Russia flexes muscles over oil and gas

A new militancy is emerging from Moscow in dealings with foreign companies operating in Russia. The government has severely criticized a number of international oil companies engaged in major oil and gas developments, including Shell, ExxonMobil, BP and Total. In several cases, the companies have been told that their environmental plans covering the development of new fields are unsatisfactory. The latest arguments concern two large oil and gas developments on the Pacific island of Sakhalin. The environmental criticisms, however, are simply the outward sign of a growing sentiment inside Russia that foreign companies have been granted lucrative upstream opportunities on terms that are much too favourable to them.

Progress in Foreign Cooperation of China's Oil Industry

In 2015, China's oil companies' overseas equity oil has grown steadily to approximately 150 milliontonnes. State-owned oil majors have turned from scale-oriented to profit-oriented by adjusting investment speed and optimizing portfolio to improve operating profit of overseas business. The overseas investment of private oil companies mainly focused on two fields: the first is to invest in countries along the Belt and Road(the Silk Road Economic Belt and the 21st-century Maritime Silk Road), and the second is to enter the oil industry of the developed countries by MA. Limited progress has been made in the foreign cooperation of domestic upstream sector, while new changes emerged in the foreign cooperation of upstream sector. Some planned projects were postponed or delayed due to domestic or international market changes. Private oil companies, however, began to cooperate with foreign companies in the downstream sector after the former got the right to import crude oil.

RESERVES/RESOURCE CLASSIFICATION SCHEMES USED IN RUSSIA AND WESTERN COUNTRIES: A REVIEW AND COMPARISON

The international oil industry currently uses a number of schemes for hydrocarbon reserves and resources classification. These serve different purposes and are used variously by Governmental agencies, oil companies, scientific societies, research institutes and by the US Securities and Exchange Commission (McKelvey, 1975; Grishin, 1993; Nemchenko et al., 1996). Although the schemes have many features in common, attention has been paid in recent years to the development of a single, universal classification (McKelvey, 1975).
Russia, unlike many other countries, uses only one reserves classification scheme (Anon., 1983; Nemchenko et al., 1996; Stasenkov and Gutman, 1989). Interest is growing in the comparison of the Russian scheme with those used elsewhere. A number of Russian oil and gas companies (e.g. Lukoil, Yukos and Gazprom) have already introduced Western standards for reserves evaluation in order to facilitate foreign investment. Conversely, Western companies operating in the Russian Federation are translating the Russian classification scheme into more familiar terms and definitions.

Latin America ponders nationalist energy policies

Latin American politicians who cheered the nationalist energy policies of Venezuela's President, Hugo Chavez may be having second thoughts following the nationalization of foreign oil and gas holdings by Bolivia ( see 'Gas and Power', May 2005 ). As well as affecting companies from the US and Europe, the move had a severe impact on another Latin American country, Brazil, whose state oil company, Petrobras, was Bolivia's largest producer of natural gas. Bolivia, in turn, represented the principal foreign asset of Petrobras, as well as being an important supplier of gas to Brazil. Petrobras announced that it was cancelling future investments in Bolivia, and Brazil's President, Luiz Ignacio Lula da Silva flew to Argentina for a crisis summit with other Latin American leaders to discuss the continent's energy security.
