Knowing, farming and climate change adaptation in North-Central Namibia   总被引:1,自引:0,他引:1  
The agro-ecological knowledge held by Ovambo farmers in North Central Namibia has, for centuries, given them resilience to high levels of climate variability and associated impacts. New research, conducted in North Central Namibia, suggests that knowledge co-production between farmers and agricultural extension workers may, in addition, strengthen adaptive capacity to future climate change. However, this useful kind of knowledge co-production is far from automatic, and indeed the conditions which make it more likely to happen are not well understood. This paper explores agro-ecological knowledge in North Central Namibia as adaptive capacity, and suggests avenues for better conceptualising and understanding the conditions for adaptive capacity-enhancing knowledge co-production.  相似文献

As a significant emitter of greenhouse gases and a country rich in fossil fuels, Russia plays a crucial role in achieving a comprehensive solution to climate-related challenges. Yet, Russia's official position on climate change has varied considerably since the beginning of global negotiations, with the country playing everything from policy leader to laggard. While there are a number factors that shape domestic policy positions, this study offers a comprehensive investigation of newspaper coverage on climate change in Russia. How have Russian newspapers discussed the issue since the Yeltsin era? We approach this question by compiling the largest data set of Russian newspaper coverage to date, which includes 11,131 climate-related articles from 65 papers over a roughly 35 year period. After introducing a “computer assisted” approach to measure the core themes running through climate change coverage, we statistically evaluate the national- and newspaper-level factors associated with how coverage is framed, focusing attention on 23 high circulation papers over the period from 2000 to 2014. We find that national-level predictors—particularly economic conditions—are highly influential in determining whether climate change is covered and how the issue is framed, while paper-level factors such as the presence of an energy interest and ownership structure also have notable effects. Overall, this study offers a rich data set and useful methods to better understand the drivers of climate communication in Russia.  相似文献

This paper assesses the economic impact of the expected adverse changes in the climate on crop farming in South Africa using a revised Ricardian model and data from farm household surveys, long-term climate data, major soils and runoffs. Mean annual estimates indicate that a 1% increase in temperature will lead to about US$ 80.00 increase in net crop revenue while a 1 mm/month fall in precipitation leads to US$ 2.00 fall, but with significant seasonal differences in impacts. There are also significant spatial differences and across the different farming systems. Using selected climate scenarios, the study predicts that crop net revenues are expected to fall by as much as 90% by 2100 with small-scale farmers been most affected. Policies therefore need to be fine-tuned and more focused to take advantage of the relative benefits across seasons, farming systems and spatially, and by so doing climate change may be beneficial rather than harmful.  相似文献

This two-part study integrates a quantitative review of one year of US newspaper coverage of climate science with a qualitative, comparative analysis of media-created themes and frames using a social constructivist approach. In addition to an examination of newspaper articles, this paper includes a reflexive comparison with attendant wire stories and scientific texts. Special attention is given to articles constructed with and framed by rhetoric emphasising uncertainty, controversy, and climate scepticism.  相似文献

This study explores two pre-eminent features of transnational media coverage of climate change: The framing of climate change as a harmful, human-induced risk and the way that reporting handles contrarian voices in the climate debate. The analysis shows how journalists, and their interpretations and professional norms, shape media debates about climate change. The study links an analysis of media content to a survey of the authors of the respective articles. It covers leading print and online news outlets in Germany, India, the United Kingdom, the United States, and Switzerland. It finds that climate journalism has moved beyond the norm of balance towards a more interpretive pattern of journalism. Quoting contrarian voices still is part of transnational climate coverage, but these quotes are contextualized with a dismissal of climate change denial. Yet niches of denial persist in certain contexts, and much journalistic attention is focused on the narrative of ‘warners vs. deniers,’ and overlooks the more relevant debates about climate change.  相似文献

We estimated how the possible changes in wind climate and state of the forest due to climate change may affect the probability of exceeding critical wind speeds expected to cause wind damage within a forest management unit located in Southern Sweden. The topography of the management unit was relatively gentle and the forests were dominated by Norway spruce (Picea abies (L.) Karst.). We incorporated a model relating the site index (SI) to the site productivity into the forest projection model FTM. Using estimated changes in the net primary production (NPP) due to climate change and assuming a relative change in NPP equal to a relative change in the site productivity, we simulated possible future states of the forest under gradual adjustment of SI in response to climate change. We estimated changes in NPP by combining the boreal-adapted BIOMASS model with four regional climate change scenarios calculated using the RCAO model for the period 2071–2100 and two control period scenarios for the period 1961–1990. The modified WINDA model was used to calculate the probability of wind damage for individual forest stands in simulated future states of the forest. The climate change scenarios used represent non-extreme projections on a 100-year time scale in terms of global mean warming. A 15–40% increase in NPP was estimated to result from climate change until the period 2071–2100. Increasing sensitivity of the forest to wind was indicated when the management rules of today were applied. A greater proportion of the calculated change in probability of wind damage was due to changes in wind climate than to changes in the sensitivity of the forest to wind. While regional climate scenarios based on the HadAM3H general circulation model (GCM) indicated no change (SRES A2 emission scenario) or a slightly reduced (SRES B2 emission scenario) probability of wind damage, scenarios based on the ECHAM4/OPYC3 GCM indicated increased probability of wind damage. The assessment should, however, be reviewed as the simulation of forest growth under climate change as well as climate change scenarios are refined.  相似文献

Climate change as a global problem has moved relatively swiftly into high profile political debates over the last 20?years or so, with a concomitant diffusion from the natural sciences into the social sciences. The study of the human dimensions of climate change has been growing in momentum through research which attempts to describe, evaluate, quantify and model perceptions of climate change, understand more about risk and assess the construction of policy. Cultural geographers?? concerns with the construction of knowledge, the workings of social relations in space and the politics and poetics of place-based identities provide a lens through which personal, collective and institutional responses to climate change can be evaluated using critical and interpretative methodologies. Adopting a cultural geography approach, this paper examines how climate change as a particular environmental discourse is constructed through memory, observation and conversation, as well as materialised in farming practices on the Lizard Peninsula, Cornwall, UK.  相似文献

Research on air travellers’ willingness to pay (WTP) for climate change mitigation has focussed on voluntary emissions offsetting so far. This approach overlooks policy relevant knowledge as it does not consider that people may value public goods higher if they are certain that others also contribute. To account for potential differences, this study investigates Swedish adults’ WTP for a mandatory air ticket surcharge both for short- and long-distance flights. Additionally, policy relevant factors influencing WTP for air travel emissions reductions were investigated. The results suggest that mean WTP is higher in the low-cost setting associated with short-distance flights (495 SEK/ tCO2; 50 EUR/ tCO2) than for long-distance flights (295 SEK/ tCO2; 30 EUR/t CO2). The respondents were more likely to be willing to pay the air ticket tax if they were not frequent flyers, if they were women, had a left political view, if they had a sense of responsibility for their emissions and if they preferred earmarking revenues from the tax for climate change mitigation and sustainable transport projects.

Key policy insights

  • A mandatory air ticket tax is a viable policy option that might receive majority support among the population.

  • While a carbon-based air ticket tax promises to be an effective tool to generate revenues, its potential steering effect appears to be lower for low cost contexts (short-distance flights) than for high cost contexts (long-distance flights).

  • Policy consistency regarding the tax base and its revenue use may increase public acceptability of (higher) air ticket taxes. Earmarking revenues is clearly preferred to tax recycling or general budget use.

  • Insights about the personal drivers behind WTP for emissions reductions from air travel can help to inform targeting and segmentation of policy interventions.

Abstract

Learning—i.e. the acquisition of new information that leads to changes in our assessment of uncertainty—plays a prominent role in the international climate policy debate. For example, the view that we should postpone actions until we know more continues to be influential. The latest work on learning and climate change includes new theoretical models, better informed simulations of how learning affects the optimal timing of emissions reductions, analyses of how new information could affect the prospects for reaching and maintaining political agreements and for adapting to climate change, and explorations of how learning could lead us astray rather than closer to the truth. Despite the diversity of this new work, a clear consensus on a central point is that the prospect of learning does not support the postponement of emissions reductions today.  相似文献

Despite it being the most studied and arguably most profound of global environmental change problems, there is relatively little research that explores climate change as a security issue. This paper systematically explores the range of possible connections between climate change and security, including national security considerations, human security concerns, military roles, and a discussion of the widely held assumption that climate change may trigger violent conflict. The paper explains the ways in which climate change is a security issue. It includes in its discussion issues to do with both mitigation and adaptation of climate change.  相似文献

Climate change is a global phenomenon, and its outcomes affect societies around the world. So far, however, studies on media representations of climate change have mostly concentrated on Western societies. This paper goes beyond this limited geographical scope by presenting a comparative analysis of issue attention in 27 countries. The sample includes, among others, countries that have committed themselves to greenhouse gas emission reductions under the Kyoto Protocol such as Germany as well as countries that are strongly affected by the consequences of climate change like India. In a first step, it describes the development of media attention for climate change in these countries from 1996 to 2010. Second, it compares the amount of media attention and explores whether it corresponds with indicators measuring the relevance of climate change and climate policies for a country. The analyses show that climate change coverage has increased in all countries. Still, overall media attention levels, as well as the extent of growth over time, differ strongly between countries. Media attention is especially high in carbon dependent countries with commitments under the Kyoto Protocol.  相似文献

Media accounts routinely refer to California's Assembly Bill 32 (AB 32), the Global Warming Solutions Act of 2006, as “landmark” climate change legislation. On its surface, this label is an accurate reflection of the state's forward-thinking stance across many environmental issues including pesticides, toxic substances, solid waste, and air quality. For all its promise, however, AB 32 can also be considered a low point in the landscape of conflict between state environmental regulators and California's environmental justice movement. While the legislation included several provisions to address the procedural and distributive dimensions of environmental justice, the implementation of AB 32 has been marked by heated conflict. The most intense conflicts over AB 32 revolve around the primacy of market mechanisms such as “cap and trade.” This article examines the drivers and the manifestations of these dynamics of collaboration and conflict between environmental justice advocates and state regulators, and pays particular attention to the scalar and racialized quality of the neoliberal discourse. The contentiousness of climate change politics in California offers scholars and practitioners around the world a cautionary tale of how the best intentions for integrating environmental justice principles into climate change policy do not necessarily translate into implementation and how underlying racialized fractures can upend collaboration between state and social movement actors.  相似文献

The Amazon region has been undergoing profound transformations since the late ‘70s through forest degradation, land use changes and effects of global climate change. The perception of such changes by local communities is important for risk analysis and for subsequent societal decision making. In this study, we compare and contrast observations and perceptions of climate change by selected Amazonian communities particularly vulnerable to alterations in precipitation regimes. Two main points were analysed: (i) the notion of changes in the annual climate cycle and (ii) the notion of changes in rainfall patterns. About 72% of the sampled population reports perceptions of climate changes, and there is a robust signal of increased perception with age. Other possible predictive parameters such as gender, fishing frequency and changes in/planning of economic activities do not appear overall as contributing to perceptions. The communities’ perceptions of the changes in 2013–2014 were then compared to earlier results (2007–2008), providing an unprecedented cohort study of the same sites. Results show that climate change perceptions and measured rainfall variations differ across the basin. It was only in the southern part of the Amazon that both measured and perceived changes in rainfall patterns were consistent with decreased precipitation. However, the perception of a changing climate became more widespread and frequently mentioned, signalling an increase in awareness of climate risk.  相似文献

A high resolution regional climate model (RCM) is used to simulate climate of the recent past and to project future climate change across the northeastern US. Different types of uncertainties in climate simulations are examined by driving the RCM with different boundary data, applying different emissions scenarios, and running an ensemble of simulations with different initial conditions. Empirical orthogonal functions analysis and K-means clustering analysis are applied to divide the northeastern US region into four climatologically different zones based on the surface air temperature (SAT) and precipitation variability. The RCM simulations tend to overestimate SAT, especially over the northern part of the domain in winter and over the western part in summer. Statistically significant increases in seasonal SAT under both higher and lower emissions scenarios over the whole RCM domain suggest the robustness of future warming. Most parts of the northeastern US region will experience increasing winter precipitation and decreasing summer precipitation, though the changes are not statistically significant. The greater magnitude of the projected temperature increase by the end of the twenty-first century under the higher emissions scenario emphasizes the essential role of emissions choices in determining the potential future climate change.  相似文献

Central America has high biodiversity, it harbors high-value ecosystems and it??s important to provide regional climate change information to assist in adaptation and mitigation work in the region. Here we study climate change projections for Central America and Mexico using a regional climate model. The model evaluation shows its success in simulating spatial and temporal variability of temperature and precipitation and also in capturing regional climate features such as the bimodal annual cycle of precipitation and the Caribbean low-level jet. A variety of climate regimes within the model domain are also better identified in the regional model simulation due to improved resolution of topographic features. Although, the model suffers from large precipitation biases, it shows improvements over the coarse-resolution driving model in simulating precipitation amounts. The model shows a dry bias in the wet season and a wet bias in the dry season suggesting that it??s unable to capture the full range of precipitation variability. Projected warming under the A2 scenario is higher in the wet season than that in the dry season with the Yucatan Peninsula experiencing highest warming. A large reduction in precipitation in the wet season is projected for the region, whereas parts of Central America that receive a considerable amount of moisture in the form of orographic precipitation show significant decreases in precipitation in the dry season. Projected climatic changes can have detrimental impacts on biodiversity as they are spatially similar, but far greater in magnitude, than those observed during the El Ni?o events in recent decades that adversely affected species in the region.  相似文献

The impact of low water periods on inland navigation and companies is well known by ship-operators and companies that rely on this mode of transport but it is rarely a topic of climate impact research. As climate change might affect the frequency and intensity of low water periods, quantifying the impact of climate change on companies and the effects of possible adaptation measures is vital. In this study, we present a model for quantifying the impact of low water events on companies which rely on inland navigation and apply that model to three anonymous iron and steel companies along the River Rhine. The deviation of optimal storage, the storage level that evens out risk vs. fixed capital, is used in the model to measure the vulnerability of companies. The results show that, depending on the climate scenario, the companies might have to deal with either one or five additional days of empty storage in the near future (2021–2050) and up to nine more days by the 2071–2100 period. Seasonal analysis shows that, consistent with the change in the river discharge, the biggest deviations from optimal storage level occur in the late summer/early autumn. Analysis of adaptation options shows that companies would need to increase storage capacity by 2.5 % for the 2021–2050 period, and by 25 % by the 2071–2100 period. A reduction of ship sizes is not an adaptation option for the three companies in this study, because these companies already use relatively small vessels. This is however an efficient adaptation option for companies which employ larger vessels for transport. Another adaptation option would be to reduce the share of transportation via inland waters, but the feasibility of this option depends on the availability and cost of other modes of transport.  相似文献
