我国高等医学院校科研能力内部评估体系设计中应注意的重要问题

我国的高等医学院校定位为教学研究型大学,在科研设施、人才结构及研究内容方面与国际水平有一定差距,这些特点决定了在建立其科研能力内部评估体系时必须充分考虑其特殊性.文章详细解析了国内外广泛认可的英国高校科研评估系统内容,并结合我国实际情况,提出了高等医学院校在进行科研能力内部评估体系设计时应该重点注意的问题.我国高等医学院校科研能力内部评估体系的建立可以借鉴英国高校科研评估系统中的主要指标,但必须对其中的具体内容和权重进行修正才能制订出适应我国高等医学院校实际科研状况的评估体系；同时强调评估体系中要特别注意鼓励进行前沿性课题研究以及必须兼顾教学活动.

Some Important Aspects about the Self- evaluation System for Research Assessment Exercises in the Higher Medical Colleges and Universities of China

The functions of the ordinary medical colleges and universities of China include teaching and researching.There are some distinct disparities in the installation for scientific research,talent constitution and researching fields,so we must take these factors into consideration in the establishment of the self-evaluation system for research assessment exercises(RAE) in these universities of China.This article discusses a detailed understanding about the considerable international recognized RAE for the universities of U.K.and raises the most important aspects in the establishment of the self-evaluation system for RAE.The authors believe that the main structure of the RAE of UK can be used as the blueprint of establishment of domestic evaluation system but its detailed contents and the weights of the factors must be amended according to the existing problems in order to fit the special current situation of domestic scientific researching evaluation.It is emphasized that both the pioneering research and teaching work should be encouraged in the evaluation system of higher medical colleges and universities of China.
