Straight from the Horse's Mouth: New and Not-So-New Serialists Share Experience

Presenters Susan Davis of the University at Buffalo, State University of New York, and Sarah E. Morris of Reed Smith, LLP, led an informal discussion of past and future trends in serials librarianship. By comparing their perspectives as new and mid-career librarians, they illuminated various topics related to work with serials and electronic resources, including the skill sets required for e-resource management, users' demands for online access, and generational attitudes within the profession.     

Facing Our E-Demons: The Challenges of E-Serial Management in a Large Academic Library

As electronic serials have shifted from being the exception to the norm, libraries are becoming increasingly reliant on knowledge base-driven systems to help manage electronic serial holdings. In 2011, the University of Toronto Libraries migrated its electronic resource holdings from a local database to a commercial electronic resource management (ERM) system. With two years of experience using a commercial ERM system, the presenters endeavored to analyze how the library is coping with e-serial management within this new environment. This study reveals many of the benefits and pitfalls of managing electronic journals within a knowledge base–driven system and highlights the need for greater standardization within the data supply chain, better communication with publishers and knowledge base providers, and increased collaboration to improve the e-resource management process.     

Now you see it; now you don't: the elusive nature of electronic information

As more and more information is made available in electronic formats, ensuring reliable access to that information over time is becoming a concern for acquisitions and collection management personnel in all types of libraries. This paper looks at the current situation regarding the availability of monographs, serials, government publications, and web-based information. Possible resolutions must be viewed from a library-wide basis since the situation impacts all of us.     

To Boldly Go Where Few Have Gone Before: Global E-Resource Management in the Cloud

This session focused on migrating from a traditional electronic resource management system to OCLC Online Computer Library Center, Inc.’s cloud-based WorldShare Management System, where e-resource data is created and maintained in a global environment. The session highlighted how implementing a unified, global system allowed the University of Nebraska Omaha Library to streamline e-resource management.     

Software for Managing Licenses and Compliance

Abstract

As more collection dollars are allocated to the purchase of electronic content, the management of these resources continues to challenge libraries. In order to streamline this activity, and to improve compliance with license terms and conditions, libraries are exploring a number of software solutions. These range from tracking data in spreadsheets or developing local databases to buying software from commercial vendors. This article reviews the progress of e-resource software development, such as the Colorado Alliance's Gold Rush software, Innovative Interfaces' Electronic Resource Management module, EBSCO's journal management services and others, and explores what these products are designed to do.

Managing Bibliographic Data Quality for Electronic Resources

This article presents a case study of quality management issues for electronic resource metadata to assess the support of user tasks (find, select, and obtain library resources) and potential for increased efficiencies in acquisitions and cataloging workflows. The authors evaluated the quality of existing bibliographic records (mostly vendor supplied) for e-resource collections as compared with records for the same collections in OCLC's WorldShare Collection Manager (WCM). Findings are that WCM records better support user tasks by containing more summaries and tables of contents; other checkpoints are largely comparable between the two source record groups. The transition to WCM records is discussed.     

LINX; The Integrator

LINX is an online, remote access serials management system designed by a team of librarians and technical specialists at the F. W. Faxon Co. LINX uses the latest technology to streamline serials processing and records management. This report describes LINX, re- views the development of the LINX network, addresses design and network implementation factors resolved during this development, and lists potential enhancements to current components.

Records Management Research Sponsored by the US Army and the Department of Defense

This paper is a synopsis of results achieved in addressing research questions and issues in the management of electronic records. The formulation of records management theory within the context of set theory is briefly described. Steps toward establishing functional requirements for electronic recordkeeping are summarized. The use of software prototyping to develop software techniques for classifying, profiling, and records disposition is described. New research issues and approaches to their resolution are proposed. The methods used in this research suggest the importance of interdisciplinary collaboration in addressing issues in the management of electronic records.     

Re-Envisioning E-Resource Holdings Management

For e-resource librarians, maintaining e-book and e-journal holdings within electronic resource management systems is a labor intensive and often manual process. In 2014, with the aim of saving library staff valuable time and effort, the Online Computer Library Center, Inc. (OCLC) launched a service to provide automated holdings management within the WorldCat knowledgebase. For a select group of content providers, including some of the largest e-book aggregators, holdings information can be populated and updated automatically within the knowledgebase without intervention from library staff. At the University of Toronto Libraries, we conducted a study to assess the accuracy and efficiency of these automated holdings management services. This presentation outlines the results of the study and provides suggestions for further improvement to the current services offered.

Building Digital Resources: Creating Facilities at INSA

Today libraries are at a transition phase where twin processes of paper-based environment and changing information-seeking patterns in the electronic/digital environment go hand-in-hand. Hence, all components of the information chain are in a state of flux. The rapid growth in computer and communication technologies have greatly benefited the advanced countries, while the developing countries have not adequately reaped the benefits of such facilities to the desired extent. The application of information technology (IT) in India started on a very modest scale. During the past decade or so several Indian libraries have initiated activities to create, acquire, and provide access to electronic resources. The establishment of networks has had a great impact on libraries and information centers (LICs) in the country, and have further buttressed the IT applications in the LICs to a certain extent. The emergence of the Internet, especially the World Wide Web (www), added a new dimension to information creation and delivery, which also globally triggered digitization programs. Buying access or acquiring digital resources started taking root. The digitization of records (document management) crept in, which attracted librarians and people from other professional backgrounds into records management. This was followed by content management, (currently a popular phrase in this part of the world), also known as digitization. The digitization of documents is now becoming a major activity in libraries and archives. The Indian National Science Academy (INSA) is a premier scientific body engaged in the dissemination of information to the scientific community at large, publishing and promoting scientific endeavors, besides having other multifaceted human welfare-oriented activities. The growing acceptance of digital media has resulted in libraries buying and providing access to Internet resources, acquiring CD-ROM-based data-sets, and providing services for stand alone or networked CD-ROM environments, and digitizing documents. The Academy library facilitates all three. The Academy has initiated several digitization initiatives for content development and management by way of the scanning of publications, image management, and conversion from digital documents to web-enabled resources. The Academy has adopted a three-pronged approach of providing access to digital resources, and acquiring and creating digital resources, for which INSA suitably augments with IT infrastructures and takes initiatives to provide links to requisite data sets for the benefit of its users. INSA developed and provided IT facilities at a modest scale to its users at a time when only a limited few had developed such facilities in the country. The facilities developed at INSA augur well with the initiation of pilot and sponsored projects pertaining to digitization of records and making provision for creating digital resource bases, thereby contributing to the national digital repository on the one hand and providing access and visibility to national resources on the other. The article dwells upon various elements that have contributed to providing services in the changing information seeking patterns of users in the electronic environment, and the building of digital resource bases, while facilitating others to get involved in digital content creation activities. It is hoped that such endeavors shall help in the building up of a national digital knowledge resource base for the country, and INSA would in the process act as a facilitator.     

Technical processing of electronic journals in libraries

Electronic journals portend tremendous advantages to libraries. Patron access is swift and sure; these journals are never missing from the shelves, and they need not be delayed for technical processing because they can be ‘sent’ to public display and serials maintenance almost simultaneously. However, how will library users know what journals are available to them? They should be able to find electronic journals through the same means they find information in all other formats—through libraries’ online catalogs. The phrase ‘mark it and park it’ has not lost its relevance in the virtual library environment.     

Consortial Cataloging Guidelines for Electronic Resources: I-Share Survey and Recommendations

In 2009, the Consortium of Academic and Research Libraries in Illinois (CARLI) charged a task force to update and revise recommendations that address cataloging practice and catalog access to electronic resources for libraries participating in the I-Share union catalog. This article presents the results of a survey and recommendations developed by the 2009 Task Force that cover all types of e-resources. Issues covered include: single or separate records for electronic and print versions of a title; the use of aggregator-neutral and provider neutral records; the construction and placement of the Uniform Resource Locator (URL) and notes; and the use of vendor records.
