Ephemeral and Ludic Strategies of Remembering in the Streets: A Springboard for Public Memory in Chile

This article examines a profound turn in the commemoration and representations of the dictatorial past in Chile (1973–1990), where young people who did not experience firsthand the authoritarian order are publicly creating fleeting images, practices, and objects to remember the military dictatorship. These are urban ephemeral and ludic mnemonic assemblages (Freeman, Nienass, and Daniell 2015) that connect past and present events and demand new ways of talking, acting, and thinking about the past, thereby appropriating the public space. The participants in these actions stress the original, carnivalesque, and public dimensions of their practices, challenging the official politics of memory that has focused on the recognition of victims within the walls of museums or memorials. The following question guides this article: How do new public, ludic, and ephemeral strategies interact with and potentially change official ways of narrating the past? How do they create the space for political participation in postconflict societies? Drawing upon a qualitative and multimethod study that combines 60 in‐depth interviews, participant observations, and archival work, I maintain that, although this blossoming of the Chilean public memory has opened up new territories for activating memory, it has a transient temporality and, consequently, may have transitory political potential.     

Television and Violence in the Economy of Memory

The present paper aims to consider the cultural function of television as a technology for the creation of a public memory. The television system records past images, preserves them, and broadcasts various historical programs. A viewer owns the public memory jointly, through watching/consuming programs. However, the process of production and consumption of programs is linked with the exclusion of other historical memories from the public space. After all, the creation of public memories in depth is related to social power. Through the analysis in concrete terms of a series of programs of Project X and the second episode of the Nippon Hoso Kyokai (NHK; Japan Broadcasting Corporation) series, Special Edition: Judging War, the relationship between the organization of public memories and social power is explored. Project X depicts the challenges of engineers of middle standing who initiated new industrial and technological developments in the 1960s and 1970s. Special Edition: Judging War is based on coverage of the Women's International War Crimes Tribunal on Japan's Military Sexual Slavery. This program was subjected to revision on the eve of its broadcast. What forms of expression were eliminated? These two programs should help us define more clearly what the Japanese media selects for incorporation into the public memory.

Music to Remember Me By: Technologies of Memory in Home Recording

This article presents ethnographic data on home music recording to advance the concept of technologies of memory as way for interactionists to understand memory work as a practice of self. John Dewey's classic ruminations on memory as process are combined with Tia DeNora's contemporary articulation of music as a technology of the self to explain data on home recording as individually and socially meaningful mnemonic work. This specific case study demonstrates how home recordists use material technologies (technics) and technological practices (techniques) to form and reform the self in everyday life. More generally, this article demonstrates the efficacy of interpretive studies of memory, creativity, technology, and the self in everyday life.     

Symbolic violence and the Olympic Games: low-income youth,social legacy commitments,and urban exclusion in Olympic host cities

Drawing on a five-year qualitative study on the impacts of the Olympic Games on homeless and marginally housed youth in two host cities (Vancouver 2010 and London 2012), this paper explores the instances of ‘symbolic violence’ perpetuated by the institutional infrastructure associated with the Olympics. Following Pierre Bourdieu’s use of the term, symbolic violence refers to the manner in which the young people turned dominant notions of what the desirable Olympic city looks and feels like into a sense of their own non-belonging and/or inadequacy, experienced bodily and emotionally. Feeling pressured to vie for elusive Olympic jobs and volunteer positions, and to be less visible to the thousands of tourist-spectators for the Games, youth in both cities reported a defiant mix of frustrated indignation and resigned acceptance that they did not ‘fit’ the image of the global Olympic city that organizers were trying to convey. The paper argues that this social harm, difficult to measure yet real nonetheless, is an important though unintended legacy of the Olympic Games for homeless and marginally housed youth living in its shadows. The paper also calls for a more sustained engagement with Bourdieu’s concept of symbolic violence in youth studies as a discipline.     

Looking Forward,Looking Back: Collective Memory and Neighborhood Identity in Two Urban Parks

Collective memory and narratives of local history shape the ways people imagine a neighborhood's present situation and future development, processes that reflect tensions related to identity and struggles over resources. Using an urban culturalist lens and a focus on collective representations of place, I compare two nearby New York parks to uncover why, despite many similarities, they support different patterns of meaning making and use. Drawing on ethnographic observation, interviews, and secondary analysis, I show that multi‐vocal and fragmented contexts of collective memory help explain the uneven nature of gentrification processes, with one park serving as its cultural fulcrum while the other is left at the sidelines.

Narratives of ICT and Organizational Change in Public Administration

In the last decade the implementation of computerized technology and advanced information systems in public administration has gathered speed. The purpose of this article is to explore the ways in which these changes might be gendered by analysing different narratives of digitalization and organizational change in public administration. The empirical findings indicate that resistance to information and communication technology is explained away by managers as reflecting women's low computer maturity, while the narratives of the case‐workers themselves reflect their resistance to deskilling and simplified work specifications, as well as their experience of a shift in the work object — from working with human beings to working with electronic information. The findings indicate that the increased use of information technology genders resistance to degradation as a feminized fear of technology and low computer maturity.

Public space,collective memory and intercultural dialogue in a (UK) city of culture

Using the case study of Derry~Londonderry and its designation as ‘UK City of Culture 2013’, the primary objective of this research paper is to critically analyse the challenges associated with the production of a year-long cultural programme in a culturally and politically divided place. Given that Northern Ireland’s second largest city has been understood in terms of a conflict between ‘two traditions’, Irish/Catholic and British/Protestant, we critically assess the dialogue and policy negotiations with reference to public places as well as representations of collective memory and traditional music during the year. Fieldwork over two years has enabled us to investigate how culture and identity politics are played out in the context of a city undergoing a process of reconciliation. Placing our case study in a strongly comparative context, we argue that cultural concerns are pivotal points of (re-)negotiation in any society transitioning from conflict to ‘peace’ and that this issue, therefore, is of vital concern to academics and policymakers alike internationally.

A Legal Analysis of Segregation in Public Education

Many people fear that the current explosion in mass media technology is negatively affecting individuals and society via-à-vis considerations related to the accessibility of pornographic materials. The way this accessibility affects young people is of particular concern. In this article, the author addresses these concerns from the legal and media-effects perspectives. He argues that social studies teachers can respond to questions about pornography and the mass media in a more confident and informed manner if they gain some familiarity with court rulings and contemporary social science research relevant to the impact of the mass media in a democratic society. The author contends that education, not censorship, is the best way to address the issue.     

Doing Good,Public Good,and Public Value

In this article, using multiple illustrative case examples, we demonstrate that philanthropic institutions are in the business of creating public value. In framing the work of philanthropy more broadly to include the process of public value creation, philanthropic institutions and leaders are challenged to be more strategic not only in their mission‐fulfillment grant‐making with nonprofit organizations but also in the way they stimulate and encourage collaboration, create the “third space” necessary to incubate ideas to transform society, and leverage resources to increase the return on their investments toward system‐wide change. The implications for philanthropic actors and institutions suggest that the strategic contributions they make toward creation of public value are those that go beyond transactional performance measures, such as number of dollars spent or clients receiving services, to include ways that their investments are amplified by meaningful partnerships with nonprofit and other organizations, changed behaviors of institutions and individuals, and transformative public policies.
