The coming together of a number of initiatives provided a springboard for an innovative pilot programme in education for sustainable development. For some time problem‐based learning has gathered momentum as an approach to educating professionals. More recently, there has been a burgeoning interest in inter‐disciplinary approaches to the complex societal and environmental issues that face the world as a whole. At the same time, professional engineering institutions have been reflecting on appropriate approaches to the education and development of future engineers. Building on work already undertaken by some of the authors, the Royal Academy of Engineering sponsored an inter‐disciplinary pilot programme in sustainable development for undergraduate engineers and scientists in the University of Manchester. The pilot was innovative not only in its inter‐disciplinary approach to sustainable development but also in its approach to the development of the curriculum. Inter‐disciplinary exercises were designed that enabled a contextual, active, collaborative and cumulative approach to learning. The assessment was also designed to align to the learning approach. Evaluation of the pilot programme suggests that it was well received by the students, and the post‐doctoral researchers who acted as facilitators, and also that there were gains in both understanding of the issues and also in approaches to learning.  相似文献

“Tourism-Assisting the Poor” has been an important approach in anti-poverty strategy. Studies suggest that the conventional tourism model fails to generate benefits for the poor and to some extent enlarges the gap between the poor and the rich, which subsequently causes more social problems. Pro-poor tourism (PPT) is regarded as an alternative model. Precisely targeted assistance to the poor is the key to initiating this model, while the institutional change and implementation mechanism are essential to run it successfully and sustainably. Social entrepreneurship focusing on social values while adopting modern business philosophy has been introduced recently as an instrument in helping disadvantage population. This paper takes the Smangus community in Taiwan as an example to explore the role of social entrepreneurship and social enterprises in PPT development. It also discusses their implications for the anti-poverty practice in other regions including ethnic areas in China.  相似文献

Freshwater aquaculture plays an important role in the economy of Bangladesh, providing food, income, livelihoods and export earnings. However, freshwater aquaculture in the Mymensingh area of north-central Bangladesh has been accompanied by recent concerns over climate change. Field survey revealed that different climatic variables including flood, drought, rainfall variation and temperature fluctuation have had adverse effects on pond-fish culture. These climatic variables have detrimental effects on the ecosystem of ponds and thus affect survival, growth and production of fish. Changes in climatic variables have adverse effects on fish reproduction, grow-out operation, parasite infestation and disease occurrence. Considering vulnerability to the effects of climate change on pond-fish culture, we propose adaptation strategies that need to be introduced to cope with the challenges.  相似文献

This article is based on an international comparative study analysing innovations in national administrative institutions. Results of that research are presented and discussed here. Against the background of the institutionalising process of political institutions the study focused on innovations initiated or introduced by governments or parliaments by example of policies and politics supporting sustainable development. The countries involved in the original study were Belgium, Denmark, Finland, France, Germany, the Netherlands, Sweden and the United Kingdom. Three general lessons can be drawn: (1) Countries with a long tradition of integrated environmental policy-making are more open to the concept of sustainability. (2) A (institutional) “cure-all” solution does not seem to exist. It seems necessary to diffuse the concept of sustainability into all spheres of politics and society. Reaching this strategic goal requires a specific policy and polity mix. (3) Strong and well-equipped institutions result from specific policies and politics: they play a central role in promoting and intensifying sustainable development. Successful innovations integrating SD into everyday politics and policies are only a very first step though. Further improvements with regard to effective participation and public debate, global orientation of policies and the measurability of achieved progress are necessary.  相似文献

The 17 Sustainable Development Goals announced by the United Nations are important guides for the development processes of developing countries. However, achieving all of these goals is only possible if the goals are consistent with each other. It has been observed in the literature that possible contradictions between these goals are ignored. Therefore, the main purpose of this study is to investigate whether two sustainable development goals (SDGs) of the UN are contradictory or supporting each other in low-income countries. These SDGs are “Good Health and Well-Being” (SDG3) and “Partnerships for the Goals” (SDG17). For this purpose, the role of globalization and democracy in life expectancy is empirically investigated in 16 low-income countries over the period 1970–2017. While globalization has been used as an indicator of the partnership between countries, democracy has been used as an indicator of accountability and cooperation between governments and societies. According to estimations of the continuous-updated fully modified (CUP-FM) and bias-adjusted ordinary least squares (BA-OLS), globalization and its subcomponents such as economic, social, and political globalization affect life expectancy positively. Democracy also increases life expectancy in those countries. The GDP per capita is also used as a control variable. Our results show that a higher level of per capita income is positively associated with higher levels of life expectancy. In conclusion, no contradiction was found between SDG3 and SDG17 in those countries. Achieving a healthier society requires economic, social, and political integration between governments and societies.

In order to further ensure that the 2030 Agenda for Sustainable Development is to be implemented and the action measures of all countries are consistent, the United Nations has put forward a set of indicators to monitor and evaluate the progress of global sustainable development. This set of evaluation indicators is aimed for global and regional progress. An important feature of the evaluation indicators is that they are internationally comparable, but due to the large differences in the levels of sustainable development among countries, this framework of evaluation indicators has a disadvantage that it does not apply to tracking the progress of sustainable development at the national level. This paper focuses on the analysis of specific issues in the application of the global sustainable development indicators framework to meet the goals and targets of the UN and builds a system of evaluation indicators to assess the progress of sustainable development at the national level in China, and offers a perspective to assess China’s progress as well.  相似文献

The Rio+20 summit of the United Nations in Brazil in 2012 committed governments to formulate a set of sustainable development goals (SDGs) that would be integrated into the Millennium Development Goals (MDGs) following its expiration in 2015. This decision has pushed sustainable development agenda into the limelight of development once again. Meanwhile, we note that the development agenda of many developing countries has been dominated by neoliberal orientation driven by market reforms, social inequality, and a move towards enhancing the economic competitiveness of the supply side of the economy. In this paper, we discuss the relationship between neoliberal economic agenda and sustainable development. We do so by examining how neoliberal policies of privatisation, trade liberalisation and reduction in governments spending stand to affect the attainment of sustainable development ideals and their implications on the post-2015 Sustainable Development Goals. The paper then suggests that relying solely on the mechanisms of the market in governing and allocating environmental resources is necessarily insufficient and problematic and therefore calls for a new approach—one which goes beyond just recognising the interdependency among social, environmental and economic goals and places issues of equity and addressing unfavourable power relations at the centre of interventions aimed at achieving the ideals of sustainable development.  相似文献

In this paper, we assess the associations between self-reported happiness, measured using the Gallup Healthways Well-Being Index (2012), and four US city sustainability indices: the Green City Index (2011), Our Green Cities (2012), Popular Science US City Rankings (2008) and the SustainLane US Green City Rankings (2007). Based on the examination of nonparametric, rank-based correlations, we found positive associations between sustainable development and happiness on all scales and statistically significant correlations for two of the four SD indices. Results support previous research, emphasize the value of explicit consideration of happiness when measuring urban sustainability and highlight the need for future research that assesses the influence of specific subsystems of urban development on self-reported happiness.  相似文献

The empirical evidence that economies predominantly reliant on their natural resources are characterized by slower economic growth—the so-called Resource Curse (RC)—is in many ways confirmed by the case of Zambia. Haber and Menaldo (Am Polit Sci Rev 105(1):1–26, 2011) identify Zambia’s extreme dependence on copper exports as one of the worldwide most striking examples for a country suffering from this “curse.” In topical literature, the RC is traced back to the generation of natural resource rents regardless of economic performance, which among other problems leads to suboptimal reinvestment. The World Banks indicator for the “weak” sustainable development of a country—the so-called Genuine Savings (GS)—considers exactly this reinvestment of rents from the depletion of natural capital rents into physical or human capital. Although it has been shown empirically that countries dependent on primary exports on average feature negative GS rates and that the determinants of the RC influence both present economic growth and future sustainability as measured by GS, no case studies have been conducted to confirm this. Against this background, we qualitatively survey the relationship between the most discussed determinants causing the RC in Zambia and the country’s GS rate. We show that all theoretical relationships between the GS rates of a country and RC determinants such as consumption behavior, volatile world market prices, the so-called Dutch disease as well as political and institutional structures apply to Zambia between 1964 and 2010: an extreme dependency on copper exports and insufficient reinvestments of income from the depletion of Zambia’s natural capital constitutes one of the main reasons for slow growth and negative GS until the copper price booms in the second half of the 2000s.  相似文献

Environmentally conscious product development, eco-design or design for environment is the methodology trying to introduce environmental requirements into product design. The first step of this process is the gathering of customer requirements for a structured product development procedure, such as quality function deployment (QFD). The problem is that environmental requirements are usually unspoken by the customers. This paper describes a methodology for uncovering such requirements by using environmental default questions in an elaboration process. This leads to an increased customer environmental awareness, and it generates a comprehensive list of requirements suitable for use in a subsequent QFD process. The effects of the elaboration process are demonstrated in one case study.  相似文献

The recent increase in energy costs, driven by a surge in oil prices, has increased world‐wide efforts on the exploitation of renewable/wind energy resources for environment‐friendly sustainable development and to mitigate future energy challenges. Moreover, experience in the wind energy industry has reached high levels in the field of manufacturing and application. This inevitably increases the merits of wind energy exploitation. In order to exploit wind resources, through the establishment of wind power plants, specific attention must be focused on the characteristics of wind and wind machines. The literature indicates that wind‐energy resources are relatively better along coastlines. In the present study, long‐term hourly mean wind speed data for the period 1986–2003, recorded at Dhahran (Eastern Coastal region, Saudi Arabia), has been analysed to examine the wind characteristics including (but not limited to): yearly/monthly/diurnal variations of wind speed, frequency distribution of wind speed, impact of hub‐height/machine‐size on energy production, etc. Data have been checked/validated for completeness. Data analysis indicated that long‐term monthly average wind speeds ranged from 3.8 to 5.8 m/s.

Concurrently, the study determined monthly average daily energy generation from different sizes of commercial wind machines (150, 250, 600 kW, etc.) to assess the impact of wind machine size on energy yield. The study also estimated annual energy production (MWh/year) from wind farms of different capacities (3, 6, 12, 24 MW, etc.) by utilising different commercial wind energy conversion systems (WECS). It was observed that, for a given 6 MW wind farm size, a cluster of 150 kW wind machines (at 50 m hub‐height) yielded about 32% more energy when compared to a cluster of 600 kW wind machines. The study also estimated the cost of wind‐based electricity (COE, US$/kWh) by using different capacities of commercial WECS. It was found that the COE per kWh is 0.045 US$/kWh for 150 kW wind machine (at 50 m hub‐height) whereas COE was 0.039 US$/kWh for 600 kW wind machine (at 50 m hub‐height). The study also dealt with wind turbine characteristics (such as capacity factor and availability factor). These characteristics are important indicators of wind turbine performance evaluation.  相似文献

Taiwan's EPA has implemented a new guideline called the "Plastic Products Restriction Policy", prohibiting some industries to use plastics as packaging materials for the sake of sustainable use of resources. The significant effect resulting from this policy is the substitution of plastic products with paper products. Is this policy beneficial to achieve future sustainability? I attempt to analyze the resource choice between renewable resources and exhaustible resources for production of final products and services in case of exhaustion of natural resources. In this paper, I develop a framework to examine the dynamic responsiveness of a socio-economical system in facing a continual depletion of natural resources provided by an environmental system. In this framework, the status of an environmental system in terms of carrying capacity is affected by the cumulative impacts caused from human activities, including environmental pollution and resource exploitation. Conversely, it also affects the growth of renewable resources. This framework can serve as a guideline to construct indicators to measure the status of the environmental system and the socio-economical system in order to support a policy planner that formulates an appropriate environmental policy. Based on this framework, I also develop a mathematical model to determine the optimal ratio of resources choice between renewable resources and exhaustible resources.  相似文献

It has been argued in recent years that Western economies need to increase their resource productivity by 90% over the next 50 years. This is a radical aim. This paper draws on design for sustainability (DfS) thinking to scope interventions that encourage greater levels of resource productivity through reconfiguring concepts of growth and well‐being within organisational strategies, structures, systems, processes and outputs. Based on research from a UK EPSRC funded project Design Dialogues (2005–2008), this paper links together sustainable design and innovation literatures and dialogue‐based primary research that together inform the development of an approach to innovation for sustainability. The emphasis on sustainable innovation is to understand what is designed (the outputs of business) and why (the inputs: the values, beliefs, visions and objectives) within a context of ecological limits. The foundations of this approach are introduced here in order to demonstrate the potential to provoke a new way of thinking about longer‐term organisational innovation through making explicit the intrinsic connections between natural and human capitals. China-Africa development cooperation in the rural sector has received an increased attention by researchers and policy-makers given the advantages and disadvantages of China’s contribution to the local economy. However, there is a lack of more reliable and nuanced findings to provide greater insights into the major issues concerning rural development and resource use. This paper aims to position land tenure and foreign investments linkages as a new research angle for understanding the role of land in sustainable resource use and investments. The paper provides a brief overview of China-Africa cooperation in rural development especially concerning agriculture to illustrate the neglect of critical land and resource use issues in policy and practice. The paper briefly discusses the ongoing land tenure reforms in Africa and the policy gaps to be filled through further research. It also discusses how China’s own development model, especially concerning land tenure reform, shares similar trajectories with Africa, which has important implications for the effectiveness of Chinese investments in African land. The paper concludes that there is an urgent need for lesson learning among Chinese and African policy-makers and investors towards tailoring development cooperation to more appropriate land tenure systems for sustainable resource use to the mutual benefit of Chinese and African stakeholders.  相似文献

This paper serves to establish an appropriate framework for prioritizing policy related to sustainable development by combining elements of Maslow’s hierarchy of needs theory with Porter’s value chain theory. An appropriate balance of social sustainability, economic sustainability, and environmental sustainability is defined so that policy makers may be provided some direction in regard to appropriate and socially just resource priorities. The model that forms the basis for this framework is then tested through hierarchal regression analysis using data from 45 developing countries. Using these results, the values chain framework has been refined to consider that self-actualization and sustainable development are one and the same and that the satisfaction of society’s physiological needs through the prioritization of policies related to environmental sustainability is the principle motivator for moving on to the attainment of higher-order needs such as increased levels of sustainable development.  相似文献

This report summarizes the results of two studies of electricity supply for Europe (EU), the Middle East (ME) and North Africa (NA) up to the year 2050. It shows that a transition to competitive, secure and sustainable supply of electricity and water is possible using renewable energy sources, efficiency gains and fossil fuel backup for balancing power. A strong cooperation between the EU and MENA for the market introduction of renewable energy and the interconnection of the electricity grids by high-voltage direct-current transmission are keys to the success and survival of the whole region. However, the necessary measures will take at least two decades to become effective. Therefore, adequate policy and economic frameworks for their realization must be introduced immediately. The importance of sustainable energy for the security of freshwater supplies in MENA is also described.
