| 摘 要： | 20世纪90年代,尖端技术领域出现了一种军民共用、军用工业与民用工业相互结合的一体化趋势,并正在取代传统的先军后民、军用与民用工业相互独立的模式。美、俄以及西欧诸国已率先对此实施了一系列应对措施。面对这一形势,我国国防科技工业的发展也应当有新的应对思路,应当从传统的军转民模式迅速转移到军民结合、军民共用与共同开发上来,并加强尖端民用技术在国防工业中的应用,重视技术发展的预测,保持技术警觉性。

| Abstract: | In the 1990's,a trend of combining military industry with civilian industry appeared in the field of advanced technology. The US,Russia and some countries of Western Europe have taken a series of measures to cope with this trend.Facing this situation,we should also have new ideas to develop science and technology for national defense in China.Firstly,we should quickly convert conventional mode,turning military technology for civil use,into the new mode of integrating military with civilian purposes in which the army and the people develop and use advanced technology together.Secondly,we should strengthen application of advanced civilian technology to the industry for national defense,and keep high vigilance on technology. |
