沿边开放开发进程中农用地多功能性评价

农用地多功能利用是黑龙江省沿边开放带土地利用效率提升及生态经济协调发展的客观要求,农用地利用多功能性评价是其基础工作。该文系统地研究了农用地利用多功能性评价方法,测度了1996年、2004年、2013年黑龙江省农用地利用多功能状态及期间变化。研究表明,1996~2013年黑龙江省农用地利用总功能缓慢提高,多功能协调性逐步提升;农用地利用由单一功能逐渐向多功能转变。为扩大农用地利用多功能整体效应并提高农用地利用多功能协调性,稳定生产功能、加快提高经济功能、重点遏制生态功能退化、逐步提高社会功能是沿边开放带今后的农用地利用方向。

Assessment on Multi-Functionality of Agricultural Land in the Process of Opening-Up Development

Multifunctional use of agricultural land is the border areas of Heilongjiang province development of land utilization efficiency in the process of ascension and the objective requirement of the ecology economy coordinated development , agricultural land use more functional evaluation is the foundation work .This paper systematically studied the evaluation methods of agricultural land use multi -function measure in 1996 , 2004 , 2013 during the agricultural land use in Heilongjiang province multifunction status and change . Study shows that the function of agricultural land use in Heilongjiang province from 1996 to 2013 the total rise gradually , multi-func-tional coordination gradually improve , agricultural land use by a single function to multifunction shift .To expand agricultural land use multi-function integral effect and improve the agricultural land use of multi -functional coordination , stable production function and economic function , key contain ecological function degradation , gradually improve security and social function and cultural and recrea-tional function is opening -up with direction of land use in the future .
