technology. 相似文献

A public survey was conducted in March 2015 in Japan asking public awareness, knowledge, perception and acceptance regarding hydrogen, hydrogen infrastructure and fuel cell vehicle. Changes in answers were found by comparing results of current survey to those of the two previous surveys that were conducted six and seven years ago. We found a large increase in the awareness and relatively a small improvement on knowledge on hydrogen energy, hydrogen infrastructure and fuel cell vehicle from the previous surveys. In contrast we did not find much changes in perception of risk and benefit on hydrogen society and hydrogen station and public acceptance of hydrogen infrastructure. Through the regression analyses we found the small influence of time background as well as the influence of risk and benefit perception of hydrogen infrastructure on the acceptance. In conclusion, we find people have become a little more positive about hydrogen infrastructure in the baseline but more cautious about the risk and benefits. This can be interpreted as a change in the quality of perception and acceptance, that is, the favorable prejudice to hydrogen energy and fuel cell technologies has changed towards a slightly more rational support. 相似文献

This article adds to the growing insight into public acceptance by presenting a novel approach to how citizens make sense of new energy infrastructure. We claim that to understand public acceptance, we need to go beyond the current thinking of citizens framed as passive respondents to proposed projects, and instead view infrastructure projects as enacted by citizens in their local settings. We propose a combination of sensemaking theory and actor–network theory that allows insight into how citizens enact entities from experiences and surroundings in order to create meaning and form a reaction to new infrastructure projects. Empirically, we analyze how four citizens make sense of an electricity cable project through a conversation process with a representative from the infrastructure developer. Interestingly, the formal participation process and the materiality of the cable play minor roles in citizens' sensemaking process. We conclude that insight into the way citizens are making sense of energy infrastructure processes can improve and help to overcome shortcomings in the current thinking about public acceptance and public participation. 相似文献

As the “low carbon, green growth” agenda, which emphasized sustainable development through equilibrium between economic growth and environmental preservation, is propagated rapidly in Korea. Although the public generally hold positive attitudes towards wind energy, proposals for the construction of new wind farms are often met with strong resistance. In New Zealand, where the government has recently introduced ambitious policy targets for renewable energy generation, negative perceptions of wind farms are increasingly evident and have the potential to prevent the achievement of these targets. This research sets out to examine what influences social resistance to wind farms in New Zealand. Drawing from public submissions on three wind farm proposals, a framework developed by Devine-Wright [Devine-Wright, P., 2005a. Beyond NIMBYism: towards an integrated Framework for Understanding Public Perceptions of Wind Energy. Wind Energy 8, 125–139.] was used as the basis for identification of factors affecting public perceptions of wind farms. The research found firstly that there was no apparent relationship between the proximity of submitters to a proposed wind farm and their likelihood of having a negative perception of the proposal. A wide range of factors written in submissions appeared to have affected the submitter's decision to support or oppose the wind farm proposal. Some of these were consistent with Devine-Wright's findings, but ten further factors were added to the framework to adequately cover the aspects raised in submissions. Green and sustainable transportation has emerged as a mandatory task in alignment with climate change issues globally. In South Korea, fuel cell hydrogen vehicles (FCEVs) are considered to be an alternative to manage the global climate change paradigm and for local fine dust problems. However, low public acceptance is the greatest barrier to the growth of FCEVs and the hydrogen economy. To address this issue, this article discusses possible strategies for enhancing public acceptance of H2 stations using SWOT-AHP methodology and an additional focused group interview. As a result, the strength factor was the highest 1st class priority factor. In the 2nd class, the SO and ST strategies are highly recommended for enhancing public acceptance of H2 infrastructure. This article concludes with practical policy suggestions and alternatives, highlighting the importance of active research and development for hydrogen safety and the need for government-driven support. 相似文献

This is the first work to describe the characteristics of public acceptance of hydrogen stations (H2 station) in Japan using risk perception scales. We conducted an online survey asking respondents to rate their acceptance of having an H2 station constructed in the gas station nearest their home. Sixty-six percent of respondents indicated a high rate of acceptance, with males tending to be more accepting than females, irrespective of age. We found the following to be explanatory factors for acceptance: gender, degree, vehicle use, knowledge about hydrogen, risk perception of H2 station, and inherent risk acceptance and avoidance. Binominal regression analysis was used to construct an acceptance model, and the risk perception factor “Dread” was dominant among the effective independent variables. This suggests that alleviating inherent dread or fear by providing precise risk information will lead to better acceptance. Our study contributes to improved risk communication on H2 station construction. 相似文献

An initial estimation of the potential for hydrogen (H2) production in Venezuela is made, obtained by water electrolysis using electricity from renewable sources, taking advantage of the great potential of the country for solar, wind and mini hydro energies. For the first two, its potential maps is obtained from insolation and wind speed maps, respectively, prepared from satellite data, and for mini-hydro, the potential is obtained from documentary information. To calculate the amount of H2 to produce is used the Higher Heating Value, considering the electrolytic system overall efficiency of 75%, including power requirements of the electrolyzer, auxiliary equipment, and system losses. In addition, in the calculation of usable renewable potential are excluded land areas under special administration, marine, lake and urban areas, and other limitations are considered concerning energy conversion efficiencies and useful areas available for the location of the different renewable technologies. 相似文献
