| 摘 要： | 农村土地管理制度是农村经济的基础。目前,我国农村土地分散经营、产权不清、管理不规范、土地征用侵害农民利益等问题比较严重,其主要原因是我国农村土地产权残缺、分配制度不合理、资源配置不科学等。基于此,文章提出严格界定公共利益的外延和内涵、建立城乡统一的土地市场、平衡土地收益分配、完善农村土地管理体系等对策,完善农村土地管理制度。

| Abstract: | The management system of rural land is the basis of rural economy. At present, there still exist some serious problems in China＇s rural areas such as the decentralized management of rural land, its unclear property rights, its non-standardized management, and the violation of farmers＇ interests during the land expropriation, which are mainly due to the incomplete property rights of rural land, the irrational distribution system, and unscientific allocation of resources. Based on this fact, this paper puts forward such countermeasures as strictly defining the extension and connotation of public interests, establishing a unified land market between the city and the countryside, balancing the allocation of land income and improving the system of rural land management in order to perfect the rural land management system. |
