RELATIVITY AND SUSTAINABLE DEVELOPMENT

From the realism of science, and taking the guide of EINSTEIN‘s Relativity as guide, this article called in question the present theory of the sustainable development by the rational thinking of philosophy and a close logic inference. It is found that there are many paradoxes to the theory. Through more deepening and meticulous inference, we arrived at philosophic language of science about the sustainable development. The sustainable development is “non-sustainable development”, and the non-sustainable development is “the best sustainable development”. While carrying out philosophical principle thinking and repeating science demonstration for the sustainable development, this article got further confirmation that the existence of human being at the minimum environment cost may help them obtain motive power of the sustainable development. In fact, this foundation motive power exists in the flow of development in different organization levels, meanwhile it exists in strategy of intuition living of the ancient people. Only in relative lower environment cost to live can we get the support system of science for the sustainable develooment, and be able really to achieve the basic goal of the sustainable development.

ON FRACTAL MECHANISM OF COASTLINE —A Case Study of China

MANDELBROT enunciated the uncertainty of the length of a coastline in his paper“How long is the coast-line of Britain?“ published in “Science“in 1967.The fractal concept was presented for the first time in that paper and has been applied to many fields ever since.According to the fractal theory and conditions of fractal research of coastline,the controls of faults and biologic function on the fractal character of coastline are preliminarily discussed on the basis of GIS in this paper.Finally,some significant conclusions are drawn:1)the faults control the basic trends of coastlines of two study areas;2)the fractal dimension of coastline of Taiwan is smaller than that of Changle-Lufent,because the faults of Taiwan more intensely control the trend and fractal dimension of the coastline;3)the larger the fractal dimension of the faults or the major faults ,the more the controlling effect of them on the trend and fractal dimension of coastline;4)the larger fractal dimension of the coastline of Changle-Lufeng indicates that the biologic function intensely shapes the coastline .In a word ,the controls of faults and biologic function on the fractal character of coastline are discussed with a case study of China in this paper,it can be seen that faults and biologic function both have influence over the trend and fractal dimension of coastline,the fractal mechanism of coastline of two study areas may be so.

ANALYSIS ON THE SPATIAL DISTRIBUTION VARIATION CHARACTERISTIC OF URBAN HEAT ENVIRONMENTAL QUALITY AND ITS MECHANISM——A Case Study of Hangzhou City

Urban heat environmental quality(UHEQ) is affected by the interacting of weather condition and underlying surface framework of urban area .In the last two decades,many researchers from domestic and overseas have studied many problems at the aspect of urban heat environment such as urban heat islands ,urban air temperature and their rela-tion with urban land cover,city population,air pollution etc,In the recent years,Hangzhou,acting as a center city of Zhejiang Province in China,its urbanization quantum and quantity have both changed greatly,in particular ,representing as business affairs building,resident real property and all kins of specialty market having arisen in built-up zone,Based on Landsat TM images data in 1991 and 1999,urban underlying surface temperature value and Normalized Difference Vegetation Index (NDVI) were calculated using image interpreting and supervised classification technique by remote sensing software ERDAS image 8.4,The relation model between urban underlying surface temperature (UUST )and urban air temperature was setup according to the certain correlation patten .Reference to the relational standard of assessing human comfort and other meteorology data of Hangzhou City in summer,the spatial distribution characteristic and the spatial varia-tion degree of human comfort of heat environmental quality are estimated and mapped on a middle scale,that is ,in six districts of Hangzhou City .Then the paper reveals the main characteristic of spatial variation from 1991 to 1999.Lastly,the change mechanism is analyzed and discussed from the viewpoint of city planning,construction and environmental protec-tion.

SUSTAINABLE USE OF LAND RESOURCE AND ITS EVALUATION IN COUNTY AREA－A Case of Guangxi Zhuang Autonomous Region,China

Sutainable use of natural resources is different from sustainable development.As the most important natural resource,sustainable use of land resource is the essential guarantee of sustainable development.The nature of sustainable use of land resource is to retain the quantity and productivity of land resource from generation to generation.The evaluaton of sustainable use of land resource is an important method to ensure land-use to get onto the sustainable track.Furthermore,building index system is the key of the evaluation.In view of tendency of the evaluation indexes chosen so widely,the evaluation indexes should include only three kinds in the researches on the evaluation of sustainable use of land resourece.The first is the stock and structure index of land resource,viz,Areas quantity structure of land resources.In China,it is especially paid attention to the per person index of landquantity and rate between cultivated land farmland.The second is the productive index of land,which includes the productivity,potentiality,stability and renewal situation of land.The third is the sustained index of land environment .On the evaluation research of areal level,we should lay particular emphasis on statistic indexes.With a case of Guangxi Zhuang Autonomous Region in China,the evaluation index system of sustainable land-use in county area has been built in this thesis,Using the weighted average method to calculate the means of sustainable land-use in each county,according to the land-using situation,all counties in the autonomous region have been divided into three types.(1)Sustainable Pattern contains 18 counties,which have higher land resource productivity,stronger sustained abilities of land environment.The economic benefits of land-using in these conties are obviously higher.These counties have gotten highly intensive farming,and tyey are all in the good circumstance.(2)Basically Sutained Pattern contains 48 counties,which productivity of land resource is of middle level.In part of counties are obviously higher.These counties can rapidly enter in a good circumstance.(3)Critically Sustained Pattern contains 14 counties,which are mostlyin the karst mountain areas.They have less stock of land resource,lower productivity and more extensive culitivation.The productivity of land renewing has been hindered.so it urgently need to be renovated.At last,the writers have explored the basic ways of sustainable use of land resource in Guangxi,China-(1)Retain the stock of land resource and strictly manage farmland uses.(2)Strengthen the value accounting of land resource,and control the farmland occupation of non-agricultural controction.(3)Depend on technology advanced,optimize the land-using structure,and promote the productive level.(4)Carry out land management all-round,and improve the ecological environment of land resource.(5)Enhance evaluation researche and land monitoring ,and promote the sustainable utilization level of land resource.

A SIMULTANEOUS APPROACH TO WATER—RESOURCE PROTECTION AND ECONOMIC STRUCTURAL ADJUSTMENT —A Case Study of Guanzhong Region in the Huanghe River Basin,China

A regional multiple-objective water-resource and economic optimization model was developed using a quantitative method of systematic analysis.Input to the model includes indexes of economic structure and development,water-resource utilization,wastewater and pollutant discharge,and investment in wastewater treatment.The model,which consists of producton-structure and industrial-structure optimization modules,was applied to the Guanzhong region in the middle reaches of the Huanghe(Yellow) River basin in China.By evaluating several alternative production and industrialization schemes,the modal indicate that water pollution will get worsen though wastewater treatment improves if the economy continues to develop at the planned speed without structural adjustment.However,the results also show that not only economic goals but also water-resource protection and pollution-control targets can be achieved under an alternative,recommended production and industrial structure.This example illustrates that economic development and environmental protection can be improved coordinately by the regional multiple-objective water-resource and economic optimization model.It provides an operable approach to the simultaneous sustained development of water resources and economic growth.     

Analysis of Social Integration Models of Tourism Labor Migrants——A Case Study of Jiuhua Mountain of Anhui Province,China

The grounded theory of qualitative methods was applied to researching the social integration of tourism labor migrants in the Jiuhua Mountain of Anhui Province, China. The research was conducted based on the in-depth interviewing of 15 samples, open-consultation and the analysis of secondhand data. The integration models of tourism labor migrants in the Jiuhua Mountain were formed through four processes including theoretic sampling, coding-analysis, cross-tabulation and contextualization. The result shows that modes of production and life styles decide self-integration orientation of tourism labor migrants in the Jiuhua Mountain. Cultural differences are fundamental dissimilarity between tourism labor migrants and natives. There are three kinds of integration models including rapid, free and gradually advancing integration. The differences among different types of migrants＇ integration models are remarkable. Taking the working integration as the abscissa and taking the life integration as the coordinate, an ＂S＂ model of integration matrix appears in the gradually advancing integration of intermediate and high administers from the working to the life which should be paid special attention to.     

GIS-BASED ANALYSIS OF URBAN LAND-USE CHANGES—A Case Study of Haizhu District of Guangzhou City, China

This paper describes a GIS-based spatial analysis method that combines qualitative analysis and quantita-tive analysis to characterize land-use patterns and predict the trend of future land-use changes in Halzhu District ofGuangzhou City, China. Spatial technique is introduced to manage land-use data and derive information of land-usechanges. Through the case study for the selected area, it is demonstrated that the method and technique introduced in thepaper can be effectively utilized for the analysis of urban land-use changes. Based upon this analysis, the paper also pro-vides discussions and recommendation on urban land-use planning, urban planning and land management. Both land-usemaps of Haizhu District of Guangzhou in 1995 and 1997 and the remote sensing images of 1999 are utilized in the cur-rent research. It is convenient to get various statistic data and to combine attribute data with spatial data so as to analyzeland-use changes in a geographic context, which is especially suitable for the need of urban construction department, ur-ban management department and urban planning department.     

Landscape Effects of Land Consolidation Projects in Central China——A Case Study of Tianmen City, Hubei Province

The goal of land consolidation in China is still to develop agricultural production. The study of landscapeeffects of land consolidation projects (LCPs) faces many difficulties because of the lack of government's interest anddata. This paper, taking Tianmen City of Hubei Province in Central China as an example, presents a methodology foranalyzing landscape effects of LCPs by GIS and Fragstats3.3. It describes landscape effects with indexes of PatchDensity (PD), Largest Patch Index (LPI), Landscape Shape Index (LSI), Interspersion and Juxtaposition Index (IJI),Aggregation Index (AI), and Shannon's Diversity Index (SHDI), showing more regular shape, simpler structure andless habitat diversity after LCPs. It computes ten landscape indexes of four categories of patches including CultivatedLand, Road, Water Channel, and River and Pond. The indexes show that 1) cultivated land becomes more fragmentalin patch area, less irregular in patch shape and more concentrated in block; 2) the transport capacity of roads and irri-gation and drainage capacity of water channels have been improved; 3) the landscape change of river and pond can besummarized as decreasing scale, more regular shape, reducing connectivity and diversity of the class. LCPs can facili-tate agricultural production as well as protect cultivated land and food security. However, it is doubted that the increaseof cultivated land from LCPs results from the reducing in landscape diversity of water area.
