We investigate the relationship between exposure to Hurricanes Katrina and/or Rita and mental health resilience by vulnerability status, with particular focus on the mental health outcomes of single mothers versus the general public. We advance a measurable notion of mental health resilience to disaster events. We also calculate the economic costs of poor mental health days added by natural disaster exposure. Negative binomial analyses show that hurricane exposure increases the expected count of poor mental health days for all persons by 18.7% (95% confidence interval [CI], 7.44–31.14%), and by 71.88% (95% CI, 39.48–211.82%) for single females with children. Monthly time‐series show that single mothers have lower event resilience, experiencing higher added mental stress. Results also show that the count of poor mental health days is sensitive to hurricane intensity, increasing by a factor of 1.06 (95% CI, 1.02–1.10) for every billion (U.S.$) dollars of damage added for all exposed persons, and by a factor of 1.08 (95% CI, 1.03–1.14) for single mothers. We estimate that single mothers, as a group, suffered over $130 million in productivity loss from added postdisaster stress and disability. Results illustrate the measurability of mental health resilience as a two‐dimensional concept of resistance capacity and recovery time. Overall, we show that natural disasters regressively tax disadvantaged population strata.  相似文献

Nineteen Senior Managers of a major chemical company in the United Kingdom participated in a survey to determine their attitudes, beliefs, and perceptions regarding risks from chemicals. Similar surveys had previously been conducted with toxicologists and members of the general public in the United States and Canada. In general, the Senior Managers tended to judge risks to be quite small for most chemicals. Moreover, they had lower risk perceptions than did members of the British Toxicological Society and even far lower perceptions of risk than a comparison group of members of the Canadian public. The managers held views that were similar to British toxicologists working in industry and government and dissimilar to the views of toxicologists working in academia. The observed differences between views of managers, toxicologists, and the public must be recognized and understood in order to facilitate communication and constructive efforts to manage chemical risks.  相似文献

The number of foodborne diseases has increased in all continents, and efforts must be made to control this urgent and expressive public health problem. This article aims to present and discuss situations related to the compliance and noncompliance of food safety practices (FSPs) in light of Bourdieu's social theory. This qualitative study was conducted in commercial restaurants in two cities in São Paulo, Brazil. Participant observation was used in the restaurants, and notes referring to the kitchen workers and their bosses’ work processes were registered in field journals. Thematic type content analysis was used to determine the meaning cores of field journals. It was found that aspects inherent to convenience and haste at work, deficient infrastructure, lack of employees, negative boss examples, exposure to noise, and body pain experienced by workers can contribute to noncompliance of FSPs and consolidate in the habitus and practical sense some dispositions that can increase the risk of foodborne diseases. This study highlights the necessity of creating environments that address food safety, which means being able to perform a service properly.  相似文献

Mining tailing dam ruptures are increasingly common events in South America. Due to their high potential degree for avoidance, they are considered to be technological disasters and often have a considerable impact on local populations and communities, as well as affecting the ecosystem. The failure of the Fundão dam in 2015 in the Brazilian State of Minas Gerais (is) considered one of the largest socioenvironmental disasters in the country's history. Different explanations for the causes of the disaster were put forward by various social actors. This article critically analyzes these discourses through the theoretical-methodological reference of the social theory of discourse, with the aim of understanding the various discursive contexts of the causes of the breach of the dam. The analysis and understanding of these explanatory matrices suggested that different discourses present different epistemological approaches to the causes of the disaster, related to aspects such as sociohistorical, political, ideological, and asymmetric relations of power. The statements had different emphases, being associated with distinct epistemic positions that were often not in convergence.  Moreover, certain terms and approaches reinforce or minimize processes of vulnerability experienced by the affected populations. These discourses present consents, dissents, and contradictions and when systematically integrated can improve the planning of risk management and broaden the understanding related to technological disaster occurrence.  相似文献

This paper reviews the contributions of philosophy and the social and behavioral sciences to risk analysis. It concludes that philosophical, social, and behavioral research can contribute to the resolution of complex risk issues in at least four areas: (i) comparative risk analysis; (ii) the use of risk-related scientific information in the decision-making process; (iii) risk perception; and (iv) institutional and organizational features of the risk-management system.  相似文献

Life cycle impact assessment (LCIA) and comparative risk assessment (RA) use the same building blocks for analyzing fate and potential effects of toxic substances. It is tacitly assumed that emission-effect calculations can give uniform and decisive answers in debates on toxicity problems. For several decades, mainstream policy sciences have taken a different starting point when analyzing decision making on complex, controversial societal issues. Such controversies in essence are thought to be caused by the fact that different actor coalitions adhere to a different, but in scientific terms equally reasonable, conceptualization or "framing" of the problem. A historical, argumentative analysis of the Dutch chlorine debate and the Swedish PVC debate shows that this is also true in the discussions on toxic substances. Three frames have been identified, which were coined the "risk assessment frame," "the strict control frame," and the "precautionary frame." These frames tacitly disagree about the extent of knowledge/ignorance about the impacts of substances, the robustness/fallibility of emission-reduction schemes, and the robustness/vulnerability of nature. The latter frame, adhered to by environmentalists, seeks to judge substances mainly on their inherent safety. Under the current institutional arrangements and practices, RA and LCIA are executed mainly in line with the philosophy expressed by the risk assessment frame. This article gives various suggestions for dealing with framing in debates on toxic substances. One of the options is elaborated in somewhat more detail, i.e., the development of multiple indicators and calculation schemes for RA and LCIA that reflect the different frames. An outline is given for a possible indicator system reflecting the precautionary principle.  相似文献

Legislative mandates have resulted in large-scale conversion from groundwater to surface water sources of supply for Public Water Supply Systems in Harris and Galveston Counties, Texas. Geographically-defined Regulatory Areas in the region are governed by the Harris Galveston Coastal Subsidence District. The district's mission, to end subsidence or loss of land elevation by allocating water usage by Area, has focused attention on potential health hazards and monetary issues related to substandard water quality and increased consumer utility rates. Study variables of: (1) Total Hardness (TH); (2) Total Trihalomethanes (TTHMs) concentrations; and (3) Water Utility Rates ($), were compared for each water source because of their suggested impacts on human health (TH:CVD; TTHMs:Cancer) and relative economic welfare (Utility Rates: $) as byproducts of current mandate requirements. Strong evidence of statistically significant differences in water quality parameters, and utility rates of groundwater and surface water source data, suggest that regulations dictating conversion need review and possible amending. This presentation describes the results of a 2-year study of the issues regarding conversion of Public Water supplies from groundwater to surface water.  相似文献

Cocoa Pod Borer (Conopomorpha cramerella Snellen) (CPB) is an important pest of cocoa. Following its emergence as a pest in East New Britain, Papua New Guinea, in 2006, it was considered relevant to assess its potential spread to other cocoa growing regions. Its likelihood of introduction to the islands of Bougainville and New Ireland from East New Britain Province, Papua New Guinea, was modeled using Monte Carlo simulation. This dispersal model was based around different scenarios, identifying trends rather than explicitly attempting to encapsulate true values. The model suggested that CPB is far more likely to establish on New Ireland than on Bougainville. More important, incertitude resulting from incomplete knowledge of the amount and frequency of cocoa transported between islands had a significant effect on model outputs. Quarantine and agriculture officials will be able to refine these parameter values, and then use the relevant scenarios from those presented here as a guide to develop quarantine procedures. In addition, a contingency model was employed to estimate the optimal sampling effort to use following an incursion of CPB into Bougainville or New Ireland and the seemingly successful implementation of an initial eradication program. The model suggests that at a 1% infestation level, sampling should continue for 2.5–2.7 years (90% CI) after claiming eradication, and this estimate changed little for higher infestation levels. Through modeling variations in sampling intensity, the model also suggested that determining the full spread of CPB is more important than increased sampling within one region.  相似文献
