基于PEST分析的高校图书馆“十四五”规划编制环境分析与应对

五年规划是图情事业的顶层设计,能够凝聚发展共识,引领创新方向。文章利用战略管理工具PEST对“十四五”期间高校图书馆面临的政治、经济、社会以及技术环境进行剖析,结合环境发展趋势,提出高校图书馆应以服务“双一流”建设为己任,以“过紧日子”为契机,以信息技术为依托,全力提高知识服务水平,构建开放共享的智慧图书馆服务体系。

Environmental Analysis and Response of University Library’s 14th Five-Year Plan Based on PEST Analysis

Five-year plan is the top-level design of the cause of map and information,which can converge the development consensus and lead the innovation direction.This paper analyzes the political,economic,social and technological environment faced by university libraries during the 14th Five-Year period by using the strategic management tool PEST.Combined with the development trend of the environment,the article proposes that academic libraries should serve the"double first-class"construction as their responsibility,take"too tight lives"as an opportunity,rely on information technology to improve the level of knowledge services,and build an open and shared smart library service system.
