构建服务全民终身学习的教育体系是党和国家新时代教育改革发展的战略任务,而坚持和完善中国特色社会主义制度体系,推进教育现代化,则是谋划全民终身学习体系建设的两重视域和语境。构建全民终身学习体系必须置于中国特色社会主义制度框架内和教育现代化大局中进行设计谋划,坚持以科学理论为指导,形成推进全民终身学习共识;瞄准教育现代化目标,落实路线图和实施方案;把握全民终身学习体系要点,明确构建思路和举措。

Reflections and Suggestions on the Construction of a Modern Education System of Lifelong Learning from Two Perspectives

The construction of an education system serving lifelong learning for all is a strategic task of the party and the country in the new era of education reform and development. Adhering to and improving the system of socialism with Chinese characteristics and advancing education modernization are two perspectives and contexts for establishing a modern education system of lifelong learning. The construction of a modern education system of lifelong learning must be designed within the framework of a socialist system with Chinese characteristics and in the overall context of education modernization, and implemented through the following approaches: adhere to the guidance of scientific theories and form a consensus to promote lifelong learning for all;aim at the modernization of education and implement roadmap and implementation plan;grasp the main points of the modern education system of lifelong learning, and make clear the ideas and measures of construction.
