This paper presents a comparison between South African and Chilean results on SITES (Second Information Technology in Education Study) 2006 study, aiming to show and discuss both disparities and similarities, and trying to explain them through an analysis of their ICT in Education policies and national contexts. Firstly, these policies and contexts portray national backgrounds and initiatives. Secondly, methodological approach is described (a secondary analysis of the international data consisting in a two-way statistical analysis to calculate significant differences between South African and Chilean results, but also including some specific references to the northern hemisphere countries). Thirdly, main results are shown, organized in five sections: a) access to ICT resources; b) support to teachers; c) teachers professional development; d) principals’ pedagogical vision and e) teaching and learning practices.  相似文献

A recent model analyzing the role of information and communications technology (ICT) in development shows promise. The model coheres with theory on contingency, the problem of reductionism, and distinctions between deeply and shallowly inscribed organizational change arising from ICT. Conditions of e-readiness at the University of Botswana provide an opportune case study for the model. On the whole the original model holds up well, although the case study reveals relevant factors missed by the model: underlying support infrastructure and postimplementation growth in demand. Accordingly, we define an explicit role for time in the model and add a major new dimension of financial sustainability. These additions equip the model to better account for realities affecting ICT's role in development. Management of e-waste is a growing problem for developing countries; one that may undermine the sustainability of information and communication technology (ICT) use if not addressed. In this paper, we focus on a somewhat under-emphasized group that contributes significantly to developing country e-waste: local organizational consumers of ICT. Although this group creates the majority of e-waste, the factors shaping their e-waste decisions are not well understood. Our purpose in the paper is to provide such an understanding.

This paper, therefore, builds conceptual models of e-waste strategies and e-waste strategy determinants from the environmental management literature. It applies these models to a key e-waste producer – the ICT services sector in India – drawing qualitative data from a mix of very large and small/medium firms.

While the former have been proactive in their e-waste strategy, the small/medium firms are characterized as indifferent to e-waste; a divergence explained by the very different strengths of determining factors to which they are subject. In turn, those factors relate to the size of these ICT consumers and the nature of value chains into which they are placed. Understanding these determinants can help us plan better e-waste interventions; a point illustrated through critique of recently introduced legislation.  相似文献

This paper is concerned with hierarchical decisions regarding production and investment in capacity in manufacturing systems with production subject to breakdown and repair. The production capacity can be increased by investing continuously in new capacity which is available upon completion. The decision variables are the rates of production and investment in capacity. The investment rate is assumed to have an upper bound. If, as assumed, the rates of breakdown and repair of production equipment are much larger than the rate of discounting of costs, the given problem can be approximated by a simpler problem in which the stochastic production capacity is replaced by the average capacity. Asymptotically optimal controls for the given problem are constructed from nearly optimal controls of the limiting problem. In addition, we analyse the behaviour of the solution as the investment rate is allowed to become arbitrarily large.  相似文献

In this paper, we explore the issues related to the generation gap in the use of information and communication technologies through an examination of relevant literature and findings from empirical field research in community-based telecenters in a developing country. Our findings show that intergenerational interaction is a key issue and social relations and interactions are explored through an analysis of social networks in conjunction with social identity theory and social representations theory. A conceptual framework is developed of the impact of intergenerational interactions at telecenters on community development.  相似文献

The purpose of this paper is to understand and learn from the collisions between the underlying assumptions embedded in UNESCO's ICT Competency Standards for Teachers policy framework and the realities that face a deep rural Afrocentric community in South Africa. These collisions ultimately are about the manifestation of a deeper issue, namely collisions between worldviews. Although some preliminary issues regarding policy conflicts are highlighted, the primary focus is on understanding collisions that have emerged from the community entry phases of policy alignment and the introduction of the ICT for Development (ICT4D) artifact. A critical theoretical underpinning is presented which also constitutes the departing values and thinking pursued by a team of academics which, in collaboration with local community visionaries, facilitates ongoing ICT training initiatives in the community. The author writes from his position as the “outsider” champion in this project; and due to his commitment and the length of time that he has been immersed in the training and all other aspects of the project, an ethnographic approach is adopted. The paper contributes to ICT4D discourses by representing a South African perspective on the international ICT policy frameworks. Consequently, compelling issues for further research are highlighted, including examples and practical guidelines for international ICT policy alignment and implementation in the deep rural Afrocentric context.  相似文献

There is no doubt of the contributions made by mobile phones and mobile network operators in increasing access to communications in rural areas of developing countries. Yet how affordable is this ubiquitous access in such an ICT ecosystem? Using data from two stratified random surveys conducted in a South African rural community, this paper provides a unique in-depth picture of the expenditure and communication patterns of its dwellers. Results show a high access ratio of people using mobile phone services weekly and a high proportion of disposable income dedicated to a very constrained set of mobile phone services. Factors such as mobile phone charging and the extra charges added by airtime resellers contribute to increase the communication costs. This data and its analysis can be used by the following: regulators and government agencies to better design their policy implementations to provide universal service and access; competing industry players to understand the dynamics within rural communities to better target their products; civil society organizations to use it as a case in their efforts to make affordable communications a constitutional right.  相似文献

In this paper, we explore how the combination of Information and Communication Technologies (ICT) and self‐organised study circles improves rural communities' ability to enhance their economic opportunities. We present the case study of an adult study‐circle project in the Kwale County of Kenya with the objective of providing rural communities with viable and sustainable livelihoods. Study circles can be seen as a democratic and emancipatory method for learning, where community groups regularly meet for participatory discussions to educate themselves on a variety of topics of their own interest. The main goal of the study‐circle members was to increase economic opportunities using ICT and, more specifically, to start micro‐businesses, improve production efficacy and methods, and obtain employment. Using the capability approach and affordances as theoretical lenses, our analysis of the explorative case study shows that the outcomes of the study circle were dependent on various conversion factors and facilitating conditions, such as resources, skills, socio‐cultural norms, and infrastructure. The main contributions from our work are represented by the five practical lessons learned from the study‐circle members' goals (starting micro‐businesses, product efficiency, and obtaining employment) from the self‐organised training approach (study circles) and from our theoretical approach (combining the capability approach and affordances).  相似文献

Abstract. Using theories of technology acceptance and technology transfer, we identified factors affecting the use of mobile information and communication technology (mobile ICT) in the least developed countries (LDCs), specifically sub-Saharan Africa. From a literature review, we developed a research model to describe factors that impact mobile ICT use and formulated a series of hypotheses about them. We then surveyed mobile ICT users in Kenya and Nigeria and created a structural model to examine our hypothesized relationships. Our findings indicate that access to mobile ICT, and cultural influences on mobile ICT diffusion, strongly influence individuals' perceptions of the usefulness and ease of use of mobile ICT. Individuals' perceptions about the reliability of mobile ICT influence use of these technologies significantly. The results suggest that, although extensive ICT diffusion (high mobile ICT levels per capita) may be necessary for seeding commercial and economic initiatives that depend heavily on mobile ICT, such as m-commerce, it may not be sufficient. Firms conducting business in sub-Saharan Africa need to pay attention to the factors that explain individual mobile ICT use because these factors will most likely determine the optimal market segmentation, business development and customer service strategies for leveraging m-commerce operations in that region. For government units, the understanding of such factors would also be beneficial in aiding economic planning and commerce.  相似文献

This paper focuses on the centrality of reference services to the practice of librarianship. It enumerates the limitations faced by Kenneth Dike Library (KDL) in its bid to deploy Information Communications Technology (ICT) to its reference services delivery system. Being a university library in a developing country, KDL has to cope with the problems confronting universities in Nigeria. The problems that plague the ivory towers and, consequently, the libraries that serve them, include lack of proper funding, infrastructural deficiencies, inability to retain information technology experts, and intra-local politics regarding the control of ICT facilities in the library. The paper also projects on KDL's efforts at establishing the virtual reference suite to complement its present reference services.  相似文献

ABSTRACT

When assessing the structural role of an industry sector within an economic system, considering its relationship to other sectors is crucial. Among others, Information and Communication Technology (ICT) industry, one of the innovation accelerators or key engines of economic growth, is evaluated. Specifically, we analyze inter-industry production inducement linkages within a qualitative input–output analysis framework, since it is useful for understanding the key structure of an economic system. Our purpose is to understand the significant spillover structure of the Republic of Korea’s ICT industry within the national production system, as it has played an important role in the national economy and grown dramatically over the years. The findings from the structural analysis, focused on changes in links, are as follows: First, ICT manufacturing showed a higher degree of heterogeneity than ICT service sectors in its sensitivity effects structure, an indication that this sector needs to be utilized in various other industries. Second, the spectrum of industries having significant production inducement linkages with the ICT industry is limited and furthermore, the influence effects of the ICT manufacturing sector diminished considerably although the ICT industry’s sensitivity effects increased. Finally, intra-industry linkages within the ICT industry are gradually strengthened especially between ICT services and manufacturing. These findings call for sustained policy efforts to promote the virtuous circle in the overall inter-industry production inducement system, by increasing the utilization of products and services from other sectors by ICT sectors (especially ICT manufacturing) as well as the application of ICT in other sectors.  相似文献

ABSTRACT

A thriving information and communication technology (ICT) economy is an aspiration for developing countries. This research identifies the factors that can motivate or inhibit ICT opportunities in a developing country to grow a sustainable economy. We build an ICT4D decision framework that provides a three-dimensional view based on (1) key factors (e.g. infrastructure, policies), (2) the ICT supply chain, and (3) stakeholders (e.g. industry, government, academia). The framework is applied to the case of Palestine. We use secondary and primary data to understand how both controllable and non-controllable country characteristics have contributed to or inhibited the growth and development of an ICT sector. Results from extensive secondary data sources demonstrate the usability of the framework to analyze the current setting of the ICT sector, in addition to help investigate a range of possible opportunities for action. Then, via a targeted set of interviews with academic, industrial, and governmental sources who are experts in the Palestinian ICT arena, we perform an exploratory study that focuses on key controls and impacts for future development of the ICT economy. The outcomes of this research have the ability to frame and inform economic development decisions that could define the future of the Palestinian state.  相似文献

In this article, the acceptance of e-learning by teachers of vocational secondary and professional higher education institutions (hereafter: VET teachers) in Estonia has been analysed. The analysis is based on questionnaire study, carried out in 2007. The theoretical framework of the article has been inspired by Everett Rogers’ innovation diffusion theory. It appears that there exists a statistically reliable difference between innovators and the remaining adopter categories among VET teachers. One can see that in the context of the VET teachers’ working environment, a multi-dimensional innovation gap appears, embracing gaps in the actual use of e-learning tools, different types of skills and competences, access and support indicators. The model of innovativeness constructed shows that the competences are predictors of innovativeness. The development of competences related to e-learning (ICT competence, e-learning competence, pedagogical competence) and innovativeness are closely related. It will be argued that while one of the challenges for the developers of e-learning is to provide teachers with relevant continuous training as well as making efforts in developing existing support structures, we can assume that for different adopter categories among teachers different strategies and support schemes should be applied, as the values and attitudes of different groups vary.  相似文献

ABSTRACT

Small and medium enterprises (SMEs) can play an important role in the national economy of developing countries. The adoption of information and communication technology (ICT) has enabled local SMEs to participate in the international market. However, little research has addressed issues related to SMEs adopting ICTs, especially in rural areas of Middle Eastern developing countries such as Saudi Arabia. Using the extended technology-organization-environment framework with personal innovativeness, this study examined the factors that influence the adoption of ICTs among SMEs in rural areas of Saudi Arabia. The study found that relative advantages, top management support, culture, regulatory environment, owner/manager innovativeness and ICT knowledge had a significant relationship with ICT adoption among SMEs in Saudi Arabia, whereas compatibility, complexity and a competitive environment had no significant relationship with ICT adoption. The findings of this study will potentially help SME managers/owners and the Saudi government in the successful adoption and diffusion of ICT in SMEs located in rural areas in Saudi Arabia.  相似文献

From the technology acceptance model (TAM), this study aims to identify the drivers of successful implementation of information and communication technology (ICT) in micro-firms and their impact on organizational performance. To this end, a quantitative study was undertaken, where the data-collecting instrument was an online questionnaire administered to a sample of micro-firms belonging to the Portuguese estate agent sector. Based on the results obtained from 102 valid responses, among the drivers identified, internal factors, more precisely, organizational aspects were found to allow successful implementation of ICT in the firms studied here and to be the ones with the greatest influence on their organizational performance. However, external factors, such as external information technology consultants and networking, did not show a statistically significant influence on organizational performance in estate agent micro-firms. The study also presents some implications for theory and practice in this field of research.  相似文献

The Kenyan ICT ecosystem has attracted vast global media and policy attention because of notable mobile phone adoption in the country. However, empirical research of how Kenyans use and appropriate new media and ICTs in the diverse contexts within the country remains limited. In order to contribute to the emerging literature on Sub-Saharan Africa ICT ecosystems as well as the Mobility discussions within Mobiles for Development M4D and Information and Communication Technologies for Development ICT4D, this paper discusses an empirical case of how the youth of Kibera use and appropriate the mobile phone and the mobile Internet. The purpose of this critical realist ethnographic research article is to explicate the events in the historical development of the Kenyan ICT ecosystem as well as the components of social and physical structure in Kibera slum along with the relationships between them. This paper argues that the mobile phone eases communication and strengthens existent social ties for the youth of Kibera. However, it cannot bypass the hierarchical nature of Kenya where “class and place of residence are distinctive social markers in the process of social networking” [Wallis, C. (2011). In the modern information economy, information technology diffusion is credited with the significant increase in economic development experienced in many parts of the world except, perhaps, sub-Saharan Africa. This paper discusses the problems associated with information technology (IT) diffusion in sub-Saharan Africa, ranging from unstable and erratic power supply and unreliable telecommunications to inadequate computing resources, and most significantly, to the lack of human and financial resources to tackle the challenges. Empirical data obtained through a survey questionnaire are analyzed to illustrate the extent of the problems in the case of Ghana. The paper concludes with discussion of possible strategies for tackling these problems. In the past decade, several studies have measured ICT competences from the perspective of ICT self-efficacy. Such indirect measurements tend to have validity problems, as they depend on the pupils' ability to judge their own ICT competences. This study outlines the development of a performance-based digital test and the validation of a direct measure of ICT competence through the use of item response theory (IRT). More specifically, the test and the developed measure focus on primary-school pupils' proficiency in digital information processing and communication. 56 Items were administered to 560 pupils at the end of their primary-school education (age between 10.79 and 13.85 years old). The items were controlled for dimensionality, model-data fit, local item dependence and monotonicity. The final measure contains 27 items that refer to retrieving and processing digital information, and communication with a computer. The results indicate that the instrument is particularly reliable for low and median ability levels. Further refinement and possible future use of the instrument is discussed.  相似文献

Firm-hosted online communities are user-centred, and their efficacy depends on the users’ sustained participation. This study investigated the impact of social capital on users’ continued usage intention. Specifically, since very little work has been done to explore the antecedents of social capital, we tested the role of operator-related and individual-related factors in cultivating social capital by proposing an integrated research model to fill this gap. Furthermore, to gain deeper insights into continuance intention, we postulate that active degree moderates the relationship between social capital and users’ continued usage intention. Our model is empirically examined using survey data collected from 373 members of a well-known firm-hosted online community in China. The results reveal that the firm’s reaction, offline activities, interaction support, seeking reputation and perceived enjoyment are the significant antecedents of social capital. Additionally, social tie and shared vision exert a stronger effect on continued usage intention for active users, whereas identification has a higher influence on continued usage intention for inactive users. Finally, this study discusses the theoretical and practical implications of these findings and provides possible directions for future research.  相似文献

The purpose of this study was to examine the influence of online collaborative learning experiences on students' digital collaboration skills and on the sustainability of e-collaboration in schools' culture—comparing individualistic versus collectivistic cultures. In addition, we explored how the leadership experience of schools' ICT coordinators was predicted by their sense of professionalism and cognitive, emotional and social aspects of perceived learning (PL), while leading the collaborative projects. The participants were ICT coordinators from 513 Israeli schools; 214 of whom were Hebrew-speakers, and 299 Arabic-speakers. The participants were asked to complete an online questionnaire, which included multiple-choice and open-ended questions. The results showed significant differences between a variety of the coordinator-related variables as a function of learning culture (more individualistic vs.more collectivistic). Coordinators' leadership experience was a powerful predictor of students' digital collaboration skills, but did not predict the sustainability of e-collaboration. Coordinators' emotional PL predicted the sustainability of collaboration in both schools with more individualistic and with more collectivistic learning cultures. The implications of the findings for educational theory and practise are discussed.  相似文献
