区域电网省间调峰辅助服务交易机制研究

摘    要:区域电网中各省的资源分布、装机情况及负荷情况存在差异,开展省间调峰辅助服务市场交易,可以实现调峰资源跨省互济,减少“三弃电量”,保障电力供应。针对区域电网中各省级电网可能出现的低谷调峰资源不足的问题,提出了区域电网省间调峰辅助服务交易机制。构建了低谷调峰辅助服务市场出清定价模型,以明确的价格信号激励相关机组提供调峰辅助服务。以某区域电网简化模型为算例进行了模拟分析,结果表明所提交易机制是可行、有效的。

Abstract:There are differences in resource distribution, installation and load among provinces in regional power grids. The trans-provincial trade of peak-shaving auxiliary service can realize the trans-provincial mutual benefit of peak-shaving resources,reduce the curtailment accommodation of hydropower ,wind power and photovoltaic generation, and ensure power supply. In order to solve the problem of insufficient peak-shaving resources in valley load periods in the regional power grids, this paper proposes a day-ahead trading mechanism for the peak-shaving auxiliary service among provinces in the regional power grids. A day-ahead market clearing and pricing model is constructed to motivate relevant generators to provide the peak-shaving auxiliary service with clear price signals. A simplified model of a regional power grid is simulated and analyzed. The results show that the proposed trading mechanism is feasible and effective.
