电力需求响应作为电力需求侧管理的解决方案之一,在保障电网稳定运行、抑制电价上升方面具有重要作用。2015~2017年黄浦区政府组织实施了两期电力需求侧响应试点项目,对需求响应项目效果进行综合评估成为了目前亟待解决的问题。本次研究分析了我国电力需求响应评估方法的现状,建立了适合黄浦区需求侧响应的评估模型,并以黄浦区电力需求响应试点项目为实例,综合评估了试点项目的需求响应效果。本研究有助于科学地说明需求响应的可行性和经济性,辅助建立需求侧响应激励机制,为促进其在上海市乃至全国的大规模应用提供借鉴。  相似文献

The aim of this study is to develop a method that allows selecting appropriate measures for reductions in negative environmental impacts on a regional energy system. In this paper a sophisticated screening method based on theoretical and practical basics of decision-making is proposed. The proposed method is applied and tested on the energy system of a typical rural middle-sized region in Latvia. The starting point for energy system analysis was evaluation of DSM (demand side management) options but later authors chose to include also primary energy to evaluate the whole regional energy system. The proposed method foresees different aspects: not only technical and economical possibilities, but also political and social factors that are very important in the decision-making process are taken into account.  相似文献

发电工程设计企业主要基于关键路径法编制进度计划,基于赢得值原理进行进度控制,这种方法在设计企业资源充足的情况下,有效地优化了进度计划,进度控制取得了很好的效果。但随着市场环境的变化,原先的管理模式已不能满足现实需求。本文以案例研究的方式对基于关键链的发电设计项目进度优化进行了研究。在单一项目管理时,考虑了人们行为效应,将传统工期估计中的安全时间汇聚为缓冲,在不改变计划总工期的情况下,仍然提高了按时完成的概率。在多项目管理时,采用基于层次分析法的模糊综合评价处理多项目优先级问题,统筹分配能力约束资源,使企业内所有项目的进度计划得到总体的优化。  相似文献

DSM is one of the best and most practical policy tools for China to balance environmental protection and economic growth. However, the bottleneck lies in the lack of long-term, stable, sufficient and gradually increasing funds to flow into DSM projects. The author redesigns the practical ‘system benefit charge (SBC)’ policy, which will provide long-term and stable funding for DSM, the policy to facilitate the financial support from banking sector and capital market, and investigates the possibility of DSM funding from CDM projects. SBC is the best way to boost long-term stable and sufficient funding for DSM at present in China. The current low inflation rate and natural resource price are favored to expedite the implementation of SBC and DSM developments. With regard to the uneven development, China needs to design relative policies to offset the impact in different areas, such as tax reduction and fiscal subsides. It is time for China to develop a definite and clear target and timetable to implement DSM, which will give the public and enterprises a definite and clear expectation for the future. The government should publicize a clear and integrated DSM development plan and relative policy outline in the near, medium, and long term.  相似文献

This paper is based on the project portfolio management technology to introduce a new energy projects management system. For the increasingly complex of current Chinese energy project management, and traditional project management system not being very good for energy projects in regulated status, this thesis put forward an energy portfolio management system using energy portfolio management technology combined with the unique characteristics of energy projects, which includes from proposition of energy projects, energy projects selection and evaluation, and then to portfolio assessment and implementation of energy projects and the assessment and control of energy portfolio implementation process. With the global economy integration and progress in energy transformation, it has become a general trend to surpass national boundaries to achieve wider and optimal energy resource allocations. Consequently, there is a critical need to adopt scientific approaches in assessing cross-border power grid interconnection projects. First, considering the promotion of large-scale renewable energy resources and improvements in system adequacy, a comprehensive assessment index system, including costs, socio-economic benefits, environmental benefits, and technical benefits, is established in this study. Second, a synthetic assessment framework is proposed for cross-border power grid interconnection projects based on the index system comprising cost–benefit analysis, with market and network simulations, iterative methods for indicator weight evaluation, and technique for order preference by similarity to an ideal solution (TOPSIS) method for the project rankings. Finally, by assessing and comparing three cross-border projects between Europe and Asia, the proposed index system and assessment framework have been proved to be effective and feasible; the results of this system can thus support investment decision-making related to such projects in the future.  相似文献

From 1985 onward, New England Electric has carried out and supported a wide range of research, development and demonstration projects related to the use of solar photovoltaic (PV) energy. This paper describes each project and summarizes performance to date. Several projects embody the concepts of distributed generation (DG) and demand-side management (DSM) as well as utilization of renewable energy. These residential and commercial grid-connected PV systems have reduced electrical demand at each site during the Company's summer peak hour from 1986 through 1993. In addition, during many of the hours around noon the residential systems have provided all of the energy for neighboring homes without PV systems. Transmission and distribution losses associated with the normal supply of energy to these sites was therefore minimized during these hours. On-site production of electricity via photovoltaics may also result in significant environmental benefits, particularly in summer, through displacement of energy from fossil-fueled peaking units. Other types of projects discussed include (1) a solar monitoring network, with simulation of electrical output for three types of PV systems, (2) a unique PV-assisted DC lighting system for a commercial building, (3) a large (100 kW) ground-mounted PV system, (4) a combination solar-PV and solar-thermal system, and (5) development of a single-module inverter  相似文献

In the present study, a method is proposed to solve the problem of economic load distribution in MGs, meet the challenges arising from the use of renewable sources periodically, ensure the stable performance of MGs, and minimize the operating cost of MGs considering combined heat and power (CHP) units and reserve system. Moreover, demand-side management (DSM) as a tool is employed to reduce the operating cost of the power system. Therefore, the proposed model for optimal operation of MGs using DSM is formulated as an optimization problem. Load shifting is considered as an effective solution in DSM. Minimizing the total operating cost of the system is considered as the objective function of this problem. Problem constraints include operating and executive constraints for load shifting. Finally, the model is solved using the developed adolescent identity search algorithm (AISA). In the developed model, Powell's local search operator is employed to improve the efficiency of searching for the optimal solution. Due to the existing uncertainties in load consumption and day-ahead market price, the method is presented as a scenario-based stochastic energy management problem. The results reveal the proposed method is highly efficient in solving the problem, and load management can improve economic indicators.  相似文献

Power grid construction projects are distinguished by their wide variety, high investment, long payback period, and close relation to national development and human welfare. To improve the investment accuracy in such projects and effectively prevent investment risks, this paper proposes an investment optimization decision-making method for multiple power grid construction projects under a certain investment scale. Firstly, an in-depth analysis of the characteristics and development requirements of China’s power grid projects was performed. Thereafter, the time sequence and holographic method was adopted to conduct multi-dimensional, multi-perspective risk assessment of different parts of power grid projects, and a holographic risk assessment index system was developed. Moreover, an investment decision model considering the comprehensive risk based on combination weighting was developed according to the output and input of power grid construction projects. A new combination weighting optimization method that takes into account the investment willingness of enterprises was designed to improve the current weighting evaluation methods. Finally, the validity and applicability of the proposed evaluation method were verified by case examples.  相似文献
