Aid fragmentation is a maddening problem in the aid business. NGOs are part and parcel of this fragmentation problem; hence calls for more complementarity between Northern NGOs and (their) governments have led to a series of co‐funding reforms. This article analyses the co‐funding reforms of the Nordic+ donors and situates them within the broader evolutions that have taken place in donor‐NGO relations in these countries. It finds that these donors have interpreted complementarity in very different and even contradictory ways. Where some require NGOs to develop activities within the confines of the official bilateral strategy (intensive complementarity), others allow NGOs to do very different things (extensive complementarity).  相似文献

The main assumption of indigeneity NGOs in Indonesia is that state recognition will strengthen indigenous peoples’ rights to their land and forests against ongoing or future dispossession. In Indonesia, legal recognition has become central to the approaches of indigeneity NGO campaigns, while the local realities and problems among indigenous communities seem to receive less attention. Has legal recognition of indigenous communities turned into a national NGO project that does not solve the communities’ land and forest-related problems? In this article, we compare two locations where communities have succeeded in obtaining state recognition. By focusing our analysis on the steps in the recognition process, from articulating community problems to eventually solving them, we show how indigeneity NGOs have had a dominant role, but achieved limited success. Instead of resulting in community autonomy and tenure security, the legal recognition process reproduces state territorialisation over customary forests and communities.  相似文献

This paper is concerned with the organizationalchange and project management issues raised by theimplementation of a business process re-engineering(BPR) approach in the politicized hospital context. This is a report of research in progress,focusing on the issues arising at the problem definitionand project planning stages of a BPR application in anoperating theaters department experiencing problems with scheduling and delays. The research designrelies on a case study approach, with the researcher asparticipant observer, as both an adviser to the projectteam and as field interviewer. The paper argues that an ambitious BPR agenda is compromised inat least two regards. First, the lack of precisionsurrounding the focus and methodology of BPR givespolitically motivated actors considerable influence with respect to defining terms of reference in wayswhich will shape potential outcomes in their favor.Second, the complexity and indeterminacy of the businessprocess or patient trail can also diluteredesign attempts. The principal limitations of theapproach thus concern the impracticality of embarking onrapid and radical change working from a blanksheet of paper with respect to organizational and job design. BPR, unlike other organizationdevelopment interventions, is not a contextsensitive approach. The role of project manageris critical in establishing a working balance betweenindividual, occupational, and organizational goals in a manner perceivedto be legitimate in the context. Effective BPR projectmanagement thus requires a combination of political andprocess analysis skills. The principal opportunities of BPR derive from its process orientation,which brings a fresh perspective to a traditionally andfunctionally fragmented organizational setting, andwhich presents a potentially valuable platform for anevolutionary approach to process improvement.  相似文献

This research contributes to our understanding of two central and related problems in the study of social movements: tactical innovation and strategic leadership. Focusing on the leadership history (1984–2003) of the founder and director of the first US public school program for gay and lesbian youth, called Project 10 and located in the Los Angeles, California public school system, this case study illustrates the importance of leadership agency on the part of those ‘organizing from within’. Analyses herein indicate the significance of both institutional constraints and life course circumstances in determining leadership choices. This paper maps organizational obstacles and the tactical dilemmas they produced to explain how successful strategic choices get made. The case of Project 10 indicates that institutional constraints can be overcome tactically with organizational elaboration. Additionally, hybridity, assumed in the literature to produce organizational precariousness, is shown here to be a mechanism for stability, facilitating networks and resource acquisition over time.  相似文献

Recognising that aid effectiveness critically depends upon the quality of host‐country institutions and policies, international aid agencies have sought to inform their activities through more systematic political‐economy analysis (PEA). In this article, three analytical frameworks for PEA are compared, contrasted and critically appraised in the light of reflections by PEA practitioners and recent theoretical debate about development management. The article finds that the potential of PEA to improve development effectiveness depends on how far it addresses the micro as well as macro politics of aid and permits a finer‐grained engagement between analysis and action. This requires more reflexivity on the part of those who commission and produce PEA, and further movement from intervention to interaction modalities for aid delivery.  相似文献

Leadership succession is critical to the performance of nonprofit organizations. Existing research has mostly treated leadership succession as an instantaneous event, and it has examined the independent effects of certain factors on organizational performance. However, little research has focused on the combinations of causally relevant factors. This article integrated organizational life cycle, resource dependence, and institutional theories, as well as the organizational fit literature, to explain how contextual and strategic factors combine to affect postsuccession performance. A fuzzy‐set qualitative comparative analysis (fsQCA) was used to analyze 15 succession events in Chinese environmental nongovernmental organizations (NGOs). The study identified four pathways to good NGO performance after succession. It also highlighted that it is not succession per se but the succession context (i.e. founders' control, board governance, professionalization, and political environment) and the strategic orientations of the successor that affect postsuccession performance in nonprofit organizations.  相似文献

The purpose of this qualitative study is to describe the experiences of fifteen organizational leaders and staff members who were responsible for caring for adults and children with disabilities during a 2014 winter storm. This study integrates the literature bases of emergency management and organizational improvisation. In response to this severe unexpected winter weather event, organizational leaders and staff members demonstrated creativity and flexibility in addressing the needs of clients, students, and patients, including adults and children with disabilities. The study concludes with reflections about emergency planning and organizational improvisation, practical implications, and a call to action to learn from these events and provide additional training and resources to individuals who may be in similar situations in the future.  相似文献

Over 30 randomised controlled trials have shown the efficacy of couple therapy under controlled conditions. However only four studies explore effectiveness of couple therapy as commonly practised in the community (i.e., routine practice). These studies suggest effectiveness is about half that reported in randomised controlled trials. Further, there are no published couple therapy effectiveness data currently from Australia or New Zealand. This is troubling because (1) couple distress has negative effects on individual adults, couples, and families; (2) funders increasingly want proof of return on financial investment; and (3) clients want hope that their emotional investment in therapy is worthwhile. The first aim of this paper is to report the outcomes of a milestone multi‐centre study of over 1,500 Relationships Australia clients attending couple counselling. It outlines a simple, intuitive method for assessing effectiveness of couple counselling in routine practice that may motivate others to conduct effectiveness studies. The study used a cross‐sectional design and assessed current couple satisfaction and retrospective recall of couple satisfaction before attending counselling. Results revealed a moderate effect size improvement in relationship satisfaction. The results support previous published studies of couple therapy effectiveness in routine practice. The second aim of the paper is to increase interest in others doing similar research by addressing key barriers to the implementation of effectiveness studies within routine practice. These barriers include administrative burden, integration across services, and conceptual buy‐in by practitioners. The use of the retrospective measure of ‘pre counselling’ couple satisfaction measure overcomes these barriers in part. The paper concludes with a discussion of design limitations and suggestions for counselling agencies seeking to conduct their own effectiveness studies.  相似文献

Prisoner reentry has received great interest in political sociology, criminology, and beyond. Research documents the struggles of individuals trying to find their way back into society. Less attention has been given to the organizational aspects of reentry. This is unfortunate given the rapid growth of nonprofit reentry organizations in the United States, which introduces a new set of questions about the context and challenges to prisoner reentry. Drawing on an ethnography of Safe, a nonprofit reentry organization in the Northeast, I describe the organization's pivotal role in institutionalizing the pathway to prisoner reentry: a road to reentry, which takes former prisoners through a process that reconfigures their morality, identity, and social relationships. The road‐to‐reentry concept helps bring together scholars of the welfare state and criminology by highlighting how the challenges of prisoner reentry rely on how this process is organized. The way in which prison reentry is organized, in turn, affects former prisoners’ agency and shapes the relationship between these men and women and their respective families and communities.  相似文献

Premarital education may help emerging adults form healthy relationships, but evaluation research is needed, particularly with community samples. We studied emerging adults in the Premarital Interpersonal Choices and Knowledge (PICK) program, using a pre‐ to post‐ and a posttest‐then‐retrospective‐pretest design to examine change in perceived relationship skills, partner selection, relational patterns, and relationship behaviors and attitudes. Mixed models analyses showed that scores for the treatment group (n = 682) increased from pre to post on all four outcomes. Changes in scores for the nonequivalent comparison group (n = 462) were nonsignificant. In addition, significant differences between pre‐ and retrospective prescores demonstrated evidence for response shift bias. The results suggest that the PICK program helps participants increase their knowledge regarding the components of healthy relationship formation.  相似文献

Joint ventures, mergers and other forms oforganizational alliances are rapidly becoming a businessnecessity. However, on an almost daily basis, experiencesuggests that such alliances often pose critical dilemmas for those entering into them. Centralamong these are collaborating across differences inorganizational cultures and forging a new organizationalidentity. At a deeper level, there are also often paranoid concerns and fantasies about thelong-term lack of equity in the transfer of knowledgeand capability. This paper, therefore, outlines asystems psychodynamic perspective on intergroup andinterorganizational relationships for developing an in-depthunderstanding of some common irrational and emotionaldifficulties alliance relationships face. It then goeson to describe an illustrative case and concludes with an appraisal of the advantages of a systemspsychodynamic conceptual perspective — taking bothstructure and process into account — which hasbeen neglected or minimized in the literature onorganizational alliances.  相似文献

The fragmentation of a donor's foreign aid across too many recipient countries is widely believed to be detrimental to aid effectiveness. This article explores the origins of a new norm – recipient concentration – and assesses the extent to which it can be expected to improve aid effectiveness. It also examines 23 donors' actual record of country concentration, and finds that, though there are some potential explanations for donors' behaviour, their collective failure to implement country concentration has very little consequence in theory or in practice.  相似文献

This paper examines the original model of community support for people coping with psychiatric disabilities and illuminates four emergent factors that are bringing about what the author identifies as second-generation community support systems. In this article, elements from different stress models are embedded in a phenomenological framework for work and organization stress based on practical insights on the one hand and ideas and methods from ethology, microsociology, and cultural anthropology on the other. The framework is compatible with most of the existing research and theoretical views, and pays attention to some lacunas in these views. The central concept is integrity, i.e., the ways in which the process of situated individual functioning is organized in a niche, consisting of a limited set of situations. Integrity refers to the internal integration of individual functioning and the integration of the individual in his or her niche (and thereby in an organization and society at large). Integrity is a multileveled process with considerable individual variation, characterized by signification, morality, and individual experiences, which, with the help of four auxiliary verbs, can be analyzed in terms of individual options for action. Inadequate integrity may result from underdevelopment, decay, change, and intrusions by external events or an ongoing stress process. These can be described as (overlapping, and often coinciding) stress sources. In this respect, the framework makes a distinction between stressors that primarily affect the task itself and stressors that disturb the immediate environment of the task. All these stressors can be described as a matter of too much or too little on a great number of variables, of which usually only the medium range is conducive to adequate integrity. Lastly, attention is paid to stress reactions, which can act as stressors in their own right.  相似文献

Drawing on extensive qualitative data at a Mexican‐owned multinational corporation, this case study investigates professional employees’ perceptions of changes to a prohibitive work policy requiring women to quit working upon marriage and having children. Employees believed the policy change meant working women were valued employees, but how this translated into opportunity highlighted distinct views of the types of positions professional women could occupy at the company, reinforcing sex‐segregated job allocation. Whereas women's narratives pointed to cultural resistance, men's narratives attributed the dearth of women in higher level positions to their lack of professionalism and commitment to work. The work policy change only guaranteed the right for women to work as the company modernized to fit the neoliberal demands of the global marketplace. Now women faced the challenge of turning that right into career advancement in a traditionally masculine‐defined company. I argue that even with the policy change, gendered discourses on women in professional occupations constructed and maintained gender inequities in the workplace. This study contributes to the scholarly discussion on gendered discourses within the context of global restructuring by showing how mechanisms at work maintain gender inequity in the workplace.  相似文献

Returning the helper to studies of help‐seeking highlights how organizational status is interactionally (re)produced. Using interview and ethnographic data of IT support workers in a medical school, I illuminate how organizational status hierarchies develop independently of organizational rank or authority. Status both structures and is (re)produced through requestors' enactment of deference and/or face‐threatening acts; backstage interpretive processes among helpers naturalize and legitimate status‐based interaction styles. High‐status requestors' failure to protect helpers' face does not flow naturally from organizational status but is the result of active meaning‐making processes with meso‐level implications.  相似文献

The Framework for the Assessment of Children in Need and their Families is guidance introduced by the Department of Health in England to improve assessment practice and promote better outcomes for children and their families. This paper considers ways in which the Assessment Framework can improve assessment practice in cases of child neglect. However, as with any national guidance, its effectiveness is dependent on local approaches to implementation. The author has undertaken practice development work around implementation with senior managers and frontline staff in area child protection committees (ACPCs) and social services departments. These experiences are used to explore the local issues and tensions encountered by both practitioners and managers responsible for implementing the Assessment Framework.
