The paper considers the participation of households in recycling programmes in areas of multi-storey, low income housing which are often considered unattractivefor such programmes.A model of the material recycled is presented together with a review of socio-economic, housing, technological, policy and other factors influencing household recycling. This is followed by a case study of two areas in the city of Edinburgh. Results suggest that the level of recycling is influenced by collection methods, for all materials except glass, with half of the recyclers starting as a result of the introduction of kerbside collection. Housing characteristics such as the storey-level in buildings without lifts , household size and access to cars all influenced recycling participation rates. Housing tenure was not found to be significant. This suggests that well designed kerbside collection programmescan have a significant impact in areas with high levels of multi-storey dwellings, low income and public housing.  相似文献

Throughout the wider Caribbean, marine protected areas (MPAs) are rapidly gaining momentum as a conservation tool, but management performance of existing MPAs is considered low. To enhance MPA management performance, stakeholders are increasingly being invited to discuss, debate, and develop rules about how people should interact with marine ecosystems. Using social and ecological data from a rapid assessment of 31 MPAs and their associated communities in the wider Caribbean, this study investigates stakeholder participation in MPA planning and management, and how participants' views of process quality relate to MPA performance. Findings indicate that (1) participants tended to be male, resource users, participate in community organizations, and have lived fewer years in the community associated with an MPA than non-participants; (2) simply participating was not associated with perceptions of the social and ecological performance of MPAs, however, perceptions of process quality were positively related to views of performance; and (3) resource users' perceptions of an MPA's ecological performance were likely shaped by a variety of factors. Conservation practitioners should be aware that participatory MPA processes are complex and require careful planning if they are to contribute positively to marine conservation efforts.  相似文献

Evaluation of Flood and Landslide Risk to the Population of Italy   总被引:7,自引:0,他引:7  
We have compiled a database of floods and landslides that occurred in Italy between AD 1279 and 2002 and caused deaths, missing persons, injuries, and homelessness. Analysis of the database indicates that more than 50,593 people died, went missing, or were injured in 2580 flood and landslide events. Harmful events were inventoried in 26.3% of the 8103 Italian municipalities. Fatal events were most frequent in the Alpine regions of northern Italy and were caused by both floods and landslides. In southern Italy, landslides were the principal agents of fatalities and were most numerous in the Campania region. Casualties were most frequent in the autumn. Fast-moving landslides, including rock falls, rockslides, rock avalanches, and debris flows, caused the largest number of deaths. In order to assess the overall risk posed by these processes, we merged the historical catalogs and identified 2682 “hydrogeomorphological” events that triggered single or multiple landslides and floods. We estimated individual risk through the calculation of mortality rates for both floods and landslides and compared these rates to the death rates for other natural, medical, and human-induced hazards in Italy. We used the frequency distribution of events with fatalities to ascertain the magnitude and frequency of the societal risks posed by floods and landslides. We quantified these risks in a Bayesian model that describes the probabilities of fatal flood and landslide events in Italy.  相似文献

Two decades of uncharacteristically severe wildfires have caused government and private land managers to actively reduce hazardous fuels to lessen wildfire severity in western forests, including riparian areas. Because riparian fuel treatments are a fairly new management strategy, we set out to document their frequency and extent on federal lands in the western U.S. Seventy-four USDA Forest Service Fire Management Officers (FMOs) in 11 states were interviewed to collect information on the number and characteristics of riparian fuel reduction treatments in their management district. Just under half of the FMOs surveyed (43%) indicated that they were conducting fuel reduction treatments in riparian areas. The primary management objective listed for these projects was either fuel reduction (81%) or ecological restoration and habitat improvement (41%), though multiple management goals were common (56%). Most projects were of small extent (93% < 300 acres), occurred in the wildland-urban interface (75%), and were conducted in ways to minimize negative impacts on species and habitats. The results of this survey suggest that managers are proceeding cautiously with treatments. To facilitate project planning and implementation, managers recommended early coordination with resource specialists, such as hydrologists and fish and wildlife biologists. Well-designed monitoring of the consequences of riparian fuel treatments on fuel loads, fire risk, and ecological effects is needed to provide a scientifically-defensible basis for the continued and growing implementation of these treatments.  相似文献

Knowledge of socio-demographic factors affecting attitudes to and perception of risk is an important instrument in enhancing efficiencies of interventions. The authors evaluated whether socio-demographic variables affected attitudes to an environmental issue (securing future drinking water). An important aspect was the delay between time of environmental pollution and time of human exposure and thereby potential health risk. Gender, education, place of residence and age all influenced the extent to which individuals were willing to allocate present resources to alleviate a future problem. Specifically, people above the age of 50 appeared more reluctant to pay for an intervention against a future potential health threat. The authors found a significant correlation between attitude and willingness to pay (WTP). In the authors' scenarios, the WTP variable worked more as a dichotomous variable than as a continuous variable, stressing the importance and relevance of the WTP=0 answers.  相似文献

We demonstrate the use of an expert-assisted spatial model to examine geographic factors influencing the poaching risk of a rare plant (American ginseng, Panax quinquefolius L.) in Shenandoah National Park, Virginia, USA. Following principles of the analytic hierarchy process (AHP), we identified a hierarchy of 11 geographic factors deemed important to poaching risk and requested law enforcement personnel of the National Park Service to rank those factors in a series of pair-wise comparisons. We used those comparisons to determine statistical weightings of each factor and combined them into a spatial model predicting poaching risk. We tested the model using 69 locations of previous poaching incidents recorded by law enforcement personnel. These locations occurred more frequently in areas predicted by the model to have a higher risk of poaching than random locations. The results of our study can be used to evaluate resource protection strategies and to target law enforcement activities.  相似文献

The Meridian Township Land Preservation Programme is the first community-sponsored, open space and natural areas preservation programme in Michigan using ecological principles in the ranking of properties for acquisition. The programme was established through a collaborative, multi-stakeholder effort that resulted in a model ordinance, operating procedures, guidelines for landowners to nominate their properties for consideration, and a set of criteria for property selection. The screening criteria include ecological value, natural or functional value, parcel size, surrounding land use, environmental quality, and aesthetic value. The criteria were developed to reflect principles established by landscape ecology and land conservation objectives to maintain a maximum degree of biodiversity and to develop, manage and maintain ecological infrastructure through management of protected areas. The programme is entirely funded through a local millage, which will raise nearly $10 million over 10 years. The target for acquisition of open space is approximately 10% of the currently undeveloped parcels in the township.  相似文献

For the last 20 years, human–wildlife conflicts have been rapidly increasing in towns. Although people want “greener” cities, the expansion of disliked species causes problems that are difficult to manage and to reduce. The complexity of the numerous factors involved in these human–wildlife relations needs the development of a comprehensive tool for urban planners. Today, with the development of computers and geographical information systems, it is easier to analyze and combine different spatial data as methods used for the management of risks in studies of natural hazards. Here we present a method for assessing and mapping the risk in cases of human–wildlife conflict. An application to starling management in a town in western France will show the efficiency of our methods to combine information given by a network of experts and to highlight higher risk sites. The map of risk provides a spatial result useful for comprehension, communication between people and agencies, and public education.  相似文献

On domestic waste recycling, it was found that source separation of domestic waste in mainland China was supported by 85% of the urban population and about 11–13% of the household waste was recovered and sold by the householders for financial gains. It was also found that the lower income group tended to recover a greater portion of waste, indicating that voluntary waste recovery activities in mainland China were carried out largely due to economic reasons. Thus, the Western type of source separation program in which residents are requested to separate recyclables for the community may not be welcomed in mainland China. In Hong Kong, despite the presence of community waste recovery programs, the recovery of domestic waste is only about 6% and is therefore less than those of the mainland Chinese cities surveyed. On the choice of source separation programs, it was found that Hong Kong people ranked familiarity a more important criterion than convenience. Therefore, the collection frequency of recyclables and time and place for setting out recyclables should be as similar to those of normal waste collection as possible to attract high participation in source separation programs.  相似文献

Summary It has been established that the electrodes of the dialyser in a chloro-alkali plant in Eastern India release mercury beyond the permissible limits into the River Koel. Mercury in elemental form, as well as certain organo-mercury compounds, including methyl mercury, have been detected at a distance of 25 km from the discharge point. Even at a distance of 5–10 km, the mercury content of the sediment may be as high as 0.6–3.2 mg kg–1 above the value of sediment upstream of the plant. This sediment itself is contaminated, probably by battery and paint factories, etc., still further upstream. Thus, the chloro-alkali factory has contributed 60–320 times above the permissible limit (0.01 mg kg–1) of mercury release, at a distance of 5–10 km from the point of release. Furthermore, various phytoplankton and zooplankton have been contaminated, leading to very high mercury contents in certain fish. Although good general principles for climate change adaptation in conservation have been developed, it is proving a challenge to translate them into more detailed recommendations for action. To improve our understanding of what adaptation might involve in practice, we investigated how the managers of conservation areas in eastern England are considering climate change. We used a written questionnaire and semi-structured interviews to collect information from managers of a range of different conservation areas. Topics investigated include the impacts of climate change perceived to be of the greatest importance; adaptation goals being set; management actions being carried out to achieve these goals; sources of information used; and perceived barriers to taking action. We identified major themes and issues that were apparent across the sites studied. Specifically, we found ways in which adaptation had been informed by past experience; different strategies relating to whether to accept or resist change; approaches for coping with more variable conditions; ways of taking a large-scale approach and managing sites as networks; some practical examples of aspects of adaptive management; and examples of the role that other sectors can play in both constraining and increasing a conservation area’s capacity to adapt. We discuss the relevance of these findings to the growing discussion in conservation about identifying adaptation pathways for different conservation areas and a potential progression from a focus on resilience and incremental change to embracing “transformation.” Though adaptation will be place-specific, we believe these findings provide useful lessons for future action in both England and other countries.  相似文献

Between 2001 and 2009, 26 marine-protected areas (MPA) were established on the east Australian seaboard, at least in part, to manage human interactions with a critically endangered population of grey nurse shark, Carcharias taurus. This network is spread across six MPA systems and includes all 19 sites outlined in the National Recovery Plan for C. taurus, though five sites remain open to some forms of fishing. The reserve network has complex cross-jurisdictional management, as the sharks occur in waters controlled by the Australian states of New South Wales (NSW) and Queensland, as well as by the Commonwealth (Federal) government. Jurisdiction is further complicated by fisheries and conservation departments both engaging in management activities within each state. This has resulted in protected area types that include IUCN category II equivalent zones in NSW, Queensland, and Commonwealth marine parks that either overlay or complement another large scaled network of protected sites called critical habitats. Across the network, seven and eight rule permutations for diving and fishing, respectively, are applied to this population of sharks. Besides sites identified by the recovery plan, additional sites have been protected as part of the general development of MPA networks. A case study at one of these sites, which historically was known to be occupied by C. taurus but had been abandoned, appears to shows re-establishment of an aggregation of juvenile and sub-adult sharks. Concurrent with the re-establishment of the aggregation, a local dive operator increased seasonal dive visitation rates at the site fourfold. As a precautionary measure, protection of abandoned sites, which includes nursery and gestating female habitats are options that may assist recovery of the east coast population of C. taurus.  相似文献

Agricultural nonpoint phosphorus (P) pollution is a primary cause of eutrophication in many freshwater systems. Identifying areas that are at high risk for P loss in a watershed and concentrating management efforts on these smaller sections is a more effective method for limiting P loss than implementing general strategies over a broad area. A modified P index scheme was used to assess the risk of P loss and identify critical source areas in the Chaohu Lake watershed on a regional scale. In the new P ranking scheme, soil P sorption index (PSI) and degree of P saturation (DPS) were introduced as source factors to represent the inherent ability of P transport in the soil-water interface. Distance from P sources to Chaohu Lake was also considered as a transport factor to take into account P degradation from source to the final receiving water. The ranking scheme was modified to use available data on the regional scale. P index calculation results showed high spatial variation of P loss risk in the Chaohu Lake watershed. The highest risk areas focused on the downstream parts of the main rivers that discharge into Chaohu Lake. The induction of new components into the P index calculation makes it possible to identify critical source areas of nonpoint P loss on a regional scale, thus allowing decision makers to implement best management practices (BMPs) in such a manner as to minimize P loss to sensitive watercourses.  相似文献

The New Cities of Egypt represent a major effort to redistribute investment and population away from Cairo and the Delta in a brave attempt to use desert land. Through a study of three cities under construction, the reliance on government‐built walk‐up flats for housing provision is discussed and its relevance for later phases questioned. Rural development across various Member States of the EU has been assisted by the LEADER programme (1992-94). In view of the fact that this is to be extended by LEADER 2 (1994-99), a preliminary analysis of the environment component of the original programme is presented. Whilst LEADER was never intended to be an environmental programme as such, many local groups showed considerable environmental awareness in selecting and shaping their projects. There is reason for qualified optimism that the basic tenets of sustainable development have permeated much of LEADER.  相似文献
