河(湖)长制是实现生态文明建设的重要方针政策,也是新时期国家水治理体系的机制创新。贵州省黔南布依族苗族自治州积极响应国家号召,通过采取高位推动、制度配套、管理创新等方式,有效推进了河(湖)长制工作,并取得了阶段性成效,但实践中依然存在治理能力不足、生活污水处理设施不完善、农村生活垃圾治理滞后、重点流域污染治理形势严峻、信息化监管能力不足及群众参与度不高等问题。本文对黔南州河(湖)长制工作取得的成效和存在的问题进行了阐述,在此基础上,提出强化责任落实、加快基础设施建设、加强重点流域污染治理、提升信息化监管和加大宣传引导等对策建议,尽快补齐河(湖)长制工作短板,更好地推进生态文明建设进程。  相似文献

鉴于GM(1,N)模型预测精度高及GM(1,1)所需统计数据数量少的优点,通过自相关理论,把GM(1,1)和GM(1,N)两者有机结合形成一个联合模型,以进一步提高灰色模型的预测精度.该文在沉降资料的基础上,利用该联合模型对南京-泵站的沉降进行了分析预报,其结果与回归模型和GM(1,1)模型进行了比较,最后得出了基于自相关理论的GM(1,1)、GM(1,N)联合预测模型,其精度可靠,可信度高,预报结果也与实际情况相吻合,从而证明了该方法在实际工程中的可行性.  相似文献

The bootstrap can be used to estimate confidence intervals for complex statistics such as weighted usable area, the habitat index calculated by the Physical Habitat Simulation System (PHABSIM) and related models. Use of the bootstrap entails sampling with replacement from the original sample, such as a set of PHABSIM transects. Because the method has been improperly applied to PHABSIM transects in several instances, I explain in detail why bootstrap sampling is with replacement. A biofilter was evaluated with two different media under field conditions using reclaimed water as a nutrient source. Evaluation with a single medium demonstrated that H(2)S could be efficiently removed at volumetric loading rates of up to 200 g H(2)S m(-3) h(-1). After an extended period of high loading rates, the performance began to deteriorate at loading rates greater than 150 g H(2)S m(-3) h(-1) possibly due to nutrient limitations. The reclaimed water served as a nutrient source even though the primary form of nitrogen was nitrate. The reclaimed water successfully supplied nutrients at the majority of loading rates observed in the study and this was verified by stoichiometric calculations. The biofilter was converted to a dual media filter and consistent performance was also observed with the dual media filter at loading rates up to 150 g H(2)S m(-3) h(-1). The biofilter was successfully operated at loading rates higher than previously reported under field conditions. The use of nitrate in reclaimed water as a nitrogen source was successful and demonstrated the potential to eliminate the need for a separate nutrient source at a water reclamation plant.  相似文献

文章首先简要介绍了灰色预测方法GM(1,N)模型的构造步骤及检验方法。然后将工程价格总指数作为表征系统特征序列.将人工费、木材、水泥、地方材料、杌械使用费作为相关因素序列.建立了黑龙江省工程价格指数预测GM(1,N)模型,经检验该模型的预测、模拟精度等级属于1级,能够准确预测工程价格指数。  相似文献
