摘    要:京津冀协同发展虽已取得显著成效,但缓解区域差异的挑战依然十分严峻。本文基于城市间投入产出表,构建京津冀产业链空间网络,考察京津冀协同发展战略提出前城市间功能协同存在的问题,据此探讨京津冀协同发展政策设计对改善城市间功能协同的有效性。研究发现,京津冀协同发展战略提出前,京津冀城市群存在着有分工、缺协同的问题,主要表现为:① 交通运输设备制造业和机械设备制造业产业链中游部门相对薄弱;② 北京生产性服务业的辐射强度和辐射范围不足;③ 产业链空间网络不均衡,空间融合程度低。产业链空间网络分析表明,《京津冀协同发展规划纲要》针对京津冀城市间功能协同的存在问题提出了解决方向与对策,但在补强产业链中游的加工制造环节、增强首都圈增长极作用和强化石家庄南部支点作用等方面,应加以完善。

Abstract:Although the coordinated development of the Beijing-Tianjin-Hebei (BTH) urban agglomeration has achieved remarkable results, the regional disparities within this region are increasing rather than decreasing. Based on the intercity input-output table, this study constructed the spatial network of the industrial chain of the BTH urban agglomeration to investigate the existing problems of the functional coordination before the formulation of the Outline of BTH Coordinated Development Plan, and then discussed the effectiveness of the Outline for improving the intercity functional coordination. This study found that before the Outline was put forward, the industrial division among cities within the BTH urban agglomeration was clear, but the functional coordination was insufficient, mainly manifested as follows. (1) The midstream links of the industrial chain in transportation equipment manufacturing and machinery equipment manufacturing are relatively weak. This feature leads to the weak spatial network flows between midstream to upstream links and midstream to downstream links, which is a constraint factor for coordinated development of the BTH urban agglomeration. (2) The source of upstream products required by Beijing's local manufacturing industry comes from the whole BTH urban agglomeration, but the producer services in Beijing have not been able to effectively radiate to the southern urban cluster, pointing to an insufficient radiation intensity and range of producer services in Beijing. (3) The spatial network of industrial chain shows a radial pattern with Beijing, Tianjin, and Tangshan as the centre in the BTH urban agglomeration. Nevertheless, the radiating effect and driving ability of Shijiazhuang to the southern urban cluster are somewhat limited. This study implies that the Outline of BTH Coordinated Development Plan proposed some corresponding solutions to the existing problems of coordination. However, the BTH urban agglomeration still needs to strengthen regional functional coordination by facilitating innovation-driven development in Hebei and strengthening the manufacturing links of the industrial chain, enhancing the Capital Circle's role as a growth pole, and strengthening the pivot role of Shijiazhuang in the southern urban cluster.
