China’s Total Emission Control Policy: A Critical Review

Abstract

As part of a comprehensive environmental management system, many countries establish emission control targets for mass emissions of a pollutant. Such targets are often the key objective of an environmental policy, such as an emission trading program. In China, however, it is more than just an objective of one particular policy; it has become a concept that has influenced many national environmental policies and activities. The objective of this article is to review the implementation of the total emission control policy in the past 10 years and explore emerging issues in its implementation. The article has three sections: a summary of the implementation experience, issues with the design and implementation of the policy, and policy recommendations.

CDM Project Activities in China＇s Iron and Steel Industry：Current Status,Barriers and Development Strategies

China is now facing huge pressure from both the domestic concern of energy security and the global community's call for emission reduction commitment. As one of the major energy consumers and greenhouse gas emitters, China's iron and steel industry has a huge clean development mechanism (CDM) potential. This article both quantitatively and qualitatively analyzes the current status of CDM project activities in the iron and steel industry in China, including characteristics of approved project types, applicable methodologies, and potential technology fields. From the perspective of project implementation, the article summarizes development barriers such as high investment risk, difficulty in project identification, strict requirements on PPDs, long registration waiting time, and etc. Policy suggestions are also put forwarded to help better promote the development of CDM projects in the iron and steel industry.     

Models for Initial Allocation of Emission Permits in a River Basin During Industrial Development： A Case Study of Huaihe River Basin, China

At present,water pollutant emission trading plays an increasingly important role in pollution control in many foreign countries,and its pilot studies and demonstration have also been started in China.In order to solve the problem of initial allocation of emission permits: premise and basis of emission trading in a river basin,basic principles on initial allocation of actual emission permits in China are put forward.And it is thought that local development stage of industry should be taken into full account for initial allocation model of emission permits.There are five different allocation models in different development stages of industry,including models like distribution according to needs,improved same-rate reduction,performance,integration and environmental capacity,etc.The initial allocation of emission permits in various basins should choose a suitable model in accordance with their respective development stages.It is suggested in this article that integrated allocation model should be a main choice for current development stage of industry in China.     

An Empirical Study on the Environmental Kuznets Curve for China＇s Carbon Emissions： Based on Provincial Panel Data

Based on the Environmental Kuznets Curve theory, the authors choose provincial panel data of China in 1990-2007 and adopt panel trait root and co-integration testing method to study whether there is Environmental Kuznets Curve for China＇s carbon emissions. The research results show that： carbon emissions per capita of the eastern region and the central region of China fit into Environmental Kuznets Curve, but that of the western region does not. On this basis, the authors carry out scenario analysis on the occurrence time of the inflection point of carbon emissions per capita of different regions, and describe a specific time path.
