摘    要:目的/意义]旨在完整构建突发事件应急决策的快速响应情报体系,剖析其构成要素及要素间相互关系,从顶层视角对其进行整体规划。方法/过程]明确顶层设计的目的意义和实现目标,将多国应急管理情报体系的经验与我国应急管理情报体系的要求相结合,应用总体架构(EA)理论,识别出情报体系的构成要素,明确各要素在情报体系中的定位及相互影响。结果/结论]多主体协同联动、情报资源和情报技术是快速响应情报体系的构成要素,多主体协同联动驱动着情报资源和情报技术的选择和应用,三者通过综合集成形成具体的应急情报体系解决方案,服务于应急管理总体战略的实现。

Abstract:Purpose/significance] Develop a comprehensive quick response intelligence system for emergency management by analyzing the elements and their relationship, and conduct an overall planning from the view of top level design. Method/process] Make the significance, the purpose and the goal of the top level design clearly. Combining the experience and the requirement of multinational emergency management intelligence system, identify the elements, the position and mutual influence of each element in the intelligence system using Enterprise Architecture (EA) theory. Result/conclusion] Multi agent collaborative linkage, intelligence resources and intelligence technology are the key elements of the rapid response intelligence system. Multi agent collaborative linkage drives the selection and application of intelligence resources and intelligence technology, and the three elements are integrated to form the solution of emergency intelligence system for the realization of the emergency management strategy.
