1.Develop and implement standardization strategy,to continuously improve"Quality,Shenzhen" 1.1 Develop and implement the strategic outline,to promote the leapforward development of standardization in Shenzhen.During the "11th FiveYear" Plan period,Shenzhen developed the "Outline for Implementation of Standardization Strategy in Shenzhen (2007-2010)" (the Outline for short) and took the lead to carry out urban standardization strategy.According to the Outline,another two documents of "Fund Management Measures for Implementing Standardization Strategy in Shenzhen" and "Incentives for Standardization Innovation of Shenzhen"were issued,providing financial support for enterprises and public institutions to conduct standardization activities.

Spring is in the air, China standardization is welcoming a blooming spring, marking the start of China's 12th Five-Year Plan.In the recently released Outline of the 12th Five-Year Plan for the National Economic & Social Development of the People's Republic of China, the words of "standard" and "standardization" were highlighted thoroughly.     

National Standards System of Social Credit Established

正A batch of basic and general social credit standards which are in urgent need have been successively released and implemented,indicating the primary results achieved in the the construction of credit information standards system underlined in the Planning Outline for Social Credit Standards System Construction of the State Council(the Outline for short).So far,the standards system of social credit is built to consist of 18 national standards and 19 national standards proposals which can be classified into four types:basic credit standards,credit information standards,credit service standards and credit management standards.So the social credit standards system has been preliminarily structured,laying the foundation for completing the Outline’s requirements of"developing uniform standards for credit information collection and standards for classification management,and unifying the specifications for credit index contents and construction."     

Sticking to Quality First,Building Quality Stron Country——The State Council Releases Quality Development Outline (2011-2020)

The StateCouncil released Quality Development Outline (2011-2020) on February 6,herenafter referred to as Outline,and asked all local governments strictly implement it.This is the second time that the State Council releases a mid-long term quality development outline since the release of Quality Development Outline (1996-2010)in 1996.It is reported that the Outline was developed to better implement Scientific Outlook on Development,promote the transformation of economic development mode,improve the overall quality situation in China,and realize the sound and fast development of society and economy.It was developed by the joint efforts of 14 national ministries and commissions.With a total number of characters of more than 14,000,it consists of 9 parts as the conditions and environment of quality development,the part of guiding ideology,working principles and development goals,strengthening the role of enterprises as the main body,enhancing the quality supervision and management,innovating mechanism of quality development,optimizing the environment for quality development,improving the basic conditions for quality development and carrying out the quality improvement project.

Analysis and Suggestions on Standardization and Intellectual Property Strategy

The Outline of National Intellectual Property Strategy has brought opportunities and challenges for standardization in China.On the basis of analysis on international trends regarding inclusion of intellectual property rights in standards,this paper reviews achievements in combination of standardization and intellectual property in Jiangsu over recent years,and makes some suggestions for future work.

Implementation of Standardization and Intellectual Property Strategy

Inclusion of intellectual property in standards brings important changes to the global competition model.Based on the furious international circumstances, Outline of the National Intellectual Property Strategy was published in 2008,indicating the strategic direction of intellectual property involved in standards. This article analyzes relative items from innovation and standard strategy implemen- tation aspects,and makes some suggestions.     

Light extraction efficiency enhancement of GaN-based light emitting diodes on n-GaN layer using a SiO2 photonic quasi-crystal overgrowth

In this paper, GaN-based LEDs with a SiO2 photonic quasi-crystal (PQC) pattern on an n-GaN layer by nano-imprint lithography (NIL) are fabricated and investigated. At a driving current of 20 mA on Transistor Outline (TO)-can package, the better light output power of LED III (d = 1.2 microm) was enhanced by a factor of 1.20. After 1000 h life test (55 degrees C/50 mA) condition, Normalized output power of LED with a SiO2 PQC pattern (LED III (d = 1.2 microm)) on an n-GaN layer only decreased by 5%. This results offer promising potential to enhance the light output power of commercial light-emitting devices using the technique of nano-imprint lithography.     

The development of science and technology in China: A comparison with India and the United States

In “The Outline of the Medium and Long-term National Plan for Science and Technology Development (2006–2020)” (OMLP)), the Chinese government outlined an ambitious goal to become an innovation-driven country by 2020. However, there are many barriers that restrain the development of the national innovation capacity of enterprises. This paper reviews the capacity for science and technology (S&T) and innovation in China, including the factors that influence capacity building, the supporting policies for implementing the OMLP, and the promotion of capacity building for S&T and innovation in China. The paper concludes with recommendations for promoting further development of S&T and innovation in China.     

Automated vision system for IC lead inspection

An automated vision system for the inspection of Small Outline Package (SOP) and Dual In-Line Package (DIP) IC lead flaws is presented. This system consists of a special lighting and image acquisition system, a series of processing techniques to measure the lead coplanarity and to inspect the skewed lead frame. In this research, a new algorithm for determining the reference plane of an IC and measuring the coplanarity was developed, and compared with a traditional algorithm. Experimental results show that the proposed image acquisition system is helpful for IC lead image acquisition and the proposed lead inspection system can effectively detect skewed lead ICs and faulty coplanarity ICs. In addition, the proposed algorithm for finding the reference plane results in better performance in processing speed and detection accuracy than the traditional algorithm.     

Measuring cosmic ray radio signals at the Pierre Auger Observatory

The recent results of the LOPES and CODALEMA experiments open the door to a renewal of the radio technique for cosmic ray induced shower measurements. The demonstration has been done of its potential and performances at energies below 10¹⁸ eV, this upper limit being due to the small scale of the current experiments. A natural stage toward the improvement of the method is thus to install radio detectors in association with a large cosmic ray detector such as Auger. Besides surface and fluorescence detection, radio detection could be an alternative method, providing a complementary information. The Pierre Auger Collaboration has thus engaged a R&D effort which will lead to the installation of a radio engineering array covering 20 km² on its southern site. Outline of the technique, results of the first phase of the tests and current plans for the future engineering array will be presented.
