In this paper, a storage yard planning problem is studied for a transshipment port with limited space and high-throughput level. Generally, the consignment strategy is used in the yard for a transshipment port, where containers to the same destination vessel are stored together. This is to facilitate faster loading process as it reduces reshuffles as well as long distance movements of yard cranes. However, the consignment strategy is known to be inefficient in space utilization since each storage location must be dedicated to a particular vessel. To improve the space utilization while retaining the advantage of consignment, a new approach named the “flexible space-sharing strategy” is proposed. The idea is that the container space can be shared by two different vessels as long as their containers do not occupy the space at the same time. This strategy allows the same storage location to be reserved for two vessels. The amount of space will only be allocated to a specific vessel on the arrival of corresponding containers. By controlling where to stack the containers in the storage locations, the containers to each vessel are not mixed and the consignment feature can be preserved. This strategy is first formulated as a mixed integer program (MIP). As the MIP model has a block diagonal structure, we develop a search algorithm which combines MIP and heuristics to find the solution. The numerical experiments show that the “flexible space-sharing strategy” can handle much more containers within the same storage space compared with the “non-sharing strategy”.  相似文献

In transshipment ports, the containers to the same destination vessel are usually stored together to facilitate the loading process, which is called the “consignment”. During operation, the actual containers that will come in are only known for a short period in advance. Thus, short-term space allocation is needed to assign incoming containers taking into account the transporting vehicles, yard cranes and storage space. Currently, the space is allocated based on the experience of port operators. To balance the current and future impacts of short-term planning, we develop a systematic method called “space allocation given long-term plan (SALP)”. The corresponding MIP model is formulated to utilize not only the short-term information, which includes the existing containers and the actual incoming containers, but also the given long-term plan, which provides a forecast of future requirements. The SALP method is evaluated under two storage strategies to achieve consignment, namely, the “non-sharing strategy” and the “flexible space-sharing strategy”. The numerical experiments show that the SALP method improves operational efficiency, but its performance is affected by the portion of long-term plan under consideration. The SALP method performs well under both storage strategies when space is sufficient. However, the performance under the “flexible space-sharing strategy” is better than the “non-sharing strategy” when space is tight.  相似文献

The construction of underground tunnels through radon-bearing rock poses a radiation health risk to tunnelling workers from exposure to radon gas and its radioactive decay products. This paper presents the development and practical application of a radon assessment strategy suitable for the measurement of radon in tunnelling work environments in Hong Kong. The assessment strategy was successfully evaluated on a number of underground railway tunnelling projects over a 3 y period. Radon measurements were undertaken using a combination of portable radon measurement equipment and track etch detectors (TEDs) deployed throughout the tunnels. The radon gas monitoring results were used to confirm that ventilation rates were adequate or identified, at an early stage, when further action to reduce radon levels was required. Exposure dose estimates based on the TED results showed that the exposure of tunnel workers to radon did not exceed 3 mSv per annum for the duration of each project.  相似文献

Increasingly owners and managers of large, complex projects are challenged in law suits and regulatory proceedings to justify their decisions. These challenges often question the prudence or reasonableness of management actions on a project costing substantially more than its original estimate. Frequently these attacks criticize decisions made years earlier by project owners or managers. This article describes a framework for evaluating management prudence based on the author's 20 years of research and personal experience with large, complex projects. The framework distinguishes between evaluations to determine prudent/imprudent management, and conventional “lessons learned” management audits. The author concludes that, while hindsight knowledge is a useful ingredient in “lessons learned” audits, it usually provides misleading signals for a management audit to determine prudence or imprudence. He concludes that any finding of management imprudence must meet the eight criteria described in the framework.  相似文献

Rapid urbanization and urban growth have caused serious environmental problems in most cities of developing countries. Many infrastructure projects on varying scales have been implemented to meet the growing demands of such cities, but only a few are subjected to environmental impact assessment as part of the project approval process. In an attempt to justify environmental assessment (EA) for all infrastructure development projects (IDPs), irrespective of their scales, this paper investigates the environmental effects of large, medium and small IDPs implemented in urban fringe areas to understand and compare the nature of their impacts. The survey results show that respondents' perceptions of physical environment pertaining to air quality and noise were similar regardless of the scale of the project. However, in terms of vibration, surface water quality and ground water quality, the respondents' perceptions differed between large projects and small or medium projects. In order to avoid such negative impacts from IDPs in the future, this study proposes a mechanism for integrating EA into the planning and development control processes of local authorities.  相似文献

文章将功能系数法与广泛应用于管理评价的逻辑框架法进行综合运用,认为项目及组织的可持续发展是建设项目协调管理的最高境界,从目标协调管理绩效、组织协调管理绩效、利益相关方协调管理绩效及项目和组织可持续发展性4个方面建立了建设项目协调管理绩效评价指标体系,并给出各指标的计算方法,运用功能系数法计算建设项目协调管理绩效综合评价功能系数,从而有效量化了对建设项目协调管理绩效的综合评价。最后,通过算例研究,验证了指标体系构建方法及各指标计算方法的可行性,这个方法可以有效地衡量协调管理的功能。  相似文献

This work devises a materials management policy integrated with project network characteristics of complex projects. It proposes a relative quantitative measure, overall criticality (OC), for prioritisation of items based on penalty incurred due to their non-availability. In complex projects, practicing managers find it difficult to measure OC of items because of the subjective factors and intractable nature of penalties involved. However, using their experience, they can linguistically identify the antecedents and relate them to consequent OC. This work adopts Fuzzy Set Theory to capture managerial tacit knowledge which provides them enough flexibility to provide information in real form. Computed OC values can be used for items prioritisation and as shortage cost coefficient in inventory models. The revised materials management policy was applied to a shipbuilding project. OC values were analysed to justify the importance of incorporating project network characteristics and potential cost savings were calculated.  相似文献

Numerous space missions are planned by government agencies and private companies, with objectives including scientific research, prospecting for and mining resources, and establishing human settlements. These projects have potential to affect the extraterrestrial environment. Environmental impact assessment (EIA) is an important tool for assessing the potential impact of projects on Earth’s environment. However, the legal requirements to undertake EIA for extraterrestrial projects are limited and most EIAs that have been conducted have not considered impacts beyond Earth’s atmosphere. Technical barriers to extraterrestrial EIA also need to be overcome, including a lack of guidelines and methodologies. This paper addresses the latter issue by identifying the extraterrestrial impacts that may arise from space projects and relating them to the environmental topic areas in the European EIA Directive. An example is then provided of how EIA screening and scoping can be undertaken for the extraterrestrial elements of space projects, using six scenarios. Effective EIA screening and scoping is key to deciding whether EIA is required and if so which topic areas should be included.  相似文献

As a main channel for the foreign economic cooperation of China nuclear industry, China Zhongyuan Engineering Corporation (CZEC) has been constantly engaged in technical modifications and management innovations in its exporting nuclear reactor projects. In the implementation of heavy water research reactor contract in Algeria, CZEC had established a complete and adequate design standards system in compliance with the international standards, and made significant modifications to the reference reactor in the aspects of reactor power and reactor safety, solved quite some technical issues which affected the reactor technical performance. The modifications and improvements enabled the technical parameters, safety features, reactor multipurpose application to attain to the advanced level in the world. In the 300MWe PWR NPPs in Pakistan, safety features had been updated in line with upgrading regulatory requisites. The design philosophy and technology application demonstrated CZEC’s creation and innovation on basis of constant safety enhancement of nuclear power projects. Efforts had also been made by CZEC in promoting China made equipment items and components exportation.  相似文献
