新安江电站职工在思想生产和各项工作上1958年是全面大跃进的一年。这一年的工作特点是:破除迷信,解放思想,因而带来了生产上的连续跃进。而生产的跃进,又反过来促进我们破除迷信,增强斗志,从而更进一步地推动了各项工作。在这一年中我们不仅大大加快了新安江工程进度,提前在1959年10月1日发电;同时还大大降低了造价;使总造价降低到2.5亿元。不仅

4月14日上午,省水利厅参加了由省委、省政府纠风办和黑龙江人民广播电台在绥化市举办的“心系‘三农’,服务春耕”《行风热线》节目直播活动。30多位水利专家与农民朋友面对面交流,解答他们在春耕生产中遇到的各类水利问题,并向他们赠送了《政策法规》、《节约用水》、《防汛抗旱》、《实用水利科技》、《水土保持》等涉农书籍和资料2000多册。

新乡市‘7.9’暴雨对地下水影响分析

2016年7月8日,新乡市普降大雨,降雨一直持续到9日20时,全市平均降水量达到145.10 mm,本次降雨在给新乡市造成洪灾威胁的同时,对地下水形成了很大的补给,平均地下水埋深回升了1.02 m,尤其是新乡市市区,地下水平均埋深回升了2.27m,而其它年份同期平均地下水埋深回升的远小于此。经分析计算得出,本次暴雨总降雨水量为10.44亿m3,地下水蓄变量为2.93亿m3,地下水补给系数为0.28。     

Manning’s ‘n’ co-efficient for flexible emergent vegetation in tandem configuration

A comprehensive laboratory study on the hydraulic resistance characteristics due to a group of slender cylindrical members representing flexible plantation has been carried out in a laboratory open channel. The model stem group comprised of individual members arranged in a tandem configuration. The tests with model vegetation were carried out by adopting different sizes for the individual stems and concentrations which were chosen in such a way that they would fall into practical ranges of vegetations in coastal forestry. The results indicate that the flow resistance varies with stem concentration, stem diameter and elastic properties of the individual members and the flow velocity. Based on the flume data, the Manning’s n, for various flow conditions as well as for vegetative parameters was determined. A new empirical equation is proposed for evaluating the Manning’s n friction coefficient for partially submerged flow when, the depth of flow is greater than 0.8 times the un-deflected plant height. It is expected that the Manning’s n thus determined will be useful in modelling shallow flows using shallow water equations.

长江‘98,’99大洪水带来的启示

９０年代末，长江连续两年发生大洪水，给人们充分认识长江洪水规律，为进一步做好防洪除涝工作提供有益的启示。既要继续重视干流防洪工程建设，又要十分重视支流防洪工程建设；堤基防渗要从防汛实际出发，采取多种措施处理；水阳江等主要支流要编制防洪预案，遇特大洪水，要舍局部保全局；妥善处理蓄洪区蓄与保的矛盾，力求双方收益与社会受益；提高城市防洪排涝能力势在必行。     

‘ 84 办法’在特小流域洪峰流量计算中的应用

"84办法"是安徽省水利部门在中小流域(10³00km2)洪峰流量计算中的常用方法,但在特小流域中(<10km2)的应用较少。以安徽省马鞍山市雨山现代农业示范园内的防洪渠设计洪水分析计算为例,将"84办法"与特小流域中计算洪峰流量常用的两种方法即中国水科院1958年推理公式法和中国公路科学研究所经验公式法进行比较、分析与讨论,认为"84办法"在特小流域洪峰流量计算中的应用是合理可行的。     

India’s water management debate: is the ‘civil society’ making it everlasting?

Abstract

This article discusses the bias of the growing constituency of civil society activists in India against conventional water management solutions implemented by the government, and the ‘alternatives’ they champion, which force the government to enter into an endless debate with these groups. The article goes into the fundamental reasons for this bias, and identifies four types of civil society activist: ‘professional’, ‘ideologue’, ‘romantic’ and ‘doomsday prophet’. The article also argues that water bureaucracies in India should adopt evidence-based policy making, subjecting the ‘alternatives’ to the same degree of scrutiny as the conventional ones, to end the policy dilemma, while enhancing the overall quality of design, execution and management of projects for better outcomes.     

‘Hotel Middle East’: social shocks and adaptation in Jordan’s domestic water sector

While socio-ecological systems are susceptible to social shocks, a theoretical and empirical understanding of social-shock adaptation remains absent from the literature. This article investigates the Syrian refugee crisis in water-scarce Jordan, where historical waves of migration have shaped water governance. Findings suggest that water sector adaptation to social shocks fits within broader adaptation theory, and that frequent refugee crises in Jordan have perpetuated reactive water governance, shaping the sector’s resiliencies, vulnerabilities, and adaptation processes. Through examining adaptation processes in the acute water and refugee contexts of Jordan, we suggest that through planning and preparedness, socio-ecological systems could build resilience to social shocks.

由国家防汛抗旱总指挥部、水利部、新华社联合主办的“搏天’96防汛抗洪摄影展”于1996年10月26日在北京举行。 此次展览真实地再现了1996年防汛、抗洪、抢险、救灾的生动场面;表现了亿万军民团结治水、搏天抗洪的英勇行为;充分体现了党中央的坚强领导、社会主义制度的优越性、中华民族高度的爱国热情和强大的凝聚力。 本刊在此选登部分参展作品以飨读者。     

Proposing a solution to India’s water crisis: ‘paradigm shift’ or pushing outdated concepts?

Abstract

This article is a critique of the report of the committee chaired by Dr Mihir Shah on restructuring the Central Water Commission and Central Ground Water Board of India. It shows that the recommendations of the committee are not based on any sound understanding of the federal nature of water administration in India, water-sector performance or the problems confronting it. The ‘paradigm shift’ in the suggested approach to water management is based on flawed analysis of the performance of surface irrigation systems and outdated concepts of irrigation efficiency, and reflects the professional bias of its members against large water infrastructure and wishful thinking about what schemes like aquifer mapping can achieve.
