In order to reconcile the need for conserving and improving neglected Mediterranean upland ecosystems with socio-economic advancement, new concepts of integrated landscape management are required. For this purpose a mode of a closely interwoven network of multiple land-use patterns is suggested, based on vegetation management and manipulation of the soil-plant-animal complex and on multi-purpose environmental landscaping and afforestation. The latter is essential for revegetation of denuded slopes and for fire protection and buffer zones, and is aimed at the creation of semi-natural, multi-layered forests, parks and woodlands. From these, highest overall multiple use benefits can be expected for environmental and watershed protection, resistance to fire hazard, biotic diversity and wildlife, recreation amenity., and plant and animal production.For optimization and dynamic land-use planning such relative values of multiple use benefits should be expressed in quantitative data and applied in dynamic planning of multiple use strategies, which could be tested first in combined research and demonstration schemes.  相似文献

Input- and output-oriented approaches to landscape management have distinct roles for resource protection, environmental restoration, and sustainable land management. Implementing recent proposals for ecosystem management in the western United States involves a synthesis of input and output management. Within the broader context of ecosystem management, input management focuses on tailoring land use to the landscape, whereas output management employs assessments of resource condition to trigger modified management activity once resources are degraded to specified threshold conditions. Current approaches to landscape-scale management, however, tend to rely primarily on output-oriented strategies that are most effective for monitoring environmental conditions. Current uses of input management focus on environmental impact assessments, which generally are site- or project-specific analyses. The compeexity and dynamic nature of ecosystems, and the range of scales over which ecological processes operate, imply that development and incorporation of input-oriented approaches into landscape-scale management is necessary to implement ecosystem management as a strategy for sustainable land use.  相似文献

Sound ecosystem management meshes socioeconomic attitudes and values with sustainable natural resource practices. Adaptive management is a model for guiding natural resource managers in this process. Ecosystems and the societies that use them are continually evolving. Therefore, managers must be flexible and adaptable in the face of uncertainty and lack of knowledge. To couple good science to management, it is important to develop goals, models, and hypotheses that allow us to systematically learn as we manage. Goals and models guide the development and implementation of management practices. The need to evaluate models and test hypotheses mandates monitoring, which feeds into a continuous cycle of goal and model reformulation. This paper reviews the process of adaptive management and describes how it is being applied to oak/pine savanna restoration at Necedah National Wildlife Refuge as an illustration. Our aim is to help managers design their own adaptive management models for successful ecosystem management.  相似文献

Results from a 1995 survey of utility company biologists indicate that aquatic biodiversity is an emerging and poorly understood issue. As a result, there is some confusion about what aquatic biodiversity actually is, and how we can best conserve it. Only one fourth (24%) of the respondents said their company has a stated environmental policy that addresses biodiversity. Many respondents indicate that over the years they have not specifically managed for biodiversity, but have been doing that through their efforts to assure balanced indigenous populations. While regulations are still the major driver for biological work, an increasing number of companies are involved in voluntary partnerships in managing water resources. Of these voluntary partnerships, 70% have biodiversity as a goal. Biodiversity is becoming an increasingly common subject of study, and a vast majority (75%) of the respondents suggested it should be a goal for utility resource management. Conservation of aquatic biodiversity is a complex task, and to date most aquatic efforts have been directed toward fish and macroinvertebrates. Ecological research and technological development performed by the utility industry have resulted in a number of successful biopreservation and biorestoration success stories. A common theme to preserving or enhancing aquatic biodiversity is preserving aquatic habitat. Increasingly, ecosystem management is touted as the most likely approach to achieve success in preserving aquatic biodiversity. Several utilities are conducting progressive work in implementing ecosystem management. This paper presents the potential interactions between power plants and biodiversity, an overview of aquatic biodiversity preservation efforts within the electric utility industry, more detail on the results of the survey, and recent initiatives in ecosystem management.  相似文献

Adaptive management is a policy framework within which an iterative process of decision making is followed based on the observed responses to and effectiveness of previous decisions. The use of adaptive management allows science-based research and monitoring of natural resource and ecological community responses, in conjunction with societal values and goals, to guide decisions concerning man's activities. The adaptive management process has been proposed for application to hydropower operations at Glen Canyon Dam on the Colorado River, a situation that requires complex balancing of natural resources requirements and competing human uses. This example is representative of the general increase in public interest in the operation of hydropower facilities and possible effects on downstream natural resources and of the growing conflicts between uses and users of river-based resources. This paper describes the adaptive management process, using the Glen Canyon Dam example, and discusses ways to make the process work effectively in managing downstream natural resources and biodiversity.  相似文献

The synthetic field of conservation biology uses principles derived from many different disciplines to address biodiversity issues. Many of these principles have come from ecology, and two simple ones that seem to relate to many issues involving the utility industry are: (1) Everything is interconnected (and should usually stay that way), and (2) We can never do merely one thing. The first principle can be applied to both the biotic and physical environments that are impacted by industrial activities. Habitat fragmentation and the loss of physical and biotic connectedness that results are frequently associated with transmission rights-of-way. These problems can be reduced—or even turned into conservation benefits—by careful planning and creative management. The second principle applies to the utility industry's programs to deal with carbon released by burning fossil fuels. Ecological knowledge can allow these programs to contribute to the preservation of biodiversity in addition to addressing a pollution problem. Without careful ecological analyses, industry could easily create new problems while implementing solutions to old ones.  相似文献

Grasslands provide many ecosystem services required to support human well-being and are home to a diverse fauna and flora. Degradation of grasslands due to agriculture and other forms of land use threaten biodiversity and ecosystem services. Various efforts are underway around the world to stem these declines. The Grassland Programme in South Africa is one such initiative and is aimed at safeguarding both biodiversity and ecosystem services. As part of this developing programme, we identified spatial priority areas for ecosystem services, tested the effect of different target levels of ecosystem services used to identify priority areas, and evaluated whether biodiversity priority areas can be aligned with those for ecosystem services. We mapped five ecosystem services (below ground carbon storage, surface water supply, water flow regulation, soil accumulation and soil retention) and identified priority areas for individual ecosystem services and for all five services at the scale of quaternary catchments. Planning for individual ecosystem services showed that, depending on the ecosystem service of interest, between 4% and 13% of the grassland biome was required to conserve at least 40% of the soil and water services. Thirty-four percent of the biome was needed to conserve 40% of the carbon service in the grassland. Priority areas identified for five ecosystem services under three target levels (20%, 40%, 60% of the total amount) showed that between 17% and 56% of the grassland biome was needed to conserve these ecosystem services. There was moderate to high overlap between priority areas selected for ecosystem services and already-identified terrestrial and freshwater biodiversity priority areas. This level of overlap coupled with low irreplaceability values obtained when planning for individual ecosystem services makes it possible to combine biodiversity and ecosystem services in one plan using systematic conservation planning.  相似文献

The mineral industries have always had significant environmental problems. Dealing with them is in many cases technically possible, but the cost is often prohibitive in an industry with uniform products and much trade. As a possible solution, it is suggested to make mineral products less uniform and more distinguishable in terms of the environmental impacts involved in producing a specific shipment or volume of mineral; this could be combined with means to identify each shipment. Such action would require identification techniques and, more particularly, clear and unequivocal evidence regarding environmental impacts at all stages of production.  相似文献

A new environmental paradigm has emerged, reflecting a change in the public's understanding of resource sustainability. Forest policy makers need to be better informed about such changes to achieve economic, social, and environmental objectives in a manner that balances human needs and aspirations with ecosystem constraints. As an aid to this task, a forest resource accounting system based on the key concept of natural capital could help reshape forest policies to provide an even wider spectrum of benefits for both present and future generations by maintaining and enhancing the productive capacity of forest capital. Such a resource accounting system would provide a tool for integrating multidimensional information requirements in measuring the health of both forest ecosystems and economic systems. This paper outlines some of the features of this accounting system and proposes and framework that would integrate economic and ecological characteristics of natural resources. Forest resource accounting is urgently needed to achieve the sustainability goals of ecosystem management.  相似文献

The Western Governors' Association (WGA) includes both the public lands states with their issues and the plains states, which are 98% privately owned. WGA deals with most legislation affecting biodiversity, whether the effect is direct or tangential. It will probably not be possible, or desirable, for one entity to be in charge of biodiversity conservation. The Endangered Species Act, public lands laws, agricultural laws, water law, environmental laws, and funding legislation all affect biodiversity conservation and the responsibility for it. None of them on their own are enough, and most can cause harmful unintended consequences for biodiversity. The experience of western states in developing consensus principles for reauthorization of the Endangered Species Act provides an example of common-sense ways to improve management of biodiversity, notwithstanding the complexity and large stakes involved. The WGA's proposed changes call for increasing the role of states, streamlining the act, and increasing certainty for landowners and water users. To achieve sustainable conservation for biodiversity, the better question is not “Who is/should be in charge?”, it is “How do we get this done?” To answer this, we need goals, guidance, and bottom lines from federal laws, and management and oversight at the state level, but they all need to support local on-the-ground partnerships. Sustainable conservation requires the active participation of those who live there. WGA's experience in coordinating the Great Plains Partnership as well as its work with watershed efforts shed light on what to expect. Multilevel partnerships are not easy and require a different way of doing business. The ad hoc, sitespecific processes that result do not lend themselves to being legislated, fit into organizational boxes, or scored on a budget sheet. They do require common sense and a longterm perspective.  相似文献

Environmental Management of the stone cutting industry in Hebron is required to reduce the industry's adverse impact on the downstream agricultural land and the adverse impact on the drinking water aquifers. This situation requires the implementation of an industrial wastewater management strategic approach and technology, within the available technical and financial resources. Ten pilot projects at different locations were built at Hebron to reduce or eliminate the incompatible discharge of the liquid and solid waste to the environment and improve the stone cutting industry's effluent quality. A review of existing practices and jar test experiments were used to optimize the water recycling and treatment facilities. The factors reviewed included influent pumping rates and cycles, selection of the optimal coagulant type and addition methods, control of the sludge recycling process, control over flow rates, control locations of influent and effluent, and sludge depth. Based on the optimized doses and Turbidity results, it was determined that the use of Fokland polymer with an optimal dose of 1.5mg/L could achieve the target turbidity levels. The completion of the pilot projects resulted in the elimination of stone cutting waste discharges and an improvement in the recycled effluent quality of 44-99%. This in turn reduced the long term operating costs for each participating firm. A full-scale project that includes all the stone cutting firms in Hebron industrial area is required.  相似文献

Ecosystem analysis has been advanced by an improved understanding of how ecosystems are structured and how they function. Ecology has advanced from an emphasis on natural history to consideration of energetics, the relationships and connections between species, hierarchies, and systems theory. Still, we consider ecosystems as entities with a distinctive character and individual characteristics. Ecosystem maintenance and preservation form the objective of impact analysis, hazard evaluation, and other management or regulation activities. In this article we explore an approach to ecosystem analysis which identifies and quantifies factors which define the condition or state of an ecosystem in terms of health criteria. We relate ecosystem health to human/nonhuman animal health and explore the difficulties of defining ecosystem health and suggest criteria which provide a functional definition of state and condition. We suggest that, as has been found in human/nonhuman animal health studies, disease states can be recognized before disease is of clinical magnitude. Example disease states for ecosystems are functionally defined and discussed, together with test systems for their early detection.This article is contribution VI in D.J. The U.S. Environmental Protection Agency (EPA) has embraced a new strategy of environmental protection that is place-driven rather than program-driven. This new approach focuses on the protection of entire ecosystems. To develop an effective strategy of ecosystem protection, however, EPA will need to: (1) determine how to define and delineate ecosystems and (2) categorize threats to individual ecosystems and priority rank ecosystems at risk. Current definitions of ecosystem in use at EPA are inadequate for meaningful use in a management or regulatory context. A landscape-based definition that describes an ecosystem as a volumetric unit delineated by climatic and landscape features is suggested. Following this definition, ecosystems are organized hierarchically, from megaecosystems, which exist on a continental scale (e.g., Great Lakes), to small local ecosystems.Threats to ecosystems can generally be categorized as: (1) ecosystem degradation (occurs mainly through pollution) (2) ecosystem alteration (physical changes such as water diversion), and (3) ecosystem removal (e.g., conversion of wetlands or forest to urban or agricultural lands). Level of threat (i.e., how imminent), and distance from desired future condition are also important in evaluating threats to ecosystems. Category of threat, level of threat, and distance from desired future condition can be combined into a three-dimensional ranking system for ecosystems at risk. The purpose of the proposed ranking system is to suggest a preliminary framework for agencies such as EPA to prioritize responses to ecosystems at risk.  相似文献

Currently popular concepts such as sustainable development and sustainability seek the integration of environment and development planning. However, there is little evidence that this integration is occurring in either mainstream development planning or environmental planning. This is a function of the history, philosophies, and evolved roles of both. A brief review of the experience and results of mainstream planning, environmental planning, and ecosystem science suggests there is much in past scientific and professional practice that is relevant to the goal of integrated planning for environment and development, but still such commonly recommended reforms as systems and multidisciplinary approaches, institutional integration, and participatory, goal-oriented processes are rarely achieved. “Ecosystem approaches,” as developed and applied in ecology, human ecology, environmental planning, anthropology, psychology, and other disciplines, may provide a more transdisciplinary route to successful integration of environment and development. Experience with ecosystem approaches is reviewed, their advantages and disadvantages are discussed, and they are compared to traditional urban and regional planning, environmental planning, and ecosystem science approaches. Ultimately a synthesis of desirable characteristics for a framework to integrate environment and development planning is presented as a guide for future work and a criterion for evaluating existing programs.  相似文献

One of the objectives of US environmental regulations was to reduce industrial air pollution emissions, especially from the electric utility industry, the major industrial air polluter. In this study, a comparative analysis of air pollution emissions from fossil-fuel-burning electric utility plants is conducted. The analysis focuses on a 12-yr period from 1975 to 1987 for three air pollutants: particulates, surfur dioxide, and nitrogen oxides. The results indicate that particulate emissions have been significantly reduced but that sulfur dioxide and nitrogen oxides are still major problems for a number of plants. Furthermore, the disparity in the performance by plants indicates that by using current technology, the industry as a whole could greatly reduce these emissions. These results have policy implication for future environmental legislation.  相似文献

Continued resource degradation in various areas of the Great Lakes has led to doubts of the adequacy of conventional science and management approaches. The need for a more holistic approach, identified as an ecosystem approach, appears now to be more widely accepted although progress with implementation is slow. We argue here that ecosystem science is an integral part of an ecosystem approach and is a prerequisite to effective management planning.One of the problems of implementing an ecosystem approach is forging the link between ecosystem based research and management. For Green Bay, Wisconsin, USA, certain structural and functional qualities of the ecosystem have been used to define operational guides and to formulate management objectives. Irrigated Agriculture and Wildlife Conservation: Conflict on a Global Scale   总被引:10,自引:0,他引:10  
/ The demand for water to support irrigated agriculture has led to the demise of wetlands and their associated wildlife for decades. This thirst for water is so pervasive that many wetlands considered to be hemispheric reserves for waterbirds have been heavily affected; for example, the California and Nevada wetlands in North America, the Macquarie Marshes in Australia, and the Aral Sea in central Asia. These and other major wetlands have lost most of their historic supplies of water and some have also experienced serious impacts from contaminated subsurface irrigation drainage. Now mere shadows of what they once were in terms of biodiversity and wildlife production, many of the so-called "wetlands of international importance" are no longer the key conservation strongholds they were in the past. The conflict between irrigated agriculture and wildlife conservation has reached a critical point on a global scale. Not only has local wildlife suffered, including the extinction of highly insular species, but a ripple effect has impacted migratory birds worldwide. Human societies reliant on wetlands for their livelihoods are also bearing the cost. Ironically, most of the degradation of these key wetlands occurred during a period of time when public environmental awareness and scientific assertion of the need for wildlife conservation was at an all-time high. However, designation of certain wetlands as "reserves for wildlife" by international review boards has not slowed their continued degradation. To reverse this trend, land and water managers and policy makers must assess the true economic costs of wetland loss and, depending on the outcome of the assessment, use the information as a basis for establishing legally enforceable water rights that protect wetlands from agricultural development.  相似文献

Denmark has committed itself to the European 2010 target to halt the loss of biodiversity. Currently, Denmark is in the process of designating larger areas as national parks, and 7 areas (of a possible 32 larger nature areas) have been selected for pilot projects to test the feasibility of establishing national parks. In this article, we first evaluate the effectiveness of the a priori network of national parks proposed through expert and political consensus versus a network chosen specifically for biodiversity through quantitative analysis. Second, we analyze the potential synergy between preserving biodiversity in terms of species representation and recreational values in selecting a network of national parks. We use the actual distribution of 973 species within these 32 areas and 4 quantitative measures of recreational value. Our results show that the 7 pilot project areas are not significantly more effective in representing species than expected by chance and that considerably more efficient networks can be selected. Moreover, it is possible to select more-effective networks of areas that combine high representation of species with high ranking in terms of recreational values. Therefore, our findings suggest possible synergies between outdoor recreation and biodiversity conservation when selecting networks of national parks. Overall, this Danish case illustrates that data-driven analysis can not only provide valuable information to guide the decision-making process of designating national parks, but it can also be a means to identify solutions that simultaneously fulfill several goals (biodiversity preservation and recreational values).  相似文献

A case study was conducted on the forest ecosystem in the Baishuijiang River basin of China to reveal the influences of environmental factors and human disturbance on the floristic characteristics and biodiversity patterns. Field surveys of the floristic composition, environmental factors, and disturbance factors were conducted along an elevation gradient, and the relationships between biodiversity pattern and environmental factors were analyzed using CCA (canonical correspondence analysis). The results showed that the floristic composition of higher plants consisted of 197 families, 796 genera, 2165 species, 19 subspecies, 239 varietas, and 12 forma, and it was characterized by the multi-geographic composition and by the transition from tropical to temperate zones. Along an elevation gradient, the variations in α and β diversity were best described by a bimodal curve, and the peak values occurred at middle elevations. The CCA indicated that the elevation had the greatest influence on the biodiversity pattern, followed by the topographic index, slope direction, slope, slope position, slope shape, and vegetation coverage. In addition, human disturbance has greatly impacted the floristic composition and biodiversity patterns, and the biodiversity indices were higher with intermediate disturbance at middle elevations compared to higher and lower disturbances at low and high elevations, respectively. This reflected a disturbance–diversity pattern and thus revealed the obvious importance to maintain the intermediate disturbance for biodiversity conservation.  相似文献

Linking GIS-based models to value ecosystem services in an Alpine region   总被引:11,自引:1,他引:11  
Planning frequently fails to include the valuation of public goods and services. This can have long-term negative economic consequences for a region. This is especially the case in mountainous regions such as the Alps, which depend on tourism and where land-use changes can negatively impact key ecosystem services and hence the economy. In this study, we develop a semi-automatic procedure to value ecosystem goods and services. Several existing process-based models linked to economic valuation methods are integrated into a geographic information system (GIS) platform. The model requires the input of a digital elevation model, a land-cover map, and a spatially explicit temperature dataset. These datasets are available for most regions in Europe. We illustrate the approach by valuing four ecosystem services: avalanche protection, timber production, scenic beauty, and habitat, which are supplied by the “Landschaft Davos”, an administrative district in the Swiss Alps. We compare the impacts of a human development scenario and a climate scenario on the value of these ecosystem services. Urban expansion and tourist infrastructure developments have a negative impact on scenic beauty and habitats. These impacts outweigh the benefits of the developments in the long-term. Forest expansion, predictable under a climate change scenario, favours natural avalanche protection and habitats. In general, such non-marketed benefits provided by the case-study region more than compensate for the costs of forest maintenance. Finally, we discuss the advantages and disadvantages of the approach. Despite its limitations, we show how this approach could well help decision-makers balance the impacts of different planning options on the economic accounting of a region, and guide them in selecting sustainable and economically feasible development strategies.  相似文献
