读者决策采购是近年来国外出现的赋予读者采购决策权的一种新的资源建设模式.尽管该模式尚存在一些争议,但相对于传统资源建设模式而言,其优势明显,因此被越来越多的学术图书馆所采纳.当前我国高校图书馆的文献资源建设存在着种种问题,有必要引入这一新型的由用户需求驱动的资源建设模式.     

美国NISO《期刊迁移实践条例》分析及对我国的启示

[目的/意义]通过系统分析Transfer code of practice（《期刊迁移实践条例》）的内容、特点及应用情况,为我国期刊出版管理提供依据,为数字出版环境下出台符合我国国情的标准规范提供参考。[方法/过程]对美国《期刊迁移实践条例》的主要内容与作用、迁移示例、特点与功能等3个方面进行深入阐述。[结果/结论]建议由相关机构成立工作组共同研究我国网络期刊发展,注意避免任何参与者受到不公正待遇,主要解决在期刊迁移过程中期刊的购买者和使用者所面临的问题。     

确保馆藏信息交流与转换的一致性——美国馆藏说明标准述评

美国馆藏说明标准有近40年的历史,已较为成熟且修订经验丰富,其发展历经了新旧标准的更迭、两个标准的统一、标准的多次修订及再确认的复杂而漫长的过程。本文以美国馆藏说明标准原始文本为基础,结合翻译过程中的扩展研究与思考,从美国馆藏说明标准的发展历史、主要内容和特点、与其他标准之间的关系及数据项和数据元四个方面进行系统的梳理与分析,以期为我国馆藏说明标准的完善提供有益参考。

PDA是一种以读者需求为核心的图书采购模式,在一些发达国家得到了广泛应用。作为一种新事物,其实施效果存有争议,影响了一部分图书馆引进PDA的进程。从购书经费、馆藏利用率、馆藏合理性及对出版社的影响等最具争议的问题对其利弊进行了分析,并肯定其积极意义,提出要趋弊就利,加以妥善利用。     

需求驱动采购电子书的实践与思考——以香港中文大学图书馆为例

以有限经费购买电子书,并同时兼具成本效益及实时地满足读者需求是数字时代高校图书馆的挑战之一。文章以香港中文大学图书馆英文电子书采购为例,从流程、使用率、每次使用费和价格等各方面分析和比较两项需求驱动采购模式的试验结果。     

美国国家信息标准组织推出数字参考咨询标准试用版

美国国家信息标准组织(NISO)的网络参考咨询标准(Networked Reference Standard)草案从2005年1月开始可获得免费试用版，试用期截止到2005年4月5日。这个标准定义了在数字参考咨询服务中数据交换的方法和结构。NISO委员会AZ负责开发了问题／回答传输协议，这个协议现在非正式的名称是NetRef，它主要用来支持图书馆用户(patrons)和参考来源之间的交互。     

Gateway to Improving ERM System Deliverables: NISO ERM Data Standards and Best Practices Review

Seven years after the Digital Library Foundation's (DLF) pioneering 2004 Electronic Resources Management Initiative (ERMI) report, challenges with electronic resource management (ERM) system implementation, interoperability, management, and workflow issues remain. In 2009 the National Information Standards Organization (NISO) formed the ERM Data Standards and Best Practices Review Steering Committee to undertake a gap analysis of ERM-related data, standards, and best practices with current and future e-resources management needs in mind. In this session a member of the Steering Committee presented an overview of the project and focused on initial results of the review, including mappings from the DLF ERMI data dictionary to a range of other current standards and best practices. This presentation was based on the draft of an unpublished discussion paper authored by the members of the NISO ERM Data Standards and Best Practices Review Steering Committee.

Click and Be Counted: A New Standard for Reference Statistics

ABSTRACT

This article discusses the National Information Standards Organization's new standard, NISO Z39.7-2004, which includes the reporting of the usage of library-generated Web pages and e-mail, live chat, and instant messaging reference queries. The integration of statistics on these new methods of providing service with traditional library statistics provides a more accurate picture of library services and demonstrates how libraries have expanded types of patron contacts in the digital age. This article also discusses the statistical reporting of individual reference queries handled away from the reference desk (e.g., in individual librarians' offices).     

Using ESPReSSO to Streamline SSO Access

Establishing Suggested Practices Regarding Single Sign-On (ESPReSSO) is an initiative of the National Information Standards Organization (NISO), which is developing a set of recommended practices for the authentication of authorized users to licensed external resources utilizing single sign-on (SSO) technologies. One benefit of SSO authentication is that it significantly reduces the need for IP range management for individual institutions and service providers. The ESPReSSO working group recommendations are intended to facilitate the adoption of SSO authentication for both individual institutions and service providers in order to improve the overall user experience.     

读者参与图书采购实践国内外比较分析

[目的/意义] 针对国内外在读者参与采购实践中表现出的差异进行比较分析，为国内改进读者参与采购模式提供参考。[方法/过程] 首先分析国内读者参与采购的研究与实践概况。从电子图书和纸质图书同步的DDA项目、馆际互借ILL DDA项目分析国外读者参与采购的模式。从读者参与采购的工作流程和效率、读者线上参与荐购方式、荐购知识库、读者参与采购线下模式、荐购经费比例等方面详细比较分析国内外读者参与采购的异同。[结果/结论] 国内在读者参与采购方面开展积极探索，荐购方式多样，功能模块齐全，在整合工作流程、提高荐购效率、线上线下相结合、完善荐购知识库、智能图书信息推送、完善荐购服务规则、建立激励措施等方面还需要做出进一步改进。     

读者主导式采购探析

目前对于"Patron-Driven Acquisition",学界出现了多种译法,但是读者主导式采购最为恰当。读者主导式采购大致可以分为由馆际互借引发的读者主导式采购和非馆际互借引发的读者主导式采购两大类。读者主导式采购不仅是一种文献信息资源采购模式,还是一种读者服务模式和文献信息资源销售模式。防止采购权被读者滥用是读者主导式采购实施的关键因素,同时,还要注意读者主导式采购为图书馆观念带来的众多变化。     

When the Pilot Is Over: Picking the Program and Making It Stick,Purchase on Demand at the University of South Florida

In 2008 the Interlibrary Loan department of the University of South Florida, Tampa, began a Purchase on Demand program, using interlibrary loan requests to supplement Collection Development practices. After three years the program was analyzed for effectiveness and compared to other programs currently in operation. To achieve a complete evaluation, interlibrary loan patrons were surveyed on their awareness and use of the Purchase on Demand program. This article combines the analysis of USF's program with recommendations gained through administration and evaluation of Purchase on Demand.
