| 摘 要： | 自蓝天保卫战以来，项目施工扬尘治理实现6个百分之百，政府相关部门不断加强监督以及考核奖惩，但部分施工企业的投机心理使得措施执行不到位，从而导致实际惩罚成本越来越高。基于演化博弈理论，从政府管制的视角，讨论政府与施工企业关于扬尘治理措施的动态行为决策问题，并进行仿真分析，为有效激励施工企业主动实施扬尘治理措施提供依据。研究结果表明:在有限理性情形下，超额收益、额外补助、罚款对施工企业实施协同治理措施是正相关的，而政府通过提高公信力、额外补助或罚款将有效推动施工企业严格实施扬尘治理措施和社会效益的提升，以此来积极达到双赢局面。

| Abstract: | Since the blue sky defense war，the dust control of project construction has achieved “six hundred percent”. The relevant governmental departments have continuously strengthened supervision，performance assessment, and punishments. However, the speculative attributions of some construction enterprises has impeded the implementation efficiency of measurements，resulting in higher actual punishment costs. Based on the evolutionary game theory，this paper discusses the dynamic behavior decision problem between the government and construction enterprises on dust control from the perspective of government regulation. The simulation analysis can provide the basis for effectively encouraging construction enterprises to initiatively implement dust control measures. The research results show that in the case of bounded rationality，the excessive income，additional subsidies，and fines are positively related with the implementation of construction enterprises’ collaborative governance measures. Besides, the government will effectively promote construction enterprises to strictly implement dust control measures and gain society benefits through improving credibility，additional subsidies or fines to achieve a win-win situation in an active manner. |
