从体育公共服务的概念审视政府的地位和作用

以文献研究和逻辑分析为主要研究方法,旨在通过对体育公共服务概念的再认识,深入探讨政府在体育公共服务体系中的地位和作用,为不断完善我国体育公共服务体系提供理论参考。在对公共服务理论的诸多观点进行归纳分析的基础上,界定了体育公共服务概念的本质内涵,将体育公共服务划分为四种不同的类型。在纯体育公共服务和基本体育公共服务领域,政府处于绝对主导地位,在准体育公共服务领域政府处于核心主导地位。并从体育公共服务的立法者、基本体育公共服务的供给者、多元体育公共服务供给主体的主导者、体育公共服务的监管者、体育公共服务人力资源的开发者和体育公共服务改革的推动者六个方面论述了政府在体育公共服务体系中的重要作用。

Discussion on Government Position and Function from the Perspective of Sports Public Service Concept

Mainly with the methods of literature review and logical analysis,through reconsideration of the concept of sports public service,this paper made deeply discussion on government’s position and functions in the sports public service system,in the hope of providing theoretical reference for the constant improvement of our sports public service system.On the basis of inductive analyses of various public service theories and viewpoints,it proceeds to define the essential connotation of the concept of sports public service and divide sports public service into four different categories.It holds that the government holds an absolute dominant position in both the pure and the basic sports public services and a core dominant position in the quasi-sports public service,and discusses the government’s significant functions in the sports public service system,namely,the legislator,the basic provider,the leader of pluralistic providers,the superintendent,the human resource developer and the reform promoter of sports public service.
