| 摘 要： | 苏联政府信用的演变经历了三个时期:相对稳定时期、缓慢衰减时期、急剧衰减时期,在74年苏联史中,作为政府信用四个主要支柱的经济发展、政治民主、社会公平、腐败控制在三个时期里有不同的变化。自1975年起,苏联经济发展速度逐步下降,政治民主停滞不前,官僚特权阶层的腐败和社会不公渐趋恶化,由此,苏联政府信用危机日渐加深,戈尔巴乔夫的改革未能成功地重构政府信用支柱,导致苏共败亡。苏联政府信用衰减史告诉我们,为维护和提升政府信用,增强执政合法性,执政党必须全面重视政府信用的四个主要支柱,并随着经济发展与时俱进重构政府信用支柱。
