论公共信息空间的结构与功能转型

目的/意义] 针对当代社会转型系列研究中对于公共信息空间转型研究的空白，梳理社会变迁对公共信息空间结构及功能的影响，以彰显转型中的公共信息空间在维护社会信息公平、实现社会治理等方面的重要理论与实践价值。方法/过程] 采用社会变迁基本要素分析的方法，明确影响公共信息空间的3个基本维度是制度变迁、科技创新和全球化，并在此基础上用思辨方法分析其对公共信息空间结构及功能的影响。结果/结论] 社会变迁对公共信息空间结构的影响主要体现在单一主体走向多元主体，政府垄断信息走向充分供给，实体空间走向虚拟空间，单向传播走向多点互动，分裂空间走向聚合。而功能的转型则表现为塑造型传播向沟通理性的转变，社会控制工具向社会治理基础的转变，形式整合向认同整合的转变。

Research on Structural and Functional Transformation of Public Information Space

Purpose/significance] The study of public information space is a blank area in the series of contemporary social transformation studies. This paper examines the impact of social change on the structure and function of public information space, to show that transforming public information space has important theoretical and practical value in maintaining social information fairness and realizing social governance. Method/process] This paper points out that institutional change, technological innovation and globalization affect the public information space by using the method of analyzing the basic elements of social change, and then analyzes the impact on the structure and function of public information space. Result/conclusion] The findings show that structural changes include single subject to multiple subjects, government's information monopoly to full supply, entity space to virtual space, one-way communication to multi-points interaction, separate space to integral space. Functional changes include shaping communication to communication rationality, social control tools to the basis of social governance, form integration to identity integration.
