通过一个自主设计的调查问卷的形式,开展基于社会性别的气候变化认知和气象灾害应对调查研究,分析在气候变化认知和灾害应对上不同性别群体的差异。调查结果表明:女性更关注气候变化及灾害预警信息,但是她们获取天气和灾害预警的信息渠道受到限制。当面对灾害威胁时,大多数女性缺乏应对的主动性和创新性。  相似文献

全球气候变暖毋庸质疑。政府间气候变化专门委员会(IPCC)第五次评估报告(AR5)再次证实,全球气候持续变暖,由此引发风险越来越明确,而人类活动对全球气候变化影响的证据也越来越确凿。如何应对气候变化带来的不利影响是全人类共同的任务。中国作为人类命运共同体的一员,一直非常重视气候变化。2007年,国务院成立国家应对气候变化及节能减排工作领导小组,作为国家应对气候变化和节能减排工作的议事协调机构。自此,国家应对气候变化领导小组统一领导、国家发展和改革委员会归口管理、有关部门和地方分工负责、智库机构有力支撑、全社会广泛参与的应对气候变化管理体制和工作机制已经初步形成,并逐步将应对气候变化工作放入中国中长期发展战略中。随着对全球气候变化认知的深入,气候变化对中国中长期发展及战略部署的影响也越来越大,应对气候变化工作也将成为中国中长期发展必须考虑的一部分。应对气候变化是生态文明建设的重要一环,力推绿色低碳安全发展应是未来发展的必然之路。同时,对外需积极参与全球气候治理,对内更需加强科普宣传,提高全民意识。  相似文献

通过综述和评价中国土壤,特别是农田土壤有机碳库(以下简称碳库)的现状与演变态势, 讨论其对我国应对气候变化的意义, 提出了我国土壤碳库及其演变与应对气候变化的基本国情是:1) 我国土壤背景碳储量较低且区域分布不均衡;2) 我国土壤固碳效应明显,未来固碳减排潜力显著;3) 技术和政策是实现和提高我国土壤碳汇、促进我国应对气候变化能力建设的重要途径。建议进一步加强对我国农田土壤固碳减排的研发投入, 完善农业应对气候变化的相关政策和鼓励措施体系,研究构建气候友好的新型农业,以期在提高和稳定农业生产力与应对气候变化能力上获得双赢。  相似文献

政府间气候变化专门委员会(IPCC)第四次评估报告综合报告于2007年11月17日在西班牙正式发布。综合报告将温室气体排放、大气温室气体浓度与地球表面温度直接联系起来,综合评估了气候变化科学、气候变化的影响和应对措施的最新研究进展。综合报告指出:控制温室气体排放量的行动刻不容缓;能否减小全球变暖所带来的负面影响,将在很大程度上取决于人类在今后二三十年中在削减温室气体排放方面所作的努力和投资。这对国际社会和各国政府制定经济社会发展政策,适应和减缓气候变化有一定的指导和促进作用。  相似文献

阐述了科学应对气候变化对实现“建设生态文明”战略目标的重要性。结合江西实际,分析了气候变化对江西农业、水资源、森林和其他生态系统的影响。在此基础上,提出了江西应对气候变化应采取的措施:一是进一步优化能源结构,大力发展循环经济,加强节能减排管理,以减缓温室气体排放;二是继续加强农业基础设施建设,推进农业结构和种植制度调整,选育抗逆品种,以加强农业生态建设;三是加强水资源管理与保护,进一步强化水利基础设施规划和建设;四是进一步完善森林生态系统建设,大力推进生态市、县和生态城市建设,健全林业有害生物检疫、测报和防虫服务体系,以加强森林和其他生态系统建设;五是研究和用好“排放权”特殊资源;六是采取加强气候变化相关科技工作的管理与协调,加强气候变化相关科研工作,加强气候变化领域科技人才建设,促进产业结构优化和升级,加强应对气候变化的节能减排科技成果的推广和转化,加大对气候变化科学研究与技术开发的资金投入等,以提高气候变化相关科技工作的水平和能力;七是发挥政府的推动作用,加强宣传、教育和培训工作,提高公众应对气候变化意识和水平。  相似文献

由于温室气体排放的全球外部性属性,减缓气候变化必须通过国际合作实现,必须体现一定程度的中央集权,考虑参与主体广泛性、减缓行动的范围和行动力度三大要素。《联合国气候变化框架公约》《京都议定书》及其“多哈修正案”“坎昆协议”等方案,对中央集权程度和三大要素各有取舍,构建了不同的国际减缓气候变化合作模式,但从实践看都未能解决国际减缓合作的问题。《巴黎协定》构建了“承诺+审评”的新模式,有望实现参与主体和行动范围的全覆盖,并通过透明度、遵约和全球盘点机制鼓励各参与方提高行动力度。然而要实现公约目标和科学应对气候变化的要求,《巴黎协定》下的国际减缓合作必须通过强化资金、技术、能力建设机制来保障,并通过进一步明确中长期量化目标来促进各方提高行动力度。  相似文献

Public support for carbon emissions mitigation is crucial to motivate action to address global issues like climate change and ocean acidification (OA). Yet in the public sphere, carbon emissions mitigation policies are typically discussed in the context of climate change and rarely in the context of OA or other global change outcomes. In this paper, we advance research on OA and climate change perceptions and communication, by (i) examining causal beliefs about ocean acidification, and (ii) measuring support for mitigation policies from individuals presented with one of five different policy frames (climate change, global warming, carbon pollution, air pollution, and ocean acidification). Knowledge about OA causes and consequences is more widespread than we anticipated, though still generally low. Somewhat surprisingly, an “air pollution” mitigation frame elicits the highest degree of policy support overall, while “carbon pollution” performs no better than “climate change” or “global warming.” Framing effects are in part contingent on prior knowledge and attitudes, and mediated by concern. Perhaps due to a lack of OA awareness, the OA frame generates the least support overall, although it seems to close the gap in support associated with political orientation: the OA frame increases support among those (few) conservatives who report having heard of OA before the survey. These findings complement previous work on climate change communication and suggest the need for further research into OA as an effective way to engage conservatives in carbon emissions mitigation policy. Agriculture is both vulnerable to climate change impacts and a significant source of greenhouse gases. Increasing agriculture’s resilience and reducing its contribution to climate change are societal priorities. Survey data collected from Iowa farmers are analyzed to answer the related research questions: (1) do farmers support adaptation and mitigation actions, and (2) do beliefs and concerns about climate change influence those attitudes. Results indicate that farmers who were concerned about the impacts of climate change on agriculture and attributed it to human activities had more positive attitudes toward both adaptive and mitigative management strategies. Farmers who believed that climate change is not a problem because human ingenuity will enable adaptations and who did not believe climate change is occurring or believed it is a natural phenomenon—a substantial percentage of farmers—tended not to support mitigation.  相似文献

Climate change impacts on marine environments have been somewhat neglected in climate change research, particularly with regard to their social dimensions and implications. This paper contributes to addressing this gap through presenting a UK focused mixed-method study of how publics frame, understand and respond to marine climate change-related issues. It draws on data from a large national survey of UK publics (N = 1,001), undertaken in January 2011 as part of a wider European survey, in conjunction with in-depth qualitative insights from a citizens’ panel with participants from the East Anglia region, UK. This reveals that discrete marine climate change impacts, as often framed in technical or institutional terms, were not the most immediate or significant issues for most respondents. Study participants tended to view these climate impacts ‘in context’, in situated ways, and as entangled with other issues relating to marine environments and their everyday lives. Whilst making connections with scientific knowledge on the subject, public understandings of marine climate impacts were mainly shaped by personal experience, the visibility and proximity of impacts, sense of personal risk and moral or equity-based arguments. In terms of responses, study participants prioritised climate change mitigation measures over adaptation, even in high-risk areas. We consider the implications of these insights for research and practices of public engagement on marine climate impacts specifically, and climate change more generally.  相似文献

Climate change is a fundamental challenge for which agriculture is sensitive and vulnerable. The Intergovernmental Panel on Climate Change has identified relevant information as key to enabling appropriate climate adaptation and mitigation action. Information specifically directed to farmers can be found, for example, in specialized farming magazines. While recent studies examine how national news media frame climate change, less—if any—studies have addressed climate framings and coverage in specialized media. Media framings are storylines that provide meaning by communicating how and why an issue should be seen as a problem, how it should be handled, and who is responsible for it. This paper analyses the framings and coverage of climate change in two Swedish specialized farming magazines from 2000 to 2009. It examines the extent of the climate change coverage, the content of the media items, and the dominant framings underlying their climate change coverage. The study identifies: increased coverage of climate change starting in 2007; frequent coverage of agriculture’s contribution to climate change, climate change impacts on agriculture, and consequences of climate politics for agriculture; and four prominent frames: conflict, scientific certainty, economic burden, and action. The paper concludes that climate change communicators addressing farmers and agricultural extension officers should pay attention to how these frames may be interpreted by different target audiences. Research is needed on how specialized media reports on climate-related issues and how science-based climate information is understood by different groups of farmers and which other factors influence farmers’ engagement in climate mitigation and adaptation.  相似文献

Changes in the agriculture sector are essential to mitigate and adapt to climate change, meet growing food demands, and improve the livelihoods of poor smallholder producers. What agricultural strategies are needed to meet these challenges? To what extent are there synergies among these strategies? This paper examines these issues for smallholder producers in Kenya across several agroecological zones. Several practices emerge as triple wins, supporting climate adaptation, greenhouse gas mitigation, and profitability goals. In particular, integrated soil fertility management and improved livestock feeding are shown to provide multiple benefits across all agroecological zones examined. Triple wins of other agricultural practices are limited to specific agroecological zones. Irrigation and soil and water conservation, for example, are essential for adaptation, mitigation, and profitability in arid areas. The results suggest that agricultural investments targeted toward these triple-win strategies will have the greatest payoff in terms of increased resilience of farm and pastoralist households and global climate change mitigation. To reap the benefits of triple-win strategies will require that policymakers, researchers, and practitioners move away from isolated approaches focused on either adaptation or mitigation or rural income generation toward a more holistic assessment of joint strategies as well as their tradeoffs and synergies.  相似文献

Agriculture is responsible for the bulk of Ireland’s greenhouse gas (GHG) emissions. However, the potential to mitigate some of these emissions through the adoption of more efficient farm management practices may be hampered by farmers’ awareness and attitude towards climate change and agriculture’s role in contributing to GHG emissions. This paper presents results from a survey of 746 Irish farmers in 2014, with a view to understanding farmers’ awareness of, and attitudes to, climate change and GHG emissions. Survey results show that there was a general uncertainty towards a number of questions related to agricultural GHG emissions, e.g. if tilling of land causes GHG emissions, and that farmers were reluctant to take action to reduce GHG emissions on their farm. To further explore farmers’ attitudes towards climate change, a multinomial logit model was used to examine the socio-economic factors that affect farmers’ willingness to adopt an advisory tool that would show the potential reduction in GHG emissions from the adoption of new technologies. Results show that farmers’ awareness of human-induced global climate change was positively related to the tool’s adoption.

  • Farmers in receipt of environmental subsidies are more likely to adopt new abatement tools, either because they are more environmentally conscious or because the subsidy raised their environmentally consciousness.

  • Willingness to adopt differs between different farm enterprises; operating dairy enterprise increases the willingness to adopt new advisory mitigation tools.

Despite a great deal of research on public perceptions of climate change science, very little empirical work has attempted to investigate how members of the lay public might evaluate the justice dilemmas inherent within climate policy decision-making. This exploratory study contrasts arguments about justice from a mitigation perspective, with those from an adaptation perspective and draws insights about the contours of politically acceptable climate policy. Using think-aloud protocols and a structured elicitation approach with members of the lay public to generate quantitative and qualitative data, this study suggests that the two types of climate policy trigger different sets of arguments about justice. When asked about mitigation burden-sharing participants overwhelmingly invoke arguments about causality. In contrast, in discussions of adaptation participants emphasized the needs of the afflicted parties and their ability to cope. Furthermore, social and spatial distances were not a factor in allocation of mitigation burdens, but were used to discount the distribution of compensation towards adaptation. These initial data about public perceptions of justice in this area suggest that the public would view adaptation and mitigation as complements not substitutes. These findings also highlight the importance of exploring public reactions to the sub-components of climate policy individually.  相似文献
