浙江乐清湾资源优势及其开发中的矛盾处理

通过分析浙江省乐消湾的环境条件、资源优辨及开发利用中存在的主要矛盾．来探讨乐清湾沿岸产业的合理布局和资源的优化配置。为海湾经济的可持续发展提供科学依据。由于区域行政管辖条块分割，资源开发涉及行业和地区利益敏感性强。在乐清湾的资源开发利用中出现了围涂(堵港)与养殖、围涂(堵港)与港口、港口(航道、锚地)与养殖、潮汐能与港口、滨海工业与养殖及环境保护、海水增养殖与环境保护等矛盾。为了合理、有效、充分发挥海湾的资源优辨，确保海洋经济持续健康发展，必须理顺海洋管理体制，加强海岸带综合管理：强化区域主导功能，建立科学合理的资源开发体系；严格控制围涂(堵港)，合理布局沿海工业，保持生态环境的良性循环。

Study on Dominant Resources and Their Utilization Conflict in Leqing Bay, Zhejiang

The measures of sustainable development in Leqing Bay are put forward based on the comprehensive study of environment, dominant resources and their utilization conflict. Leqing Bay is one of the three mariculture bases in Zhejiang Province. Within it, resource is abundant but environment is fragile, and it is administrated by different districts and departments. With the development of exploitation, lots of conflicts appear inevitably among mariculture, reclamation, harbor and transportation, seaside industry, marine energy, etc. In order to bring the potentiality of resource into full play and ensure the sustainable development of marine ecnomy, measures should be taken are as follows: (1) Consolidating integrated coastal zone management (ICZM). (2) Strengthening regional leading exploitative function and building up the reasonable exploitation system. (3) Restricting the reclamation strictly and arranging the seaside industry rationally to maintain a virtuous circle in the marine ecological environment.
