水资源自然属性和社会属性分析

我国是水资源严重短缺的国家之一，明晰水资源属性是解决水问题的基础和关键。水资源既具有自然资源的属性，又有着特别的社会属性。该文通过对水资源自然和社会属性的分析，认为无论是继续对水资源的开发利用实行国家垄断，还是明晰水权、逐步建立水市场都必须充分考虑水资源属性，方可能实现水资源支持下的社会经济持续健康发展。

Study on Natural and Social Attribute of Water Resource

The water resource is seriously scarce in China. The water resource quantity per person in China is 1/4 of that in the world. The essential approach to solve the water problem rests with actualizing water resource attribute. Water resource has its special attribute, that is to say, it has both natural resource property and outstanding social property. In this paper,according to the analysis and research on natural and social attribute of water resource,it is concluded that it is necessary to think over water resource attribute for development and use of water resource by government monopoly or building water market in order to realize the sustainable development of society and economy.
