This research aims to investigate underlying factors that play role in citizens' decision to use e-government services in Turkey. UTAUT model which was enriched by introducing Trust of internet and Trust of government factors is used in the study. The model is evaluated through a survey conducted with Turkish citizens who are from different regions of the country. A total of 529 answers collected through purposive sampling and the responses were evaluated with the SEM (Structural Equation Modeling) technique. According to the results, Performance expectancy, Social influence, Facilitating conditions and Trust of Internet were found to have a positive effect on behavioral intention to use e-government services. Additionally, both Trust factors were found to have a positive influence on Performance expectancy of e-government services, a relation which, to our best knowledge, hasn't been tested before in e-government context. Effect of Effort expectancy and Trust of government were found insignificant on behavioral intention. We believe that the findings of this study will guide professionals and policy makers in improving and popularizing e-government services by revealing the citizen's priorities regarding e-government services in Turkey.  相似文献

We proposed a way of assessing readiness of a government organization to transform itself into a provider of fully integrated e-government services. We identified major components of e-government and discussed how it could evolve from a simple website into a fully integrated portal that delivers services to the public. Drawing upon strategic IS theory, we proposed three levels – strategic, system, and data – at which the governmental office’s readiness for e-government should be addressed. We empirically tested our model of e-government readiness with data collected from a U.S. municipal government. However, the results supported only a two-level model rather than the three we had theorized. This finding had important implications because it supported our contention that discrepancies can occur when e-government initiatives are at a relatively early stage and some critical e-government issues have not yet emerged.  相似文献

ABSTRACT

Adoption of e-government services persists as a prime concern among scholars and practitioners. Although much progress has been attained in comprehending how e-government services have been adopted by citizens, our understanding of vendors’ willingness to engage in Government-to-Business transactions (e.g. e-procurement) is much more limited by comparison, especially from the perspectives of service convenience and performance failure. For this reason, there have been increasing calls for further investigations into the factors affecting vendors’ adoption of e-government services and especially those operating in developing countries. Drawing on the compatibility principle, we advance a theoretical model that posits performance failure of e-government systems as object-based beliefs affecting vendors’ behavioral-based belief of service convenience. Upon analyzing survey data gathered from 227 vendors based in Indonesia on their experiences with e-government procurement systems, we discover that vendors’ evaluations of service convenience are negatively influenced by the presence of information, function, and system failures and that the effects of these failures vary across different dimensions of service convenience. In turn, service convenience and performance failure exert opposite impact on vendors’ satisfaction with e-government systems.  相似文献

Citizen confidence in government and technology is imperative to the wide-spread adoption of e-government. This study analyzes the impact of trust and risk perceptions on one’s willingness to use e-government services. We propose a model of e-government trust composed of disposition to trust, trust of the Internet (TOI), trust of the government (TOG) and perceived risk. Results from a citizen survey indicate that disposition to trust positively affects TOI and TOG, which in turn affect intentions to use an e-government service. TOG also affects negatively perceived risk, which affects use intentions as well. Implications for practice and research are discussed.  相似文献

The information systems, e-business, and e-government literature has unanimously shown that trust and risk are antecedents of the use of information technology and technology-based services. However, a deeper understanding of the relationship between trust and risk, especially when taking into account the extensive knowledge created in fields such as organisational science and psychology, is often missing. With this article, we aim at conceptualizing risk in e-government use. Based on a structured review of the trust-related e-government literature, we derive a typology of relevant e-government risks. We analyse this typology in light of extant trust and risk literature. The typology can be used both to understand the behaviour of system or service users and to design systems and services that can be and are trusted. As such, this research can serve as a basis for future research on the role of trust and risk in designing and using e-government services. The generalizability to e-business services and information systems in general is discussed.

ABSTRACT

E-government on social media has received much attention lately. Despite a recent call for further research into social interaction and communication aspects of e-government on social media, there is still limited empirical evidence regarding why individuals participate in the social aspect of e-government services and how that relates to their expectations and satisfactions. The present work addresses this gap by extending the Expectation-Confirmation Theory (ECT) to study communication and social interactions in government Facebook groups. The results show that communication quality and responsiveness are two key elements that contribute to the perceived level of usefulness. These two variables together with social interaction had a statistically significant effect on the overall confirmation of expectations. Perceived usefulness and satisfaction predict continuance use intention of e-government social networking services with satisfaction influencing such intention more than perceived usefulness. Further multi-group analyses show that generational difference and usage frequency moderates the relationships of the extended model. Managerial implications are provided.  相似文献

An empirical study was conducted to investigate the critical factors influencing the citizens’ intention to adopt e-government services at different levels of service maturity, i.e., information and transaction levels. An integrated conceptual model is proposed and validated. Data were collected using the quota sampling method from two user groups, i.e., online and offline. The empirical evidence, discussion, and recommendations provide guidelines to the Pakistani government to follow in order to increase citizens’ potential to utilize e-government services.  相似文献

This paper describes a meta-design approach to the development of online services for citizens of a government agency. The goal is to transfer the development of government-to-citizen services from professional software developers to administrative employees, without forcing employees to acquire any programming skills. The approach encompasses two main phases. The first phase analyzes the different perspectives of the stakeholders involved in service creation and usage – employees, citizens, software developers and human–computer interaction specialists – in order to derive a meta-model of e-government services. The latter applies the meta-model to design and develop an end-user development environment that properly supports employees in creating an instance of the service meta-model, which is then automatically interpreted to generate the service pages for citizens. A pilot application of the proposed approach is illustrated with reference to a specific class of e-government services offered by the Brescia Municipality, even though the approach is general enough to be applied to different kinds of e-government services and application domains. The results of the evaluation with a group of municipality employees provide initial feedback from the government field and show how to proceed along this research direction.  相似文献

近来各级地方政府掀起了区块链技术开发的热潮,为了避免地方政府在将区块链技术应用于政务服务过程中重蹈传统电子政务所出现的重复投资,信息孤岛等问题,须打破传统理念束缚,从顶层设计角度进行“区块链+电子政务”的系统规划,重构电子政务服务系统。本研究首先分析了当前我国电子政务存在的问题及其原因,在此基础上创新性提出:采用“1+N”的模式开发“区块链+电子政务”的系统应用,系统性地解决了电子政务信息孤岛的问题。同时优化政务信息项目申请的审核流程,以避免电子政务信息项目的重复投资。  相似文献

Governmental portals designed to provide electronic services are generally overloaded with information that may hinder the effectiveness of e-government services. This paper proposes a new framework to supply citizens with adapted content and personalized services that satisfy their requirements and fit with their profiles in order to guarantee universal access to governmental services. The proposed reactive and proactive solutions combine several recommendation techniques that use different data sources i.e., citizen profile, social media databases, citizen’s feedback databases and service databases. This study aims to examine whether and how national culture affects e-government diffusion. To explore the possible relationship, we analyze two sets of international-level indexes: (1) the indexes of five of the societal cultural practices of the GLOBE project [35]; and (2) the e-government development and participation indexes from the most recent United Nations e-government survey [71]. Because economic development reportedly plays an important role in both e-government diffusion and cultural dynamics, we also examine the relationships between GNI per capita, culture, and e-government diffusion. A sample of 55 countries was studied. We find that culture does have an effect on e-government diffusion in various ways, and that economic development in the form of GNI per capita has a moderating effect on the relationship between culture and e-government diffusion. We discuss the implications of these findings for e-government strategy. In addition, we identify the limitations of the study and propose areas for future research. This study is among the first to use the GLOBE approach to study cultural effects on e-government diffusion while endeavoring to explore the relationship between culture and e-government diffusion.  相似文献

Citizens’ satisfaction is acknowledged as one of the most significant influences for e-government adoption and diffusion. This study examines the impact of information quality, system quality, trust, and cost on user satisfaction of e-government services. Using a survey, this study collected 1518 valid responses from e-government service adopters across the United Kingdom. Our empirical outcomes show the five factors identified in this study have a significant impact on U.K. citizens’ satisfaction with e-government services.  相似文献

Abstract. The challenge towards e-democracy, through the electronic transformation of political systems, has become increasingly evident within developed economies. It is regarded as an approach for increased and better quality citizen participation in the democratic processes. E-democracy forms a component of overall e-government initiatives where technology adoption and diffusion, to enhance wider access to, and the delivery of, government services, are apparent. However, previous research demonstrates that very few e-democracy proposals survive the stage of formal political decision-making to become substantive e-government projects within national or international agendas. Furthermore, the implementation of e-democracy projects is undertaken at a much slower pace and with dramatically less support than the implementation of other, so-called e-administration, activities in the public sector.
The research in this paper considers the notion of the 'middleman paradox', presenting theoretical and empirical evidence that further investigates the phenomenon associated with potential e-democracy improvements. Specifically, the paper adds a new dimension to existing theories on the hesitant evolution of e-democracy that clearly identifies politicians as an inhibiting factor. Proposals are made for an enhancement of these processes, and suggestions for further applicable research are demonstrated.  相似文献

In this paper, we propose a generic model for one-stop e-government and a distributed architecture for its implementation. The model follows a very basic paradigm: the public administration is composed of an unstructured network of entities that upload and download information objects to/from each other and to/from service repositories in order to deliver client-centered services. The architecture is based on widely available technologies such as HTTP, SSL, XML and PKI and it supports the implementation of life events, single access points, concurrent providers and integrated delivery channels. We argue that the proposed architecture permits the interconnection of almost any kind of government body and that it establishes a common ground upon which new standardization levels can be built. As a starting point, we also define a set of general requirements for one-stop e-government.  相似文献

从电子政务的发展趋势出发,在语义网技术的基础上,采用XML/RDF描述协同过程中的语义信息;提出了任务—本体相关联的思想,采用RM-SFCA算法,动态生成全局本体,形成部门本体—全局本体的双本体层,用于构建语义约束。在上述基础上,结合多agent技术构建了基于语义和多agent的电子政务协同工作模型,以支持政务服务的协同工作,为建立一个虚拟的一站式服务平台奠定基础。  相似文献
