| 摘 要： | 通过对中国高校人文社会科学文献中心（CASHL）中长期战略发展规划和北京大学图书馆的战略发展规划的实例分析发现,高校图书馆战略发展规划的制定应宏观考量国家的发展战略等外部环境;进行行业扫描,以形成自身的核心竞争力;微观审视各馆的内部环境,确定构成愿景和目标的最终要素;重视实施过程,做好战略规划的后续保障。
