高校科研经费管理中绩效支出管理办法制定和实施流程研究

高校科研经费管理制度中原有的"劳务费"定义使得科研项目科研人员人力投入得不到合理补偿,这种现状应当是科研经费使用过程中诸多不合理现象的深层次制度的原因。近年出台的国家科研经费管理政策中出现的"间接费用"和"绩效支出"概念,为科研项目的依托单位实现科研经费科学管理提供了合法途径。在对各类新出台的科研管理政策整理分析的基础上,结合高校科研管理工作实际,给出了对科研工作人员合理进行劳务补偿和绩效激励的科研经费管理办法原则和流程示例,建立公开、透明、科学的项目考核评价机制,既要简便易行,又要规范科学,防止科研经费的违规滥用,同时注重科研经费的使用效益。绩效支出管理办法的科学制定和合理实施有利于充分调动科研人员的积极性,促进科研项目产出优秀成果。     

近半教育部直属高校“高耗低产”

由中央教科所负责完成的《中国高等学校绩效评价报告》,首次对教育部直属的72所高校进行绩效评价。 高校绩效评价是根据“投入产出理论”,从高校资源利用效益方面评价高校的绩效。投入的评价指标涉及科研经费、教育经费、固定资产等14项,产出的指标涉及优秀博士论文数、出版专著数、国内外学术刊物发表论文数、国家最高科学技术特等奖数、发明专利授权数等16项。     

高校人文社科科研绩效评价方式的科学性探讨

当前,评价高校人文社科教师的科研水平采取了"一刀切"的方式,主要是看论文发表在核心期刊的数量,获得科研经费的数量,获奖项目的级别和数量。这样的科研绩效评价标准使高校教师陷入到论文和科研经费"GDP崇拜"的旋涡之中。改革目前高校人文社科科研绩效评价标准和方式的对策是:强化质量指标,淡化数量指标;建立独立的学术组织,推进学术自评自律;取消期刊等级制,建立文章同行评价机制;学校每年召开各种类型的学术交流会,让教师介绍自己的研究成果。     

基于DEA方法的人文社科科研管理绩效评价及优化对策分析

人文社科科研以其开放性、多元化、偏理论化的研究特点与规律,使得科研绩效的水平难以衡量。为此将高校人文社科科研管理视为一个多投入、多产出的复杂系统,通过选择合理有效的评价指标,利用静态DEA模型对人文社科科研管理绩效进行评价,并通过投影分析预测最佳投入规模,最后针对研究结果提出优化人文社科科研管理绩效的对策和建议。
