| 摘 要： | 为评价海外EPC 项目管理团队胜任力，基于胜任力理论，结合国际工程承包企业海外电站EPC 项目执行实践，通过文献分析、专家访谈及因子分析，建立了适用于总承包企业的海外EPC 项目管理团队胜任力评价体系。评价体系由包含6 个一级指标和29 个二级指标的评价指标，以及根据胜任力得分做出判断的评价标准组成。通过实例验证表明该评价体系可以较好地评价海外EPC 项目管理团队胜任力水平，为海外EPC 项目管理团队建设提供支持。

| Abstract: | In international project contracting，the management level of a construction company cannot fully represent themanagement level of its project team. In order to evaluate the team competence of oversea construction project in EPC mode，basedon Competence Theory and practices of international-project-contracting enterprises，a team competence evaluation system wasestablished，using literature review，expert interview and a factor analysis method. The evaluation system is composed of anevaluation index，including 6 primary indexes（dimensions）and 29 secondary indexes，and an evaluation standard，to judge an“incompetent”，“competent” or “fully competent” construction project team according to its competency score. Through casevalidation，the evaluation system showed its validity in evaluating the team competence level of oversea EPC project，and couldprovide support for building a team of oversea EPC project. |
