志愿者队伍的培育与学校教育的责任--基于对日本志愿者活动现状及其成因的分析

与从事专业性活动的社会工作者相比，志愿者活动具有自发性、无偿性、公益性的特征。培育和扶持志愿者队伍的成长，不仅是造就一支专业化社会工作者队伍、科学地开展社会工作的需要，也是改革和完善现有学校教育制度、构建我国终身教育体系的重要课题。文章概述了志愿者的概念内涵和活动的基本特征，分析了日本志愿者活动的基本现状及其成因，探讨了志愿者活动形成的基本条件，提出了培育和扶持社会志愿者队伍的基本策略，并明确了教育在其中的责任。

Cultivation of Volunteers and Responsibility of School Education: A Case Study of Activities of Japanese Volunteers and Its Causes

Compared with professional social worker, activities initiated by volunteers are more spontaneous, non-for-profit, and public-oriented. To foster and promote the growth of volunteers not only helps to produce professional social workers, but also plays an important role for reforming and improving current school education system as well as constructing a lifetime education system in China, After an analysis of the current situation of volunteer activities in Japan and its underlying causes, this article discusses prerequisites for volunteer activities and ways to cultivate and promote volunteer growth, and clarifies the role school education plays in it.
