关于绿色城市创建的初探

为实现中国社会主义现代化,创建绿色城市已成为中国的重要工程,在十三五规划中的五大发展理念之一就有关于绿色的发展。近年来绿色化的潮流正快速席卷全球,其中绿色城市建设已成为焦点。针对这一发展要求,在文中重点探讨创建绿色城市所需要兼顾的三大要素——绿色建筑、绿色规划、绿色景观。对于三大要素的建设,作者通过对昆明市呈贡区绿色城市创建引发的思考,阐明了相应的发展模式和前景,重点提出了回归自然的绿色城市建设道路。     

Global Visions and Grassroots Movements: An Anthropological Perspective

In the past decade many progressive anthropologists have been concerned with understanding the transformative possibilities of social movements in redefining and limiting the worldwide inroads of global capital. In emphasizing cultural transformation, Castells’ approach in The City and the Grassroots (1983) may help to conceptualize the idealistic and sometimes quixotic movements of the information age. Like Christopher Hill and other social historians, Castells seeks to understand culturally available paths and ideals that opened the possibilities for democracy, whether or not the visionaries succeeded at any particular historical moment. Today, working‐class solidarity is less clearly defined in the face of a rapidly shrinking and ever‐relocating manufacturing sector, while, at the same time, social provisions have been cut back and privatized. At the grey dawning of the twenty‐first century, in the face of US imperialist aggression and increasing global corporate wealth, Castells’ emphasis on the genesis of a new democratic vision as well as on mobilization around issues of collective consumption has become ever more salient.     

Immigration and the Global City Hypothesis: Towards an Alternative Research Agenda

The debate around the ‘Global City Hypothesis’ (GCH), and particularly the research agenda of the ‘Globalization and World Cities’ network, have been preoccupied recently with the business and technological dimensions of so–called ‘global cities’. This article seeks to recover the role of immigration in large urban economies. Using mainly observations from European metropolises, I argue first that the GCH requires significant revision insofar as it can be used as a tool for addressing issues of inequality, and I offer five propositions for a renewal of the existing contours of the GCH. Second, beyond these revisions, I suggest a complete reformulation of the debate by linking it with ideas emanating from the literature on transnationalism. Le débat sur ‘l’Hypothèse de la ville globale’, et notamment sur le programme de recherche du réseau ‘Mondialisation et Villes mondiales’, s’est récemment soucié des dimensions économiques et technologiques des dites ‘villes planétaires’. Cet article tente de révéler le rôle de l’immigration dans les grandes économies urbaines. A partir d’observations de métropoles européennes principalement, il affirme d’abord que, dans la mesure où cette hypothèse peut servir d’outil pour aborder les questions d’inégalité, elle requiert une importante révision; sont donc exposées cinq propositions pour en renouveler les profils existents. Il suggère ensuite une reformulation complète du débat en l’associant à des idées émanant de travaux sur le transnationalisme.

从20世纪七十年代开始,国际上开展了绿色城市广泛的实践活动。力图在中外实践的基础上构建起绿色城市理论的体系框架;明确绿色城市理论支撑、研究范畴与目标愿景,辨析绿色城市的定义内涵;构建绿色城市发展原则、发展目标与指标体系的全空间目标体系;提出完整的绿色城市的全要素技术体系;提出绿色城市规划建设管理与评估监督的全过程标准体系;覆盖不同地域、规模、类型、专业领域的绿色城市的全领域示范体系。     

Contesting the Indian City: Global Visions and the Politics of the Local

This symposium brings together three empirical studies and one conceptual overview examining the politics of redevelopment in contemporary Indian cities. Collectively these articles seek to redress the relative dearth of concerted attention to the institutional, economic and socio‐spatial changes that are shifting the terrain of urban politics in post‐liberalization India.     

关于玉溪市拓宽民间投资问题探析

民间投资所涉及的因素很多,包括投资主体的能力及投资环境如制度环境、经济环境、社会环境等方面。这些因素的发展水平无不和经济总体发展水平关系紧密,正是这些因素构成了经济总体发展水平。因此,当民间投资所需要的这些因素条件具备以后,民间投资水平才得以发展,另一方面,民间投资发展水平的高低也直接影响到其他经济因素的发展,因此,民间投资发展状况必然是与经济成长水平相辅相成的,民间投资水平如果适应经济成长水平,那么就可以促进经济成长水平,民间投资水平也得以良性发展。本论文希望结合现今人们对不良民贷的担忧,抛砖引玉,让政府及更多的社会人士关注民间投资的问题,以及探析一些对策,促进玉溪市乃至全国民间资金的投资发展。     

宝鸡市城区多方言现象探微

双语现象或多语现象是指在同一个社会中存在两种或两种以上的民族语言,亦即是指个人或群体能够并且经常使用至少两种语言进行交流的现象。这种现象是民族接触、语言接触带来的直接结果。但这种现象对于地处中国大陆内地的陕西省宝鸡市来说是几乎没有的,而双方言现象和多方言现象却普遍存在。

金融危机以来,作为世界资本之都的纽约藉着新产业革命的契机,从一个高科技领域的"二线"城市快速崛起为能与硅谷一较高下的全球顶级科创中心,引发世人的高度关注。研究表明,纽约之所以能后来居上,关键在于其大力推行的以"培育适合大众创新创业的土壤"为主旨的四大创新促进方案:"应用科学"计划、"众创空间"计划、"融资激励"计划和"设施更新"计划。这对同为后来者的上海而言,无疑具有十分重要的借鉴和参考价值。     

大城市中心区地下空间规划设计实践探索——以蚌埠市、盐城市为例

一般大城市相较于特大城市,其地下空间的发展动因、目标定位、开发模式等方面有着显著的不同,目前对规划重视程度的远远不够,导致地下空间在城市规划体系中仍面临"边缘化"的局面。文章结合盐城、蚌埠市中心区地下空间规划的实践案例,提出经济适度、立体公共、地方人文的规划原则,在充分研究现状开发和目标需求的基础上,从宏观布局到微观设计等多个层面提出系统化的应对措施,旨在为此类大中等城市地下空间的规划和开发提供参考。     

Hamburg's Spaces of Danger: Race,Violence and Memory in a Contemporary Global City

Germany today is experiencing the strongest upsurge of right‐wing populism since the second world war, most notably with the rise of Pegida and Alternative für Deutschland. Yet wealthy global cities like Hamburg continue to present themselves as the gatekeepers of liberal progress and cosmopolitan openness. This article argues that Hamburg's urban boosterism relies on, while simultaneously obscuring, the same structures of racial violence that embolden reactionary movements. Drawing on the work of Walter Benjamin and Allan Pred, we present an archaeology of Hamburg's landscape, uncovering some of its ‘spaces of danger’—sites layered with histories of violence, many of which lie buried and forgotten. We find that these spaces, when they become visible, threaten to undermine Hamburg's cosmopolitan narrative. They must, as a result, be continually erased or downplayed in order to secure the city as an attractive site for capital investment. To illustrate this argument, we give three historical examples: Hamburg's role in the Hanseatic League during the medieval and early modern period; the city under the Nazi regime; and the recent treatment of Black African refugees. The article's main contribution is to better situate issues of historical landscape, collective memory and racialized violence within the political economy of today's global city.
