建立我国农村义务教育投资新体制的思考

自20世纪80年代中后期以来，我国农村义务教育投资体制由以乡镇为主发展到以县为主，但总体上仍存在投资重心偏低、投入不足、效益不高、地区差异明显的缺陷，导致广大经济欠发达地区、贫困地区的义务教育发展受阻。因此，应通过提高农村义务教育的投资重心，调整教育投资结构比例，建立规范的逐级财政转移支付制度，加强义务教育资金的科学管理，鼓励农村义务教育投资多元化，建立对农村贫困学生的教育资助制度等途径，建立我国农村义务教育投资保障体制，以促进我国农村义务教育健康持续发展。

A Thought on the Establishment of a New Investment System of Compulsory Education in China's Rural Areas

Although there has been a focus shift from countryside to town in rural compulsory education since the 80s of last century, problems still exist, due to inadequate investment and poor effects, which prevents the poor areas from developing. The author holds that a series of measures should be taken to solve the problems, including change of investment focus and ratio, establishment of paying system, effective management of compulsory education fund, encouraging multi-investments and loaning system for the poor students.
