Recent empirical studies have found widespread inaccuracies in traffic forecasts despite the fact that travel demand forecasting models have been significantly improved over the past few decades. We suspect that an intrinsic selection bias may exist in the competitive project appraisal process, in addition to the many other factors that contribute to inaccurate traffic forecasts. In this paper, we examine the potential for selection bias in the governmental process of Build-Operate-Transfer (BOT) transportation project appraisals. Although the simultaneous consideration of multiple criteria is typically used in practice, traffic flow estimate is usually a key criterion in these appraisals. For the purposes of this paper, we focus on the selection bias associated with the highest flow estimate criterion. We develop two approaches to quantify the level and chance of inaccuracy caused by selection bias: the expected value approach and the probability approach. The expected value approach addresses the question “to what extent is inaccuracy caused by selection bias?”. The probability approach addresses the question “what is the chance of inaccuracy due to selection bias?”. The results of this analysis confirm the existence of selection bias when a government uses the highest traffic forecast estimate as the priority criterion for BOT project selection. In addition, we offer some insights into the relationship between the extent/chance of inaccuracy and other related factors. We do not argue that selection bias is the only reason for inaccurate traffic forecasts in BOT projects; however, it does appear that it could be an intrinsic factor worthy of further attention and investigation.  相似文献

Project promoters, forecasters, and managers sometimes object to two things in measuring inaccuracy in travel demand forecasting: (1) using the forecast made at the time of making the decision to build as the basis for measuring inaccuracy and (2) using traffic during the first year of operations as the basis for measurement. This paper presents the case against both objections. First, if one is interested in learning whether decisions about building transport infrastructure are based on reliable information, then it is exactly the traffic forecasted at the time of making the decision to build that is of interest. Second, although ideally studies should take into account so-called demand “ramp up” over a period of years, the empirical evidence and practical considerations do not support this ideal requirement, at least not for large-N studies. Finally, the paper argues that large samples of inaccuracy in travel demand forecasts are likely to be conservatively biased, i.e., accuracy in travel demand forecasts estimated from such samples would likely be higher than accuracy in travel demand forecasts in the project population. This bias must be taken into account when interpreting the results from statistical analyses of inaccuracy in travel demand forecasting.  相似文献

This paper concerns the development of a new decision support framework for the appraisal of transport infrastructure projects. In such appraisals there will often be a need for including both conventional transport impacts as well as criteria of a more strategic and/or sustainable character. The proposed framework is based on the use of cost-benefit analysis featuring feasibility risk assessment in combination with multi-criteria decision analysis and is supported by the concept of decision conferencing. The framework is applied for a transport related case study dealing with the complex decision problem of determining the most attractive alternative for a new fixed link between Denmark and Sweden – the so-called HH-connection. Applying the framework to the case study made it possible to address the decision problem from an economic, a strategic, and a sustainable point of view simultaneously. The outcome of the case study demonstrates the decision making framework as a valuable decision support system (DSS), and it is concluded that appraisals of transport projects can be effectively supported by the use of the DSS. Finally, perspectives of the future modelling work are given.  相似文献

In this paper we examine how 23 industrialised countries treat wider economic impacts (WEIs) in transport appraisals. We identify 12 different types of impacts based on these countries’ appraisal guidelines. Agglomeration impacts and Production changes in imperfect markets are the most widely accepted, being recognised by 14 and 10 countries, respectively. However, about half of the impacts are mentioned by only one country, and few recommend including the impacts directly in cost–benefit analyses. Several countries provide provisos or criteria that must be met before WEIs can be assessed in the first place. We found method recommendations for quantifying WEIs in 10 countries. However, with the exception of the UK Department for Transport’s (DfT) methodological framework, there is very little international consensus on the choice of appropriate methods. Our findings thus supplement and reinforce the conclusions from the Norwegian Official Report of the Hagen Committee [NOU 2012:16. (2012). Samfunnsøkonomiske analyser. Oslo: Departementenes servicesenter] that there is currently no established consensus on the magnitude and relevance of WEIs, or on how and which of these impacts should be taken into account in transport appraisals. Fleet operators rely on forecasts of future user requests to reposition empty vehicles and efficiently operate their vehicle fleets. In the context of an on-demand shared-use autonomous vehicle (AV) mobility service (SAMS), this study analyzes the trade-off that arises when selecting a spatio-temporal demand forecast aggregation level to support the operation of a SAMS fleet. In general, when short-term forecasts of user requests are intended for a finer space–time discretization, they tend to become less reliable. However, holding reliability constant, more disaggregate forecasts provide more valuable information to fleet operators. To explore this trade-off, this study presents a flexible methodological framework to evaluate and quantify the impact of spatio-temporal demand forecast aggregation on the operational efficiency of a SAMS fleet. At the core of the methodological framework is an agent-based simulation that requires a demand forecasting method and a SAMS fleet operational strategy. This study employs an offline demand forecasting method, and an online joint AV-user assignment and empty AV repositioning strategy. Using this forecasting method and fleet operational strategy, as well as Manhattan, NY taxi data, this study simulates the operations of a SAMS fleet across various spatio-temporal aggregation levels. Results indicate that as demand forecasts (and subregions) become more spatially disaggregate, fleet performance improves, in terms of user wait time and empty fleet miles. This finding comes despite demand forecast quality decreasing as subregions become more spatially disaggregate. Additionally, results indicate the SAMS fleet significantly benefits from higher quality demand forecasts, especially at more disaggregate levels.

Researchers have improved travel demand forecasting methods in recent decades but invested relatively little to understand their accuracy. A major barrier has been the lack of necessary data. We compiled the largest known database of traffic forecast accuracy, composed of forecast traffic, post-opening counts and project attributes for 1291 road projects in the United States and Europe. We compared measured versus forecast traffic and identified the factors associated with accuracy. We found measured traffic is on average 6% lower than forecast volumes, with a mean absolute deviation of 17% from the forecast. Higher volume roads, higher functional classes, shorter time spans, and the use of travel models all improved accuracy. Unemployment rates also affected accuracy—traffic would be 1% greater than forecast on average, rather than 6% lower, if we adjust for higher unemployment during the post-recession years (2008 to 2014). Forecast accuracy was not consistent over time: more recent forecasts were more accurate, and the mean deviation changed direction. Traffic on projects that opened from the 1980s through early 2000s was higher on average than forecast, while traffic on more recent projects was lower on average than forecast. This research provides insight into the degree of confidence that planners and policy makers can expect from traffic forecasts and suggests that we should view forecasts as a range of possible outcomes rather than a single expected outcome.

BackgroundCycling for transportation has become an increasingly important component of strategies to address public health, climate change, and air quality concerns in urban centers. Within this context, planners and policy makers would benefit from an improved understanding of available interventions and their relative effectiveness for cycling promotion. We examined predictors of bicycle commuting that are relevant to planning and policy intervention, particularly those amenable to short- and medium-term action.MethodsWe estimated a travel mode choice model using data from a survey of 765 commuters who live and work within the municipality of Barcelona. We considered how the decision to commute by bicycle was associated with cycling infrastructure, bike share availability, travel demand incentives, and other environmental attributes (e.g., public transport availability). Self-reported and objective (GIS-based) measures were compared. Point elasticities and marginal effects were calculated to assess the relative explanatory power of the independent variables considered.ResultsWhile both self-reported and objective measures of access to cycling infrastructure were associated with bicycle commuting, self-reported measures had stronger associations. Bicycle commuting had positive associations with access to bike share stations but inverse associations with access to public transport stops. Point elasticities suggested that bicycle commuting has a mild negative correlation with public transport availability (−0.136), bike share availability is more important at the work location (0.077) than at home (0.034), and bicycle lane presence has a relatively small association with bicycle commuting (0.039). Marginal effects suggested that provision of an employer-based incentive not to commute by private vehicle would be associated with an 11.3% decrease in the probability of commuting by bicycle, likely reflecting the typical emphasis of such incentives on public transport.ConclusionsThe results provide evidence of modal competition between cycling and public transport, through the presence of public transport stops and the provision of public transport-oriented travel demand incentives. Education and awareness campaigns that influence perceptions of cycling infrastructure availability, travel demand incentives that encourage cycling, and policies that integrate public transport and cycling may be promising and cost-effective strategies to promote cycling in the short to medium term.  相似文献

Railway transportation is becoming increasingly important in many parts of the world for mass transport of passengers and freight. This study was prompted by the industry’s need to systemically estimate greenhouse gas emissions from railway construction and maintenance activities. In this paper, the emphasis is placed on plain-line railway maintenance and renewal projects. The objective of this study was to reduce the uncertainties and assumptions of previous studies based on ballasted track maintenance and renewal projects. A field-based data collection was carried out on plain-line ballasted track renewals. The results reveal that the emissions from the materials contribute more than nine times the CO2-e emissions than the machines used in the renewal projects. The results show that extending the lifespan of rail infrastructure assets through maintenance is beneficial in terms of reducing CO2-e emissions. Analysis was then carried out using the field data. Then the results were compared to two ballastless track alternatives. The results show that CO2-e emissions per metre from ballasted track were the least overall, however, the maintenance CO2-e emissions are greater than those of ballastless tracks over the infrastructure lifespan, with ballasted track maintenance emitting more CO2-e emissions at the 30 and 60 year intervals and the end of life when compared to the ballastless track types. The outcome of the study can provide decision makers, construction schedulers, environmental planners and project planners with reasonably accurate GHG emission estimates that can be used to plan, forecast and reduce emissions for plain-line renewal projects.  相似文献

This study reviews the 50-year history of travel demand forecasting models, concentrating on their accuracy and relevance for public decision-making. Only a few studies of model accuracy have been performed, but they find that the likely inaccuracy in the 20-year forecast of major road projects is ±30 % at minimum, with some estimates as high as ±40–50 % over even shorter time horizons. There is a significant tendency to over-estimate traffic and underestimate costs, particularly for toll roads. Forecasts of transit costs and ridership are even more uncertain and also significantly optimistic. The greatest knowledge gap in US travel demand modeling is the unknown accuracy of US urban road traffic forecasts. Modeling weaknesses leading to these problems (non-behavioral content, inaccuracy of inputs and key assumptions, policy insensitivity, and excessive complexity) are identified. In addition, the institutional and political environments that encourage optimism bias and low risk assessment in forecasts are also reviewed. Major institutional factors, particularly low local funding matches and competitive grants, confound scenario modeling efforts and dampen the hope that technical modeling improvements alone can improve forecasting accuracy. The fundamental problems are not technical but institutional: high non-local funding shares for large projects warp local perceptions of project benefit versus costs, leading to both input errors and political pressure to fund projects. To deal with these issues, the paper outlines two different approaches. The first, termed ‘hubris’, proposes a multi-decade effort to substantially improve model forecasting accuracy over time by monitoring performance and improving data, methods and understanding of travel, but also by deliberately modifying the institutional arrangements that lead to optimism bias. The second, termed ‘humility’, proposes to openly quantify and recognize the inherent uncertainty in travel demand forecasts and deliberately reduce their influence on project decision-making. However to be successful either approach would require monitoring and reporting accuracy, standards for modeling and forecasting, greater model transparency, educational initiatives, coordinated research, strengthened ethics and reduction of non-local funding ratios so that localities have more at stake.  相似文献

Abstract

Household vehicle ownership, and the associated dimensions including fleet size, vehicle type and usage, has been one of the most researched transport topics. This paper endeavors to provide a critical overview of the wide-ranging methodological approaches employed in vehicle ownership modeling depending on the ownership representation over the past two decades. The studies in the existing literature based on the vehicle ownership representation are classified as: exogenous static, exogenous dynamic, endogenous static and endogenous dynamic models. The methodological approaches applied range from simple linear regressions to complex econometrics formulations taking into account a rich set of covariates. In spite of the steady advancement and impressive evolution in terms of methodological approaches to examine the decision process, we identify complex issues that pose a formidable challenge to address the evolution of vehicle ownership in the coming years. Specifically, we discuss challenges with data availability and methodological framework selection. In light of these discussions, we provide a decision matrix for aiding researchers/practitioners in determining appropriate model frameworks for conducting vehicle ownership analysis.  相似文献

Abstract

Transport appraisals in European countries increasingly address three dimensions of sustainability—economic, ecological and social. However, social impacts of transport have been underexposed in (ex‐ante) transport project appraisal, at least in the Netherlands. Firstly, this article presents a theoretical framework describing the relationships between determinants of social impacts of transport; it also provides a definition and categorization of those impacts. Secondly, the article reviews the state of the practice of national transport project appraisal in the Netherlands and the United Kingdom. The article shows that social impacts of transport investments can take on many forms and their levels of importance may vary widely, in project appraisal. The UK transport appraisal guidance includes a spectrum of social impacts through quantitative and qualitative assessments that is broader than the Dutch appraisal guidance. However, it does not cover the full range as identified in the literature. This holds, in particular, for the temporary impacts of transport investments, health impacts, social cohesion, the distribution and accumulation of impacts across population groups and social justice. All in all, it can be concluded that there is a long way to go before social impacts of transport projects are completely included in appraisals, in a way that allows us to compare them to economic and ecological effects.  相似文献

ABSTRACT

Often called paratransit because of their flexible stops, schedules and routes, minibuses make up the bulk of public transport in African cities. Despite their ubiquity and importance, these systems are poorly understood by transportation planners who tend to focus on large-scale urban infrastructure projects such as highways, commuter rail or bus rapid transit systems. The assumption within much of this planning is that these minibus systems are barriers to change and will become at most secondary “feeder” buses within large-scale projects, but structured plans detailing this vision are lacking. This paper argues that frequent failure to collect data and value important paratransit systems as a critical part of transportation in their own right is deeply problematic from the point of view of equity, access and inclusive and effective planning. We ask whether the growing number of bottom up mapping projects of minibus systems can disrupt this status quo. By comparing two mapping projects, Digital Matatus in Nairobi and the Mapa Dos Chapas in Maputo, we find that inclusive, collaborative mapping can help render these minibuses more visible in planning and provoke more grounded and inclusive “planning conversations” on multi-modal integration, passenger information and minibus upgrading, all key but relatively marginalised aspects of creating accessible, low emission, high quality and safe public transport in African cities.  相似文献

Environmental issues have received a prominent place in transport policies of most European countries. The coordination of such policies however, is fraught with many difficulties. The increasing freight flows after the European integration are a source of concern, but have not yet led to straightforward and effective environmental strategies.The paper focuses on the Trans Alpine freight transport systems in the light of the future integration of single national transport systems into the European transport network. The environmental, social and institutional peculiarities of this ‘region’ have favoured—in the past—the development of strong nationally-oriented policies, partly in contrast with the goals promoted by the European Union. The present analysis aims to highlight opportunities, and limits inherent, in the implementation of various infrastructure projects oriented towards a drastic change of the Alpine transport systems structure. The Alpine countries, viz. Austria and Switzerland, play a central role in the promotion of environmental benign modes of transport of goods, with a clear focus on rail. The route choice and modal split of freight flows in Europe are taking place simultaneously. In this paper the results of European freight flow models (based on logit analysis and neural networks) will be presented. An important exercise is then to assess the consequences of various types of eco-taxes on road transport in Europe. In this context, several policy scenarios will be dealt with.  相似文献

Abstract

Attempts to integrate sustainability in the decision-making process for transport infrastructure projects continue to gain momentum. A number of tools and methodological frameworks are available — such as rating systems, traditional decision-making techniques, checklists, and different evaluation frameworks and models. While these tools are highly valuable, some practical issues remain unsolved. There is also a need for more standardized tools to appraise the sustainability of transport projects. This paper is a presentation of a review on the current assessment tools of sustainability applied to transport infrastructure projects. The preliminary part of the paper is an explanatory and comparative analysis of the tools and methods in terms of their effectiveness to appraise sustainability. The analysis is a critical evaluation of the current state of the art to identify the limitations of existing approaches, point out new areas of research, and propose a sustainability appraisal agenda for the future.  相似文献

ABSTRACT

While the period of heightened oil prices in 2005–2014 has attracted considerable academic and policy attention, there is scant cross-disciplinary research considering energy price, transport and land use together. In car dependent societies many socio-economically disadvantaged areas often lack public and active transport accessibility. Emerging research focus has been placed on issues of transport equity including effects of fuel prices. We reviewed 45 years (1972–2017) of publications about fuel price impacts, transport, and urban context, drawn from Web of Science listed publications. Bibliographic citation analysis reveals eight major research clusters with a set of inter-city comparative studies at their centre. The historical evolution, geographical trends, research approaches and the key themes are revealed by context analysis. The paper highlights the need for further studies looking at energy, transport and land use interaction, and suggests a greater focus on transport equity.  相似文献

Abstract

This paper examines 42 business‐as‐usual (BAU) scenarios for future transport and traffic development in the Netherlands from the period 1970 to 2000. An important aspect of these scenarios is that they indicate the potential future state of the transport system if the policies in place at the time continue unchanged, thus raising issues which may require a policy response. This paper shows that in most of the important BAU transport scenario results of the past in the Netherlands, such as future car use and transport emissions, the policy makers were not misled. The prognoses for traffic congestion are an important exception as they underestimated the congestion problems that would arise. This paper shows that, based on the research it examines, BAU transport forecasting is an inaccurate practice. It is recommended that the BAU scenario designer communicates this high inaccuracy, enabling the policy maker to include the inherent future uncertainty in their decision‐making.  相似文献

Abstract

The history of urban traffic control (UTC) throughout the past century has been a continued race to keep pace with ever more complex policy objectives and consistently increasing vehicle demand. Many benefits can be observed from an efficient UTC system, such as reduced congestion, increased economic efficiency and improved road safety and air quality.

There have been significant advances in vehicle detection and communication technologies which have enabled a series of step changes in the capabilities of UTC systems, from early (fixed time) signal plans to modern integrated systems. A variety of UTC systems have been implemented throughout the world, each with individual strengths and weaknesses; this paper seeks to compare the leading commercial systems (and some less well known systems) to highlight the key characteristics and differences before assessing whether the current UTC systems are capable of meeting modern transport policy obligations and desires.

This paper then moves on to consider current and future transport policy and the technological landscape in which UTC will need to operate over the coming decades, where technological advancements are expected to move UTC from an era of limited data availability to an era of data abundance.  相似文献

Abstract

Numerous research studies have elicited willingness‐to‐pay values for transport‐related noise. However, in many industrialized countries including the UK, noise costs and benefits are still not incorporated into appraisals for most transport projects and policy changes. This paper describes the actions recently taken in the UK to address this issue, comprising: primary research based on the city of Birmingham; an international review of willingness‐to‐pay evidence; the development of values using benefit transfers over time and locations; and integration with appraisal methods. Amongst the main findings are: that the willingness‐to‐pay estimates derived for the UK are broadly comparable with those used in appraisal elsewhere in Europe; that there is a case for a lower threshold at 45 dB(A)Leq,18h rather than the more conventional 55 dB(A); and that values per dB(A) increase with the noise level above this threshold. There are significant issues over the valuation of rail versus road noise, the neglect of non‐residential noise and the valuation of high noise levels in different countries. Conclusions are drawn regarding the feasibility of noise valuation based on benefit transfers in the UK and elsewhere, and future research needs in this field are discussed.  相似文献

Abstract

The aim of this paper is to measure ‘overall’ success of a public private partnership (PPP) transport projects using four case studies. All four case studies are PPP toll roads from four different EU countries (UK, Spain, Portugal and Greece). The case studies have been analysed using a manual Qualitative Comparative Analysis approach. According to the paper, three different perspectives have been used to measure the success of a project, that is, project management perspective, stakeholder perspective and contract management perspective. The ‘overall’ success has then been deduced by bringing these three perspectives together as a holistic approach. The findings are presented in the form of a matrix and the final outcome of the paper shows a simple methodological approach that can be used to measure success of a PPP transport project. Since the study takes more of a qualitative approach, researcher bias and perceptions have a major role to play in the final outcome. However, to reduce ‘biasness’, quantitative measures have also been used to quantify the Key Performance Indicators and performance measures in the case studies. It is hoped that the study makes a valid contribution to the areas of transport PPPs and performance measurement.  相似文献

Due to limited data availability only a few studies have been able to provide statistically significant evidence on cost overruns in transport infrastructure investments and their systematic nature, and fewer still for road infrastructure investments. The body of available evidence refers to the most economically developed countries, while very little evidence was found regarding other countries. In this article the authors focus on cost performance of road infrastructure constructed through the National Motorway Construction Programme in Slovenia. Methodologically the study departs from other studies in this field by building on detailed expenditure data and not aggregate reports from the relevant institution. This enabled the analysis of four individual project cost categories (construction cost, land acquisition damages and others) and comparably more accurate results. A representative sample of randomly selected completed projects in the period 1995–2007 revealed that the cost overruns (19%; SD = 46.10%) in the entire period studied do not appear to be higher than in other comparable studies. At the same time the study results showed that cost overruns were unstable, i.e. much higher for older projects.  相似文献
